How to get tech right in Europe?

As our societies navigate challenging times and undergo widespread digital transformation, fostering growth in our homegrown tech businesses has never been more critical to achieving the wider goals of the European project.

The European Tech Alliance (EUTA) represents leading tech companies born and bred in Europe. We believe that with the right conditions, EU tech companies can enhance Europe’s resilience, boost our technological autonomy, protect and empower consumers, and promote European values such as transparency, the rule of law and innovation to the rest of the world.

The European Commission’s ambitious targets for 2030 in the Digital Decade program represent a vision for a sustainable and more prosperous digital future. However, more is needed if we are to achieve our goals.

Europe must boost its tech competitiveness over the next five years. To unlock European tech leadership both at home and beyond, we need to have an ambitious EU tech strategy to overcome growth obstacles, to make a political commitment to clear, targeted and risk-based rules, and to pursue consistent enforcement to match the globalized market we are in.

An EU strategy for European tech

We need a strategy for European tech that empowers digital companies to grow and use new innovation tools to deliver the best services and products, including personalized experiences, to their users. European tech companies are valuable assets for Europe. They deserve to be nurtured and supported.

Europe must boost its tech competitiveness over the next five years.

In practice, this could take on several forms. For instance, we need to unlock the power of data as a key lever for innovation while respecting consumer privacy. Privacy-enhancing technologies and pseudonymization should be further promoted by lawmakers and regulators to empower European companies to use data, grow and remain competitive.

A European strategy for talent to enhance European companies’ attractiveness could also be pursued. Developers should be pushing the limits of innovation, using their imaginations to improve the services and products from European companies, rather than focusing their unique talents on compliance tasks.

Lastly, EU tech companies should have a seat at the table when proposed rules affect their ability to invest in Europe and to provide good services, products and experiences. Bringing in expertise from the ground up would facilitate the growth of European champions at global, national and regional level.

Smart rules for a stronger Europe

The digital world is a fully-regulated sector with a wide range of new and updated rules. It is essential to give these rules time to play out before assessing their efficiency and impact on EU tech companies.

For instance, the EU’s consumer protection framework was recently updated with the ‘Omnibus Directive’. These new rules started applying from May 2022 onward only, yet they were up for another partial revision less than a year later. Businesses need time to put rules into practice, and lawmakers need time to analyze their effects in the real world, before amending the rulebook once again.

European, national and regional measures should complement each other, not clash or duplicate efforts. The ink of the Digital Services Act (DSA) was not even dry when some EU countries added extra layers of regulation at national level, such as the French law for online influencers and the proposed bill to secure and regulate the digital space. There must be a strong focus on avoiding national fragmentation where EU laws exist. Otherwise we are moving further away from a truly single market that is the cornerstone of European competitiveness.      

Where EU rules are needed, lawmakers should focus on concrete problems and be mindful of different tech business models, for example, retailers vs. marketplaces; new vs. second-hand goods, streaming vs. social media. Rules should address problems with specific business models instead of a one-size-fits-all approach or dictating specific product designs. Any proposed solution should also be proportionate to the problem identified.

Better enforcement for fairer competition

One of the big problems we face in Europe is ensuring a level playing field for all businesses, to achieve fair competition. The EU has enshrined these values in the Digital Markets Act (DMA). We must not lose sight of this ambition as we turn to the all-important task of enforcement of the DMA.

European, national and regional measures should complement each other, not clash or duplicate efforts.

Better cooperation should be encouraged between regulatory authorities at national level (for example, consumer, competition and data protection) but also among European countries and with the EU to ensure coherent application.

Now that the European Commission takes on the new role of rule enforcer, it’s of paramount importance to place a strong focus on independence, separate from political interests. This will ensure a robust and impartial enforcement mechanism that upholds the integrity of the regulatory framework.

What’s next?

European tech companies in the EUTA believe the EU can take two crucial steps for our competitiveness, so we can continue to invest in Europe’s technological innovation and European consumers.

First, the EU digital single market is incomplete, we need to avoid 27 different interpretations of the same EU rules. A strong harmonization push is needed for EU companies to grow faster across the Continent.

Second, we look toward the EU, national governments and authorities to bring economic competitiveness and innovation to the core of regulation, and then to enforce these rules fairly and equally.

AWS digital sovereignty pledge: A new, independent sovereign cloud in Europe

From day one, Amazon Web Services (AWS) has believed it is essential that customers have control over their data, and choices for how they secure and manage that data in the cloud. Last year, we introduced the AWS Digital Sovereignty Pledge, our commitment to offering AWS customers the most advanced set of sovereignty controls and features available in the cloud.

AWS offers the largest and most comprehensive cloud infrastructure globally. Our approach from the beginning has been to make AWS sovereign-by-design. We built data protection features and controls in the AWS cloud with input from financial services, health care and government customers — who are among the most security- and data privacy-conscious organizations in the world. This has led to innovations like the AWS Nitro System, which powers all our modern Amazon Elastic Compute Cloud (Amazon EC2) instances and provides a strong physical and logical security boundary to enforce access restrictions so that nobody, including AWS employees, can access customer data running in Amazon EC2. The security design of the Nitro System has also been independently validated by the NCC Group in a public report.

