The dirty little secret no politician will admit: There is no way to ‘go for growth’

Investment professionals and politicians who spurned Liz Truss’s “go for growth” strategy for the British economy are slowly waking up to an uncomfortable truth.

The former U.K. Prime Minister’s plan, which relied on unfunded tax cuts that were perceived to be inflationary, may have been the only growth plan for Europe’s economies to escape over-indebtedness and low productivity without having to turn to austerity or greater state control of the economy. Not that any of them are prepared to admit it.

Britain’s Institute of Fiscal Studies on Monday described parties’ reluctance to admit as much on Monday as “a conspiracy of silence” arguing Labour’s pledge to rule out tax hikes was a “mistake.” “We wish Labour had not made those tax locks and it will be difficult [politically] to break,” IFS director Paul Johnson said about the party currently leading the polls.

But it’s not just British politicians who are refusing to face up to reality. In France, where an impending snap parliamentary election threatens to empower extremists on both sides of the political spectrum — to the cost of President Emmanuel Macron’s centrist Renaissance party — there is a similar reluctance to admit there are only bad options on the table.

French Finance Minister Bruno Le Maire highlighted last week, after French bonds began to wobble, that anything short of centrism risks placing France under the supervision of Brussels and the International Monetary Fund.

What he failed to point out is that even supposedly sensible centrists face having to do the unthinkable in the longer run.

“They have to go to financial repression because high growth as a strategy out of over-indebtedness is not going to be funded by the bond market,” Russell Napier, an influential investment advisor who authors the Solid Ground newsletter, told POLITICO. “I think it doesn’t matter who you vote for, you end up with roughly the same thing. So the market’s not maybe saying ‘we’re very sanguine about Labour [in the U.K.].’ They’re just saying: ‘It doesn’t really matter who you vote for. We are heading toward this route.’”

Incoming financial repression

That route, in Napier’s opinion, means it’s time for financial repression: putting a lid on the free movement of capital and having the government and other technocratic institutions increasingly determine which sectors benefit from public sector funding, and even more critically, from private sector funding too.

The pathway takes Europe much closer to the dirigiste policies that dominated the continent in the post-war period and away from the market-based liberalism that investors have become used to over the past four decades.

Truss’s risky tax cuts had hoped to avoid a push towards state-guided credit rationing by unleashing the power of the private sector and the financial industry to stimulate such a high rate of growth that the accompanying inflation just wouldn’t matter — especially if the Bank of England’s interest rate policy acted in support.

But the dilemma facing France, one of the EU’s largest economies, encapsulates three further political complexities: Paris does not control its own monetary policy, its public sector spending capacity is restricted by fiscal rules created in Brussels — which it is now officially in breach of — and any move to direct private sector financing domestically could clash with the bloc’s greater efforts to create a single capital markets and banking union.

That doesn’t leave much wiggle room for any incoming French government to experiment with a “dash for growth”, either of the free-market Truss variety, or — which is more relevant for France — the free-spending government interventionist one.

Politicization of the ECB

For Macron, the stakes are abundantly clear. In a speech to the Sorbonne University in April, he said: “We must be clear on the fact that our Europe, today, is mortal. It can die. It can die, and that depends entirely on our choices. But these choices must be made now.”

But in the same speech he, too, advocated a wholesale reordering of Europe’s economic framework largely because he — like the populists on either side of him — can’t afford everything he wants.

The current economic model, he said, is no longer sustainable “because we legitimately want to have everything, but it doesn’t hold together.”

Like all of the French presidents of the last 25 years, Macron has faced this constraint on domestic policymaking by trying to co-opt the one institution that has no formal constraints on creating money out of thin air — the European Central Bank. In his Sorbonne speech, he stressed that “you cannot have a monetary policy whose sole objective is to address inflation.”

The ECB’s mandate can only be updated by changing the whole EU treaty, something for which Europe’s leaders have no appetite. But even within its current legal straitjacket, the ECB has found plenty of ways to support national governments when it can, with a sequence of tools and programs that have allowed it to buy their bonds and keep their borrowing costs below where they would naturally have been.