With AWS, customers have always had control over the location of their data. In Europe, customers who need to comply with European data residency requirements have the choice to deploy their data to any of our eight existing AWS Regions (Ireland, Frankfurt, London, Paris, Stockholm, Milan, Zurich and Spain) to keep their data securely in Europe. To run their sensitive workloads, European customers can leverage the broadest and deepest portfolio of services, including AI, analytics, compute, database, internet of things, machine learning, mobile services and storage. To further support customers, we’ve innovated to offer more control and choice over their data. For example, we announced further transparency and assurances, and new dedicated infrastructure options with AWS ‘Dedicated Local Zones’.

To deliver enhanced operational resilience within the EU, only EU residents who are located in the EU will have control of the operations and support.

Announcing the AWS European Sovereign Cloud

When we speak to public-sector and regulated-industry customers in Europe, they share how they are facing incredible complexity with an evolving sovereignty landscape. Customers tell us they want to adopt the cloud, but are facing increasing regulatory scrutiny over data location, European operational autonomy and resilience. We’ve learned that these customers are concerned that they will have to choose between the full power of AWS or feature-limited sovereign cloud solutions. We’ve had deep engagements with European regulators, national cybersecurity authorities, and customers to understand how the sovereignty needs of customers can vary based on multiple factors, like location, sensitivity of workloads, and industry. We recently announced our plans to launch the AWS European Sovereign Cloud, a new, independent cloud for Europe, designed to help public sector organizations and customers in highly-regulated industries meet their evolving sovereignty needs. We’re designing the AWS European Sovereign Cloud to be separate and independent from our existing ‘regions’, with infrastructure located wholly within the European Union, with the same security, availability and performance our customers get from existing regions today. To deliver enhanced operational resilience within the EU, only EU residents who are located in the EU will have control of the operations and support for the AWS European Sovereign Cloud. The AWS European Sovereign Cloud will launch its first AWS Region in Germany available to all European customers.

Like existing regions, the AWS European Sovereign Cloud will be built for high availability and resiliency, and powered by the AWS Nitro System, to help ensure the confidentiality and integrity of customer data. Customers will have the control and assurance that AWS will not access or use customer data for any purpose without their agreement. AWS gives customers the strongest sovereignty controls among leading cloud providers. For customers with enhanced data residency needs, the AWS European Sovereign cloud is designed to go further and will allow customers to keep all metadata they create (such as the roles, permissions, resource labels and configurations they use to run AWS) in the EU. The AWS European Sovereign Cloud will also be built with separate, in-region billing and usage metering systems.

Delivering operational autonomy

The AWS European Sovereign Cloud will provide customers with the capability to meet stringent operational autonomy and data residency requirements. To deliver enhanced data residency and operational resilience within the EU, the AWS European Sovereign Cloud infrastructure will be operated independently from existing AWS Regions. To assure independent operation of the AWS European Sovereign Cloud, only personnel who are EU residents, located in the EU, will have control of day-to-day operations, including access to data centers, technical support and customer service.

Control without compromise

Though separate, the AWS European Sovereign Cloud will offer the same industry-leading architecture built for security and availability as other AWS Regions. This will include multiple ‘Availability Zones’, infrastructure that is placed in separate and distinct geographic locations, with enough distance to significantly reduce the risk of a single event impacting customers’ business continuity.

The AWS European Sovereign Cloud represents continued AWS investment in Europe. AWS is committed to innovating to support European values and Europe’s digital future. We drive economic development through investing in infrastructure, jobs and skills in communities and countries across Europe. It’s time to hang up on the old telecoms rulebook

Around 120 years ago, Guglielmo Marconi planted the seeds of a communications revolution, sending the first message via a wireless link over open water. “Are you ready? Can you hear me?”, he said. Now, the telecommunications industry in Europe needs policymakers to heed that call, to realize the vision set by its 19th-century pioneers.

Next-generation telecommunications are catalyzing a transformation on par with the industrial revolution. Mobile networks are becoming programmable platforms — supercomputers that will fundamentally underpin European industrial productivity, growth and competitiveness. Combined with cloud, AI and the internet of things, the era of industrial internet will transform our economy and way of life, bringing smarter cities, energy grids and health care, as well as autonomous transport systems, factories and more to the real world.

Europe should be at the center of this revolution, just as it was in the early days of modern communications.

Next-generation telecommunications are catalyzing a transformation on par with the industrial revolution.

Even without looking at future applications, the benefits of a healthy telecoms industry for society are clear to see. Mobile technologies and services generated 5 percent of global GDP, equivalent to €4.3 trillion, in 2021. More than five billion people around the world are connected to mobile services — more people today have access to mobile communications than they do to safely-managed sanitation services. And with the combination of satellite solutions, the prospect of ensuring every person on the planet is connected may soon be within reach.

In our recent past, when COVID-19 spread across the world and societies went into lockdown, connectivity became critical for people to work from home, and for enabling schools and hospitals to offer services online.  And with Russia’s invasion of Ukraine, when millions were forced to flee the safety of their homes, European network operators provided heavily discounted roaming and calling to ensure refugees stayed connected with loved ones.

A perfect storm of rising investment costs, inflationary pressures, interest rate hikes and intensifying competition from adjacent industries is bearing down on telecoms businesses across Europe.

These are all outcomes and opportunities, depending on the continuous investment of telecoms’ private companies.

And yet, a perfect storm of rising investment costs, inflationary pressures, interest rate hikes and intensifying competition from adjacent industries is bearing down on telecoms businesses across Europe. The war on our continent triggered a 15-fold increase in wholesale energy prices and rapid inflation. EU telecoms operators have been under pressure ever since to keep consumer prices low during a cost-of-living crisis, while confronting rapidly growing operational costs as a result. At the same time, operators also face the threat of billions of euros of extra, unforeseen costs as governments change their operating requirements in light of growing geopolitical concerns.

Telecoms operators may be resilient. But they are not invincible.

The odds are dangerously stacked against the long-term sustainability of our industry and, as a result, Europe’s own digital ambitions. Telecoms operators may be resilient. But they are not invincible.

The signs of Europe’s decline are obvious for those willing to take a closer look. European countries are lagging behind in 5G mobile connectivity, while other parts of the world — including Thailand, India and the Philippines — race ahead. Independent research by OpenSignal shows that mobile users in South Korea have an active 5G connection three times more often than those in Germany, and more than 10 times their counterparts in Belgium.

Europe needs a joined-up regulatory, policy and investment approach that restores the failing investment climate and puts the telecoms sector back to stable footing.

Average 5G connectivity in Brazil is more than three times faster than in Czechia or Poland. A recent report from the European Commission — State of the Digital Decade (europa.eu) shows just how far Europe needs to go to reach the EU’s connectivity targets for 2030.

To arrest this decline, and successfully meet EU’s digital ambitions, something has got to give. Europe needs a joined-up regulatory, policy and investment approach that restores the failing investment climate and puts the telecoms sector back to stable footing.

Competition, innovation and efficient investment are the driving forces for the telecoms sector today. It’s time to unleash these powers — not blindly perpetuate old rules. We agree with Commissioner Breton’s recent assessment: Europe needs to redefine the DNA of its telecoms regulation. It needs a new rulebook that encourages innovation and investment, and embraces the logic of a true single market. It must reduce barriers to growth and scale in the sector and ensure spectrum — the lifeblood of our industry — is managed more efficiently. And it must find faster, futureproofed ways to level the playing field for all business operating in the wider digital sector.  

But Europe is already behind, and we are running out of time. It is critical that the EU finds a balance between urgent, short-term measures and longer-term reforms. It cannot wait until 2025 to implement change.

As Europe’s telecoms ministers convene this month in León, Spain, their message must be loud and clear too. European citizens and businesses deserve better communications. PTFE ban: The hidden consumer costs and employment losses

As part of the EU’s landmark Green Deal package, the 2020 Chemicals Strategy for Sustainability called for an ambitious concept: achieving a toxic-free environment by 2030. A central pillar of this ambition is the proposal for a universal PFAS — per- and polyfluoroalkyl substances — restriction, addressing contamination and emissions from the controversial family of substances sometimes known as ‘forever chemicals’.

Action to tackle this family of chemicals is overdue, and European industry is ready to do its part. As the president of the Federation of the European Cookware, Cutlery and Houseware Industries (FEC), I welcome the initiative. FEC members pride themselves on providing safe and durable products to consumers, and were early to phase out these problematic substances. Despite this, the current restriction proposal still needs substantial changes to achieve its goals of protecting human health and the environment while balancing socioeconomic effects, impacts on carbon emissions and circularity.

While many elements of the proposed restriction are well justified, some risk damaging the EU industry’s competitiveness and hindering progress on the green and digital transitions, all while banning substances which are known to be safe. The European authorities need to understand the impacts of the proposal more thoroughly before making decisions which will harm consumers and the European workforce, and perhaps even result in worse environmental outcomes.

The current restriction proposal still needs substantial changes to achieve its goals of protecting human health and the environment while balancing socioeconomic effects.

As the most complex and wide-ranging chemical restriction in EU history, it is essential that the institutions take no shortcuts, and take the time to clearly understand the unintended environmental and socioeconomic impacts on every sector.

The PFAS restriction proposal is broad, covering over 10,000 substances, many of which were not considered part of the PFAS family in the past. In an effort to catch all possible problematic chemicals that could be used in the future, the member countries which proposed the restriction have cast a net so wide that it also includes substances which pose no risk. Even the OECD, the source of the broad scope used by the authorities, concedes that its definition is not meant to be used to define the list of chemicals to be regulated.

In addition to the legacy PFAS substances, which have serious concerns for human health and the environment, the proposal also includes fluoropolymers in its scope, which are not mobile in the environment, not toxic and not bioaccumulative — a stark contrast to the controversial PFAS substances at the center of contamination scandals across Europe and around the globe.

As the most complex and wide-ranging chemical restriction in EU history, it is essential that the institutions take no shortcuts.