It’s the newest of these tools that is likely to play a key role in the next few weeks. The ECB has stopped net purchases of bonds as part of its broader policy to bring inflation down, but it has one tool — so far untested — that it can use to alleviate any market stress after the elections: the so-called Transmission Protection Instrument.

The TPI allows the ECB to buy the bonds of individual governments whose borrowing costs it considers out of step with macroeconomic fundamentals. The idea is to ensure that its single monetary policy applies reasonably equally across the whole euro area. But it creates substantial scope for the ECB to exercise financial repression on behalf of those it considers aligned with its own mission.

It implies that the ECB knows better than markets what the value of a government promise to pay is. And in not setting any ex ante limits to the scale of its interventions, it has bestowed upon itself enormous power to take on the markets if it disagrees with them strongly enough.

It’s this power that Macron may want to harness if he is still able to present a budget he can call his own after July. But by the same token, he will want to ensure that the ECB denies that support to his opponents if they emerge victorious, just as it did to Italy’s Silvio Berlusconi and Greece’s Alexis Tsipras a decade ago.

According to Napier, whether the ECB ultimately decides to use the TPI or not, the decision will have political implications, not least because it will change the parameters of what the central bank is really prepared to do save the euro, and on whose behalf.

“If you think Macron is an ally of the [European] project, then you don’t use it until after there’s some type of chaos,” Napier said.

Many things could still change between now and July 7. The far right National Rally’s Jordan Bardella, for example, has already walked back some of the party’s spendiest plans, aiming to reassure markets that conflict with the EU over its fiscal rules can be avoided.

But in an interview with the FT published on Thursday, Bardella upset the bond markets again by saying he’d campaign for a big rebate from the EU budget, only hours after his ally and mentor Marine Le Pen signaled that a National Rally government would try to wrest away Macron’s powers as commander-in-chief.

In other words, the threat of major market instability in July remains alive and well. And, as Napier put it: “If bond yields blow up in France they can blow up anywhere.”

Over-reliance on gas delays G7 transition to net-zero power

Three years ago, G7, a group of major industrialized countries that includes Canada, France, Germany, Italy, Japan, the United Kingdom and the United States, committed to decarbonizing their power systems by 2035. It was a historic and hopeful moment, in which the group demonstrated global leadership, and made a first step toward what needs to become an OECD-wide commitment, according to the recommendation made by the International Energy Agency in its 2050 Net Zero Emission Scenario, setting the world on a pathway to keep global warming below 1.5 degrees.

As we approach the 2024 G7 summit, the ability of G7 countries to deliver on their power systems decarbonization commitment, not least to address the still-lingering fossil fuel price and cost-of-living crisis, but also to retain their global energy transition leadership, is put under scrutiny. So far, the G7 countries’ actual progress toward this critical goal is a mixed picture of good, bad, and ugly, as new analysis shows.

Most G7 countries are making steps on policy and regulatory adjustments that will facilitate a managed transition.

Grid modernization and deployment is, for example, finally starting to receive the attention it deserves. Some countries, such as the U.S., are also starting to address the issue of long-duration energy storage, which is crucial for a renewables-based power sector.

Coal is firmly on its way out in all G7 countries, except Japan, which is lagging behind its peers. This is where the challenges begin, as things like Japan’s unhealthy relationship with coal risk undermining credibility of the whole group as world leaders on energy transition.

Despite these efforts, all G7 countries are delaying critical decisions to implement transition pathways delivering a resilient, affordable and secure fossil-free power system where renewables – mostly wind and solar – play the dominant role. A tracker by campaign groups shows that other European countries have already engaged firmly in that direction.

Progress made so far is neither uniform, nor sufficient.

Further gaps vary by country, but overall, more action is needed on energy efficiency, non-thermal flexibility solutions, and restructuring power markets to facilitate higher renewable electricity and storage uptake. The EU’s recently adopted power market reform provides a solid framework for changes in this direction, at least for the EU-based G7 countries, but it remains to be seen how the EU’s new rules are going to be implemented on the national level.