Fluoropolymers are well studied, with ample scientific evidence demonstrating their safety, and unlike legacy PFAS, technologies exist to control and eliminate any emissions of substances of concern from manufacturing to disposal.

Fluoropolymers are not only safe, their safety is a primary reason for their widespread use. They provide critical functionality in sensitive applications like medical devices, semiconductors and renewable energy technology. They are also used in products we all use in our day-to-day lives, from non-stick cookware to electrical appliances to cars. While in some cases there are alternatives to fluoropolymers, these replacements are often inferior, more expensive, or have even more environmental impact in the long run. Where alternatives aren’t yet identified, companies will need to spend large sums to identify replacements.

In the cookware industry, for example, fluoropolymers provide durable, safe and high-performing non-stick coatings for pots, pans and cooking appliances used by billions of people across Europe and around the globe. Decades of research and development show that not only are these products safe, but their coatings provide the most high-performing, durable and cost-effective solution. Continued research and development of these products is one of the reasons that the European cookware industry is considered a world leader.

Given the critical role that fluoropolymers play in so many products and technologies, forcing a search for inferior or even nonexistent alternatives will harm the EU’s competitiveness and strategic autonomy. In the cookware industry alone, the restriction could cost up to 14,800 jobs in Europe, reduce the economic contribution of the sector to the GDP by up to €500 million, and result in a major shift of production from Europe to Asia, where the products would be made under much less stringent environmental rules. Consumers will also suffer, with new alternatives costing more and being less durable, requiring more frequent replacement and therefore resulting in a larger environmental impact.

Beyond this, companies that enable the green transition, deliver life-saving medical treatments, and ensure our technology is efficient and powerful will all be required to engage in expensive and possibly fruitless efforts to replace fluoropolymers with new substances. What would be the benefit of these costs and unintended consequences, when fluoropolymers are already known to be safe across their whole lifecycle?

Given the critical role that fluoropolymers play in so many products and technologies, forcing a search for inferior or even nonexistent alternatives will harm the EU’s competitiveness and strategic autonomy.

The scale of the PFAS restriction is unprecedented, but so are the possible unintended consequences. Industry has contributed comprehensive evidence to help fill in the blanks left by the initial proposal, it is now up to the institutions to take this evidence into account. With such a far-reaching initiative, it is essential that the EU institutions and the member countries thoroughly consider the impacts and ensure the final restriction is proportional, preserves European competitiveness and does not undermine the broader strategic objectives set for the coming years.

Harnessing innovation in robotic-assisted surgery


For nearly three decades, Intuitive has been developing innovative approaches in the field of minimally-invasive care. We are guided by the belief that minimally-invasive care can be life changing, that patient outcomes can be profoundly improved and that enhanced clinical outcomes can sustainably lower the total cost of comprehensive care.

Our focus is on helping customers in Europe and around the world achieve better outcomes, better surgeon and care team experiences, better patient experiences and lower cost of care. Positive impact in these areas requires a holistic effort that includes not only leading-edge, integrated systems and software, but also an ecosystem of education and support that extends across the patient care pathway and the broader health care system.

What is robotic-assisted surgery?

27 years ago, Intuitive launched the da Vinci robotic-assisted surgical system, transforming the field of minimally-invasive surgery.

Robotic-assisted surgery is a form of minimally-invasive surgery performed by a surgeon using a computer-assisted system to operate through small incisions using tiny, wristed instruments. Robotic-assisted surgical systems do not perform surgery on their own and they do not replace surgeons. Surgeons completely control da Vinci robotic-assisted surgical systems, while seated at an ergonomic console that uses high-definition, 3D vision to magnify the patient’s anatomy. The surgical system translates the surgeon’s hand movements in real time to bend and rotate the instruments with greater flexibility, precision and range of motion than the human hand. This approach can augment a surgeon’s skills and capabilities while allowing them to continue to apply their judgment and experience.

To date, more than 12 million da Vinci robotic-assisted surgical procedures have been performed worldwide — including more than 1.2 million in Europe — across a range of procedures including urology, gynecology, colorectal, thoracic, general surgery and more.

Robotic-assisted surgery is a form of minimally-invasive surgery performed by a surgeon using a computer-assisted system to operate through small incisions using tiny, wristed instruments.

A growing body of research, including more than 34,000 peer-reviewed studies, suggests that minimally-invasive, robotic-assisted surgery can offer patients benefits in many cases, depending on the procedure, including one or more of these benefits: less blood loss, fewer complications, shorter hospital stays, and less chance of hospital readmission.[i]

The added value of robotic-assisted surgery for European health care systems

Since the first robotic-assisted da Vinci prostatectomy was performed in Germany nearly 20 years ago, more than 1,500 da Vinci systems have been installed in Europe, highlighting Europe’s strong demand for this innovative technology. But, while Europe has helped drive this technology forward, more can be done to help hospitals in Europe become world leaders in the 21st century.

Similar to health care systems around the world, Europe faces challenges including rising health care costs, a pressured workforce, aging populations and increasing burdens of disease. At the same time, patients across Europe are seeking equitable access to innovative, high-quality care.

Using our more than two decades of experience working with hospitals and health care systems across Europe, we strive to offer solutions to these multifaceted challenges that are aligned with our customers’ clinical and economic capabilities and goals. A key insight from our experience is that we must provide more than a “robotic-assisted surgical system”; we must be a “technology-enabled solutions partner and provider”. Robotic-assisted surgery as a modality can help drive better patient outcomes; robotic-assisted surgical programs as a key part of a hospital’s care pathway can help optimize the cost and efficiency and advance the delivery and quality of care.

As one example, we collaborate with hospitals to examine opportunities to sustainably increase throughput and introduce efficiencies that can allow them to treat more patients and reduce patient backlogs. Solutions that our customers have enacted as a result of these engagements include improving operating room set up time, scheduling optimization, standardizing pre-operative planning for care teams, and starting surgical days earlier. 

In all cases, we work to assure that any effort is seamlessly integrated into the workflows of our hospital customers and their broader patient care pathways, and that our success is defined and measured in alignment with their goals.

Training

Central to our holistic approach is our technology training, which is essential to maximize patient safety and a vital part of any successful robotic-assisted surgery program. Our four-phase training pathway combines skills and technology training with opportunities for health care professionals around the world to learn from their peers. Our robust training offerings include a combination of simulation, virtual learning, in-person observation and hands-on training, with high-quality tissue models and peer-to-peer mentoring, proctoring and advanced learning opportunities. The training tools and technologies we offer are informed by our unique understanding of best practices and can help users build their skills by targeting individualized areas for improvement.

We believe that our robust training programs are contributing to the development of the next-generation health care workforce.

Last year, we became the largest provider of robotic-assisted surgical technology training to have our full global training portfolio accredited by The Royal College of Surgeons. And, our industry-leading offerings are more available than ever across both virtual and in-person opportunities; we now have more than 25 training centers and partnerships across Europe.

Looking forward, we believe that our robust training programs are contributing to the development of the next-generation health care workforce and motivating existing surgical staff to stay within our health care systems. We will continue to evolve and innovate our training offerings by listening to and learning from surgeons and teams to identify the practices that lead to better results and hone our efforts to offer meaningful interoperative guidance.

Total cost to treat

While there is an upfront investment in robotic-assisted technology, the experience of hospitals across Europe shows that da Vinci systems can help realize a return on this investment. The benefits of minimally-invasive care — fewer complications and readmissions, less blood loss, less pain — help to avoid higher ‘downstream’ costs and resource use associated with traditional, or “open” surgery, which typically requires longer hospital stays and presents a greater risk of post-operative complications.[ii] Robotic-assisted approaches, like the da Vinci system, can therefore help to reduce the costs and resources associated with a complete patient journey, or ‘episode of care’.

An important indicator of the economic value of this cost avoidance can be found in hospitals’ investment decisions in recent years. Based on their own medical records, financial data, and unique reimbursement and cost structures, hospitals are increasingly choosing to commit to robotic-assisted technology. Our own data shows that the number of hospital Integrated Delivery Networks, or IDN’s, with more than seven da Vinci systems has increased by more than 150 percent in the past five years.[iii] We believe this demonstrates a trend from cautious adoption to standardization based on recognized value. This trend brings the benefits of minimally-invasive care to an increasingly larger number of users, helping to accelerate and compound the potential savings to the health care system over time.

A vision for 2030: a future of European health care excellence

The next European Commission term will almost reach the end of this decade, serving as a useful marker for us to imagine where Europe could be in health care delivery by 2030.

Looking ahead, it will be essential that policymakers create an environment where advancements in robotic-assisted tools and technology, digital health and patient-focused innovation can be seamlessly integrated in a way that prioritizes patient safety and facilitates equitable access to and adoption of innovative technology.

The infrastructure and tools needed for future success are already present. Europe can lead the way in creating this environment, in part by avoiding policies which inhibit this kind of integration and innovation through duplicative or conflicting regulatory structures. We look forward to contributing to an ambitious agenda to bring cutting-edge health care, training, and innovations to European patients and health care professionals.

Meet Westminster’s attack dogs

LONDON — The next U.K. general election is likely more than a year away, but Westminster’s political attack dogs are already flexing their muscles and entering the fray.

Strategists from both main U.K. parties have spent the quiet summer months briefing that the “gloves are coming off” in their approach to their opponents and they are ready to start aggressively throwing political punches in the pre-campaign phony war.

Here is POLITICO’s guide to some of the key people — both on camera and behind-the-scenes — masterminding, and hoping to land, lasting blows on their opponents. 

In the blue corner

Alex Wild: The Conservative Party director of communications is one of the more experienced media strategists in today’s Tory Party. He cut his teeth at the Taxpayers’ Alliance — a Westminster campaign group which digs out examples of reckless government spending, feeding them to scoop-hungry hacks. He joined Conservative Campaign Headquarters (CCHQ) during Boris Johnson’s 2019 election campaign, and was rewarded with adviser — or SpAD — jobs in Johnson’s new government, first in the Home Office and then the Ministry of Justice. Having survived the thankless task of being interim press secretary to Liz Truss during her short tenure as PM, playing attack rather than defense back in CCHQ will be a welcome change. He is running day-to-day operations, but in close contact with Prime Minister Rishi Sunak’s election strategist Isaac Levido.