Overall: Progress made so far is neither uniform, nor sufficient. For one, translation of the G7-wide target into a legislated national commitment is lacking in most G7 countries, in Europe and beyond. Moreover, the chance of G7 countries reaching their 2035 target is at risk, along with their global image as leaders on the energy transition, due to the lack of a clear, time-bound and economically-sound national power sector decarbonization roadmaps. Whether 100 percent or overwhelmingly renewables-based by 2035, today’s power systems will need to undergo an unprecedented structural change to get there.

For this change to take off, clear vision on how to decarbonize the ‘last mile’ while providing for a secure, affordable and reliable clean electricity supply, is crucial. Regrettably, today’s G7 long-term vision is betting on one thing: Gas-fired back-up generation. While there are nascent attempts to address the development of long-term storage, grids, flexibility and other balancing solutions, the key focus in most G7 countries is on planning for a massive increase in gas capacity.

Whether 100 percent or overwhelmingly renewables-based by 2035, today’s power systems will need to undergo an unprecedented structural change to get there.

All G7 countries but France have new gas power plants in planning or construction, with the growth shares the biggest in three European countries: Italy’s planning to boost its gas power fleet by 12 percent, the U.K. by 23.5 percent, and Germany by a whopping 28 percent. The US, which consumes one quarter of global gas-in-power demand, has the largest project pipeline in absolute terms – 37.8GW, the fourth largest pipeline in the world.

This gas infrastructure build-out contradicts the real-economy trend: In all European G7 countries gas demand has been dropping at least since the 2021-2022 energy crisis, driven particularly by the power sector decarbonization. Japan’s gas demand peaked in 2007, and Canada’s in 1996 (see IEA gas consumption data). Even G7 governments’ own future energy demand projections show further drop in gas demand by 2030, by one-fifth to one-third of today’s levels in all European G7 countries and Japan, and at least by 6-10 percent in Canada and the U.S.

Most G7 countries argue that this new gas power fleet will be used at a much lower capacity factor as a back-up generation source to balance variable renewables. Some, for example Germany, incentivize new gas power capacity build-out under the label of ‘hydrogen readiness’, assuming that these facilities will run on low-carbon hydrogen starting in 2035. Others, for example Japan or the U.S., are betting on abating gas power generation with carbon capture and storage technologies in the long-term.

Keeping gas power infrastructure in an increasingly renewables-based, decentralized power system using technology that may or may not work in time is a very risky gamble to take given the time left.

G7 countries have got no more than a decade left to act on their commitment to reach net-zero emissions power systems. We have readily-available solutions to deliver the major bulk of the progress needed: Grids, renewables, battery, and other short and mid-duration storage, as well as efficiency improvements. These technologies need to be drastically scaled now, along with additional solutions we will need by 2035, such as long-duration energy storage, digitalization, and educating skilled workers to build and operate those new power systems.

While available and sustainable, these solutions must be deployed now to deliver in time for 2035. Going forward, G7 can’t afford to lose any more time focusing on gas-in-power, which is on the way out anyway and won’t bring the needed structural transformation of the power system.

Fear, a decisive force in these European elections

As the European Parliament elections approach, a growing sense of fear stemming from multiple — yet mutually reinforcing — sources seems to be the decisive force shaping electoral behaviour. Citizens of the EU experience uncertainty in the face of broad economic and cultural changes occurring at an unprecedented pace, coupled by unforeseen crises, such as Covid and the climate crisis, and the re-emergence of war conflicts, on a continent accustomed to peace for over half a century.

The survey

Last month, more than 10,800 European voters took a stand on the pressing issues and running challenges of the EU, as part of a large-scale comparative survey conducted by Kapa Research across 10 member countries (Bulgaria, Estonia, France, Germany, Greece, Hungary, Italy, Poland, Romania, and Spain) between May 4 and 24, 2024.

This survey goes beyond domestic dilemmas or voting intentions. Taking a closer look at emerging and established trends within European societies between 2019 and 2024, it examines what shapes the bloc’s social agenda today, citizen concerns about European and international issues, leadership expectations, and opinions about leading global figures. On question after question, responses reveal a strong undercurrent of fear impacting voting behaviour just days before June’s European elections, emanating from four critical realities.

Rising cost of living is the foremost concern for Europeans heading to the polls.

Inflation shocks that have stunned European economies during the post-pandemic period established a deep-rooted unease about people’s ability to make ends meet. Asked about issues that worry them most when thinking of today’s Europe, respondents, at an average of 47 percent , place “rising cost of living” as their top concern. The issue has become remarkably salient in countries like France (58 percent), Greece (55 percent), Romania (54 percent), Spain (49 percent), and Bulgaria (44 percent), yet, still, in the rest of the surveyed member countries the cost of living ends up among the top three causes of concern. This wide sense of economic uncertainty is further spurred by a lingering feeling of unfairness when it comes to the distribution of wealth: M ore than eight out of 10 (81 percent overall) sense that “in Europe, the rich are getting richer, and the poor are getting poorer”.

Anxiety transforms into fear when one realizes that the main political conflict has little to do with competing economic solutions to high living costs. Instead, it is more of a clash between systemic forces and extremists, primarily centred on the field of immigration and the perceived threat to the European way of life.

On the cultural front, since 2015, immigration in Europe has been a complex and multifaceted issue, with humanitarian and political implications. In our survey, immigration appears to be the second most important citizen concern with 37 percent (on average), while, at the same time, on the question of which areas should Europe focus on the next five years, calls for “stricter immigration control” are prevalent, with 36 percent of respondents across all surveyed countries ranking it as a top priority. This is notably evident in Germany (56 percent), in spite of its reputation as a welcoming country early in the migration crisis, and in Italy (40 percent), a hub-country into Europe for migrants and refugees. More importantly, the perception of immigration as a “threat to public order” is widespread, with 68 percent of respondents holding this view, compared to only 23 percent who see it as an “opportunity for a new workforce”.

The return of war to Europe has reignited fears about security; conflicts in Ukraine and, more recently, in Gaza come into play as new factors impacting this year’s EU elections. In this survey, “the Russia-Ukraine war” is the third most pressing concern for 35 percent of respondents, only two percentage points below “immigration ”. Here geographical proximity is crucial as the issue is especially prominent in Estonia (52 percent), Hungary (50 percent), Poland (50 percent), and Romania (43 percent), all neighbouring countries to either Russia or Ukraine. Additionally, demand for immediate ceasefire on both fronts is prevalent: 65 percent believe that hostilities in Gaza “must stop immediately ”, while the same view is supported by 60 percent for the Russia-Ukraine conflict.

To this end, as the feeling of danger from wars and terrorism grows stronger, EU-UK relations become indirectly connected to the issue of security: 56% of respondents wish for a (re)alignment between Great Britain and the EU. At the same time, and compared to current leaders, former UK PM Tony Blair enjoys strong popularity ratings.

Over time, technological advancement has been widely welcomed as a positive development for humanity, as a means of improving living conditions, and as a growth accelerator. The rapid rise of a rtificial i ntelligence in citizens’ day-to-day lives seems to be disrupting this tradition. Among the member countries surveyed, an average majority of 51 percent considers AI more as a “threat to humanity” rather than as an “opportunity” (31 percent ). Along the same vein, scepticism is reflected in the reluctance to embrace AI as a strategic goal for the EU in the next five years, with 54 percent opposing such a move.

Making water the engine for climate action

Much progress has been made on water security over recent decades, yet for the first time in human history, our collective actions have pushed the global water cycle out of balance. Water is life: it is essential for health, food, energy, socioeconomic development, nature and livable cities. It is hardly surprising that the climate and biodiversity crises are also a water crisis, where one reinforces the other. Already, a staggering four billion people suffer from water scarcity  for at least one month a year and two billion people lack access to safely-managed drinking water. By 2030, global water demand will exceed availability by 40 percent. By 2050, climate-driven water scarcity could impact the economic growth of some regions by up to 6 percent of their Gross Domestic Product per year.