Marcus Natale: At Wild’s side is Marcus Natale, a former special adviser to Truss’ even shorter-lived Chancellor Kwasi Kwarteng. Natale, who is currently director of the Conservative Research Department, is a party man like Wild. He headed up CCHQ’s briefing operation during the Theresa May years before making it into No. 10 Downing Street as an adviser to Boris Johnson. He took a job advising Kwarteng in the business and energy department in August 2021, before heading to the Treasury with his boss when he became chancellor for 38 days under Truss. The CRD has long been seen as a key training ground for leading Conservative politicians, with ex-Chancellor George Osborne, former Prime Minister David Cameron and current Deputy Prime Minister Oliver Dowden among its alumni. Mastermind a decent blow on your opponents from there, and a successful political career could await.

Kemi Badenoch: The business and trade secretary has won a place in grassroots Tories’ hearts and minds for being unafraid to call it as she sees it — particularly when it comes to so-called “wokery.” The right of the party was heartened by her punchy performance in the first Tory leadership contest last year, seeing her as a difficult nut for Labour to crack. Since then, she’s been tied up by a weighty Cabinet brief and sniping from the Brexiteers’ European Research Group — and is not universally trusted in No. 10. But she remains one of the Cabinet’s most impressive media performers, and could resurface if Sunak’s team deign to get her back on the airwaves in the run-up to the election.

Lee Anderson: The blunt-speaking former coal miner is the ying to the yang of mega-rich ex-banker Rishi Sunak. The Tory deputy chairman is not afraid to court controversy, winning the moniker “30p Lee” after arguing food bank users did not understand how to budget and that meals can easily be cooked from scratch for “about 30 pence a day.” This week he hogged headlines for saying unhappy asylum seekers should “fuck off back to France” — the type of sentiment which some Tory strategists think could appeal to a certain part of the electorate, but that few Cabinet ministers would be willing to put their names to. Anderson attracts more media attention than his boss, the Tory Party Chair Greg Hands, who is amusing (himself at least) with a series of posts with the infamous “there’s no money left” letter written by a Labour minister back in 2010. There is now even an X/Twitter account dedicated to keeping track of every Hands tweet featuring the infamous correspondence.

Richard Holden: Holden is a CCHQ man through and through, having served as the party’s deputy head of press during the latter David Cameron years. He would have seen at close quarters the crack operation which allowed the Tories to win a surprise majority in 2015. Now an MP and transport minister, Holden still relishes a fight. He led the charge in the so-called “beergate” attack on Labour leader Keir Starmer last year, attempting to distract from then-Prime Minister Boris Johnson’s own “partygate” woes. Holden repeatedly called for a police investigation into footage of Starmer drinking a bottle of beer over a takeaway curry while working late during a COVID-19 lockdown. Holden is being tipped for promotion in Sunak’s next reshuffle. 

Johnny Mercer: Despite his reputation as a loose cannon, Mercer is regarded as an effective communicator “when pointed in the right direction,” as one colleague puts it. The defense minister’s recent attack on newly elected 25-year-old Labour MP Keir Mather, as an “Inbetweener” — referencing a popular British TV comedy about teenage boys — attracted opprobrium across the political spectrum, but some hardier Tories applauded it as healthy sparring. It certainly cut through with the media, as most things Mercer touches tend to do. He will continue to make headlines in the run-up to the election, with or without Downing Street’s sanction.

In the red corner

Paul Ovenden: Ovenden, a former Sunday Telegraph journalist, is the Labour Party’s director of attack and rebuttal. He heads the team of Labour researchers placing attack stories in national outlets, and helps cook up punchy one-liners for shadow ministers to deploy on the airwaves.  He is also responsible for the party’s attention-grabbing digital ads, which have generated significant attention … and significant controversy. 

Wes Streeting: Expect to see a lot more of Streeting in the run up to the election. Long touted as a future leader — although seen as too right-wing by the Labour Left — he is one of the shadow Cabinet’s most confident and combative media performers. While some of his colleagues were a little squeamish about recent online adverts claiming Rishi Sunak does not believe people who sexually abuse children should be sent to prison, the shadow health secretary said the party was correct “to take the gloves off” while campaigning, and promised there would be more to come.

Steve Reed: An unapologetic populist who will be keen to talk about the Conservatives’ record on law and order. The shadow justice secretary has helped drive Labour’s tack towards a “tough on crime” message which takes the fight to the Tories in one of the ruling party’s traditional areas of strength. He was widely named as one of the brains behind that notorious attack ad, and is among the party’s most direct Twitter critics of Sunak. 

Angela Rayner: Starmer’s deputy is known for her plain talking and pugnacious style, which she has deployed to good effect when filling in at prime minister’s questions. The chatter in Westminster is that Rayner — who also holds the employment rights brief — could be in line for demotion at the next reshuffle as her media appearances dwindle. Yet it would come as a shock if the party opted not to deploy her more visibly in the run-up to the next election, particularly as they seek to regain lost territory in her native north of England. 