Right now, the world’s first Global Stocktake is assessing the progress being made toward the goals of the Paris Agreement and global leaders are convening at COP28 in Dubai to agree on a way forward. We have a critical opportunity to catalyze global ambition and recognize that water is how climate change manifests itself. While wealthier, more resilient nations may be able to manage the devastating impacts of climate change, these same challenges are disastrous for lesser developed, more vulnerable communities.

Rainfall, the source of all freshwater, is becoming more erratic. Changes in precipitation, evaporation and soil moisture are creating severe food insecurity. Droughts trap farmers in poverty, as the majority of cultivated land is rain-fed. Extreme drought reduces growth in developing countries by about 0.85 percentage points. Melting glaciers, sea-level rise and saltwater intrusion jeopardize freshwater supplies. Floods destroy infrastructure, damage homes and disrupt livelihoods. The 2022 Pakistan floods affected 33 million people and more than 1,730 lost their lives, while 2023 saw devastating floods in Libya among other places.  

Now more than ever, it is urgent that we work together to make water the engine of climate action. Already, many countries are investing in technology and climate-resilient water infrastructure. Yet, we need more than technology and engineering to adapt to a changing climate. To advance global water action, we must radically change the way we understand, value and manage water with an emphasis on two necessary measures.

First, we need to make water availability central to our economic planning and decision-making. We need to rethink where and how we grow our food, where we build our cities, and where we plan our industries. We cannot continue to grow thirsty crops in drylands or drain wetlands and cut down forests to raise our cattle. In a changing climate, water availability needs to guide where we undertake economic activity.

Second, we must restore and protect natural freshwater stocks, our buffers against extreme climate events. Natural freshwater storage is how we save water for dry periods and freshwater storage capacity is how we store rainwater to mitigate floods. 99 percent of freshwater storage is in nature. We need to halt the decline of groundwater, wetlands and floodplains. But our challenge is not only about surface and groundwater bodies, or blue water. We also need to preserve and restore our green water stocks, or the water that remains in the soil after rainfall. To reduce the decline of blue water and preserve green water, we need to implement water-friendly crop-management practices and incorporate key stakeholders, such as farmers, into the decision-making process.

Addressing the urgency of the global water crisis goes beyond the water sector. It requires transformative changes at every level of society. National climate plans such as Nationally Determined Contributions (NDCs) and National Adaptation Plans are key instruments to make water an organizing principle to spatial, economic and investment planning. Much like the Netherlands did earlier this year when the Dutch parliament adopted a policy that makes water and soil guiding principles in all our spatial planning decisions. Right now, about 90 percent of all countries’ NDCs prioritize action on water for adaptation. NDCs and National Adaptation Plans are drivers of integrated planning and have the potential to unlock vast investments, yet including targets for water is only a first step.

To drive global action, the Netherlands and the Republic of Tajikistan co-hosted the United Nations 2023 Water Conference, bringing the world together for a bold Water Action Agenda to accelerate change across sectors and deliver on the water actions in the 2030 Agenda for Sustainable Development and the Paris Agreement. To elevate the agenda’s emphasis on accelerating implementation and improved impact, the Netherlands is contributing an additional €5 million to the NDC Partnership to support countries to mitigate the impacts of climate change, reduce water-related climate vulnerability and increase public and private investments targeting water-nexus opportunities. As a global coalition of over 200 countries and international institutions, the NDC Partnership is uniquely positioned to support countries to enhance the integration of water in formulating, updating, financing and implementing countries’ NDCs.

One example showcasing the importance of incorporating water management into national planning comes from former NDC Partnership co-chair and climate leader, Jamaica. Jamaica’s National Water Commission (NWC), one of the largest electricity consumers in the country, mobilized technical assistance to develop an integrated energy efficiency and renewables program to reduce its energy intensity, building up the resilience of the network, while helping reduce the country’s greenhouse gas emissions. With additional support from the Netherlands, the International Renewable Energy Agency (IRENA) and the United Nations Development Programme (UNDP), together with Global Water Partnership (GWP)-Caribbean, the government of Jamaica will ensure the National Water Commission is well equipped for the future. Implementation of climate commitments and the requisite financing to do so are key to ensuring targets like these are met.