Shabana Mahmood: Labour’s campaign coordinator may not be a household name, but she’s an effective operator who’s well-liked across the party and does not shirk from hard-hitting and aggressive attacks. She’s put in the hard yards overseeing multiple by-elections over the past two years, and will be rallying the troops ahead of the big one next year.

Amber warning

Christine Jardine: Famed for their mild manners, the Lib Dems have never had a huge pool of attack dogs to draw from. But Jardine, the Edinburgh West MP, is seen as one of the party’s key media performers. As a Scottish MP she is as focused on turning her fire on the SNP north of the border as she is on the Conservatives down south, with Scotland set to be a key battleground for the Lib Dems at the next election.

Dave McCobb: The Lib Dems will also be sparring with the Labour Party in several seats and McCobb, the party’s director of field campaigns, has expertise in such turf wars as a local councilor in Hull. McCobb organizes the team pulling together the party’s famed mountain of election leaflets, which notoriously get under the skin of their opponents via the occasional dodgy graph.

Nat attack

Stephen Flynn: For the first time since their 2015 landslide, the SNP’s dominance of Scottish politics is threatened — by a resurgent Scottish Labour Party looking to win back swathes of SNP Westminster seats. With that threat at the front of their minds, Scottish nationalists these days largely train their fire on Keir Starmer’s party rather than bothering with the distant Tories of England and Wales. Westminster chief Flynn has led SNP attacks on the opposition that seek to exploit Labour U-turns and portray Starmer as right-wing. With Flynn’s influence in the party growing, the SNP’s national leader and first minister Humza Yousaf has largely left it to the Westminster leader’s team to set the tone of attacks on Labour.

David Linden: Keenly involved in these efforts is the party’s social justice spokesperson at Westminster, who would likely lose his Glasgow seat in the event of any Labour surge. Linden has become a regular presence on the airwaves and represented the SNP on the BBC’s flagship Question Time program earlier this summer. He is also close to Flynn, and recently came up with a stunt that saw Flynn’s office distribute mugs slamming a Starmer welfare policy to Westminster’s lobby corps.

Building Europe’s future, focusing on IT skills rather than degrees

As the digital transformation of economy and society accelerates, the question of a just and inclusive transformation must be at the forefront of considerations for deciders in the public and private sector.

The Digital Decade is about making digital technology work for people and businesses.

The European Union (EU) has grasped the urgency and importance of providing digital skills to citizens, declaring 2023 the European Year of Skills. Reaching the EU’s goal of 80 percent of Europeans with basic digital skills and 20 million ICT specialists by 2030 won’t happen in a snap. The opportunities here are immense: the World Economic Forum predicts 97 million new jobs related to technology. Many promise to be better jobs than the ones they will replace. Because skills in cybersecurity or the internet of things, for example, can lead to positions that offer opportunities for advancement and life-changing opportunities for people everywhere, including underprivileged or marginalized communities around the world.

The scale of the digital skills challenge and opportunity demands close collaboration with the tech industry, governments, and academia — to close the gap in technology skills that stood at 2 million unfilled tech jobs globally in 2022[1].

What’s more, those who have been displaced will in many cases be good candidates to upskill for the new roles. A high percentage of these jobs don’t necessarily require a high-level degree, for example. Many roles demand candidates have the right tech skills rather than degrees.

Accessibility and flexibility are key

If there is one glaring truth that surfaces from all my encounters throughout Europe it’s that for a training and upskilling program to work, learners must be empowered in ever more flexible ways, to learn where and when they want.

A learner-centric approach is what will make a training program relevant to learners. I firmly believe that our focus on regularly offering new pathways and learning formats is one of the main reasons the Cisco Networking Academy has managed to empower over 17 million learners in 25 years.

Our new Skills For All offering, which proposes self-paced introductory and intermediary courses in cybersecurity, networking and data management, will continue to contribute to this success. It lowers the barriers to entry by allowing learners to dip their toes in the water on their own terms before deciding whether to take the plunge.

Jobs in IT can provide an accessible opportunity for people looking to change their lives and launch themselves into a new career. This is even more true for the underprivileged, underrepresented and underserved.

One obvious starting point is addressing the gender gap in tech. Historically, 26 percent of Networking Academy students over the past 25 years have been women. We’ve made strides forward, but we seek more to benefit from the wider perspective and fresh ideas that the strong inclusion brings of women in the IT sector. This flexibility, however, must be accompanied with a clear effort to remain accessible to as many stakeholders as possible. One of the secrets to the success of our program is the long-term collaboration with public-sector education, administrations, and even armed forces. A collaboration that rests on our focus on keeping our program free of charge and vendor agnostic, and on focusing on training learners in the skills required in the industry.

Reaching every sector with the right digital skills

The challenge we face is that the digital transformation in Europe is not exclusively the business of tech and IT. It impacts everything, from the average agricultural cooperative in Romania, Greece, France or Spain that needs to understand the impact that digital transformation can have on farming, to the local administrations needing to better protect the information of their citizens as increasing numbers of services digitize.

Each scenario requires skills-focused learning pathways so that learners can quickly and easily acquire the knowledge they need in a simplified format.

A responsibility to the future

Today, we are at a critical turning of the tide. I look forward to being able to touch down in any European city in 10 years and see the impact of the talent that we’ve nurtured and empowered. Talent that includes more women, minorities, people with disabilities, adult reskillers, school leavers… the list goes on.

A plan for competitive, green and resilient industries

We, Renew Europe, want our Union to fulfil its promise of prosperity and opportunities for our fellow Europeans. We have championed initiatives to make our continent freer, fairer and greener, but much more remains to be done.

We are convinced that Europe has what it takes to become the global industrial leader, especially in green and digital technologies. Yet it is faced with higher energy prices and lower levels of investment, which creates a double risk of internal and external fragmentation.

The Russian aggression against Ukraine has shown us that our European way of life cannot be taken for granted. While we stand unwaveringly at the side of our Ukrainian friends and commit to the rebuilding of their homeland, we also need to protect our freedom and prosperity.

That is why Europe needs an urgent and ambitious plan for a competitive, productive and innovative industry ‘made in Europe’. Our proposals below would translate into many more jobs, a faster green transition and increased geopolitical influence.

We must improve the conditions for companies, big and small, to innovate, to grow and to thrive globally.

2. Investments supporting our industry to thrive: A European Sovereignty Fund and Reform Act

While the EU addresses, with unity, all the consequences of the war in Ukraine, we need to reduce more rapidly our economic dependencies from third countries, which make our companies and our economies vulnerable.

In addition to the new framework for raw materials, we call on the Commission to:

  • Create a European Sovereignty Fund, by revising the MFF and mobilizing private investments, to increase European strategic investments across the Union, such as the production on our soil of critical inputs, technologies and goods, which are key to the green and digital transitions.
  • Carry out a sovereignty test to screen European legislation and funds, both existing and upcoming, to demonstrate that they neither harm the EU’s capacity to act autonomously, nor create new dependencies.
  • Modernize the Stability and Growth Pact to incentivize structural reforms and national investments with real added value for our open strategic autonomy, in areas like infrastructure, resources and technologies.

While the EU has to resist protectionist measures, we will always want to promote an open economy with fair competition.

3. Initiatives creating a global level playing field:

A New Generation of Partnerships in the World Act

  • Take recourse to dispute settlement mechanisms available at WTO level whenever necessary to promote rules-based trade.
  • Adopt a plan to increase our continent’s attractiveness for business projects.
  • Create a truly European screening of the most sensitive foreign investments.
  • We, Renew Europe, believe that taken together these initiatives will foster the development of a competitive and innovative European industry fit for the 21st century. It will pave the way for a better future for Europeans that is more prosperous and more sustainable.

Hong Kong Eyes Becoming A Global Digital Asset Hub By Legalizing Crypto Trading: Report


Just a few days after Hong Kong reassured businesses that its stand on cryptocurrencies is separate from that of mainland China, a new report this week revealed that the vertical city is planning to legalize retail crypto trading to regain its status as a global digital asset hub.

The Hong Kong government is reportedly planning a mandatory licensing program for crypto platforms that will enable retail cryptocurrency trading, Bloomberg reported Thursday, citing unnamed sources familiar with the matter. The plan to re-establish the vertical city as a global crypto hub is expected to be revealed Monday at the Hong Kong FinTech Week, with the plans said to be enforced in March 2023.

Elizabeth Wong, the director of licensing and head of the fintech unit of Hong Kong’s Securities and Futures Commission (SFC), confirmed last week that they are considering allowing retail investors to “directly invest into virtual assets.”

“We’ve had four years of experience in regulating this industry … We think that this may be actually a good time to really think carefully about whether we will continue with this professional investor-only requirement,” she was quoted as saying by South China Morning Post, noting that the industry has also become more compliant.

The SFC director’s comment comes as the Hong Kong government boosts efforts to bring back entire fintech businesses that have left the city. A few years ago, the city used to be a leading global center for cryptocurrency companies like FTX, Binance, Amber Group and Q9 Capital.

However, in 2021, Hong Kong launched a licensing regime that shut down cryptocurrency exchange platforms to everyone except professional investors with portfolios of at least $1.03 million. If the said plan of legalizing retail trading pushes through, it would underline a major shift in the stand of the SFC about crypto.

However, some think that Hong Kong’s plan could be just China’s way to use it as a proxy to transact crypto. Former BitMEX CEO Arthur Hayes in his latest blog said that China just wanted to recycle its surplus dollars and reduce its USD balance without disrupting its financial system, so it has to use Hong Kong.

“If there is a governmental belief that crypto and the technological revolution it heralds have value, then having a vibrant crypto ecosystem in an adjacent territory is a sound policy. Beijing never has to allow the aspects of crypto that might be socially destabilizing to its political model across the border. Hong Kong can be used as a safe space for Beijing to experiment with the crypto capital markets,” Hayes said.

“China has not left crypto — it has just been dormant. The current global geopolitical situation will force China to do something with its dollars. I believe that the reorientation of Hong Kong as a pro-crypto location is a prong in Beijing’s strategy to reduce its position in a way that won’t destabilize its internal financial system,” he added.