Britain’s COVID-19 inquiry exposes the rot at the heart of Whitehall

LONDON — Everyone knew the British state had problems. This week revealed just how deep the rot goes.

Britain’s public inquiry into the handling of the COVID-19 pandemic stepped up a gear this week, with a procession of key witnesses taking the stand who were at the heart of the U.K. government in 2020.

The punchy oral testimony — and sweary WhatsApp messages — of Dominic Cummings, the former No. 10 Downing Street adviser turned arch enemy of Boris Johnson, grabbed all the headlines, as he attacked his old boss while struggling to account for his own crude and abusive language.

But it was Cummings’ long, incisive written statement to the inquiry, along with the testimony of a former top civil servant, Helen MacNamara, which contained the starkest home truths for the British state.

“I think we are absolutely fucked. I think the country is heading for a disaster. I think we are going to kill thousands,” MacNamara was revealed to have told colleagues in March 2020, as coronavirus began to grip the U.K.

Those words, from the-then second most powerful civil servant in the country, came as she and other senior officials abruptly realized the U.K. government had no real plan to deal with a global pandemic of that nature — despite years of confident reassurances to the contrary.

“I have just been talking to the [U.K. government] official Mark Sweeney, who is in charge of coordinating with the Department for Health,” MacNamara recalled saying. “He said — ‘I have been told for years that there is a whole plan for this. There is no plan.’ We are in huge trouble.”

What followed that dawning realization was an intense period of chaos, as ministers and officials grappled with never-before-considered questions such as whether to ban people from meeting their loved ones, and whether to place Britain into a strict lockdown.

Fingers are now being pointed at both individuals and wider systems for all that went wrong.

The blame game

Unsurprisingly, Britain’s ex-Prime Minister Boris Johnson has taken his fair share of criticism this week.

“It was the wrong crisis for this prime minister’s skillset,” Lee Cain, Johnson’s former director of communications, said in his evidence Tuesday. Others were less diplomatic — including Cain himself, in private WhatsApp messages handed to the inquiry by ex-colleagues.

In one such WhatsApp exchange, Cummings and Cain — old friends from the 2016 ‘Vote Leave’ campaign — detailed how they found Johnson “exhausting” to work with due to his lurches back and forth on key policy decisions.

“Pretty much everyone calls him ‘the trolley’,” Cummings told the inquiry, referring to a disparaging nickname he invented for Johnson due to the ex-PM’s inability to hold a clear line.

But beyond the Boris-bashing, Cummings and other ex-officials focused their ire on the broader state of Britain’s governing systems, rather than bungling individuals at its centre.

Cummings described the all-important Cabinet Office department — responsible for organizing the business of government and linking different departments together — as a “bombsite” and a “dumpster fire,” with a “huge problem of quality control … inconsistent data, inconsistent facts.”

This disorganization had consequences.

On March 16, 2020, Cummings said he received an email from a senior official warning that the Cabinet Office had yet to see any real plans for the pandemic from government departments — “never mind evaluated and fixed them,” he said. The virus had been in the U.K. for almost three months.

“[The Cabinet Office] cannot drive priorities or fix problems with departments,” Cummings wrote.

What became clear over the course of this week was that the British government was slow to take the virus seriously in early 2020 and even slower at figuring out a coherent and consistent plan to deal with it, jumping back and forth between early efforts aimed at pursuing herd immunity — until it became clear such an approach would be catastrophic.

“There are many signs that the way the Cabinet Office works was extremely ill-suited to this crisis,” Giles Wilkes, a former No. 10 adviser and senior fellow at the Institute for Government think tank, told POLITICO.

“It is very good for bringing together the people needed to avoid rows blowing up the government. In our system that is really valuable. But from [Cummings’] very compelling account, it was not brilliantly set up to be the body that focusses the PM and his power on a rapidly changing, dangerous situation,” Wilkes added.

‘Toxic’ culture

MacNamara, second in command in the Cabinet Office at the time, drew similarly damning conclusions.

She described how the British government “moved up the gears more slowly than the pace of the crisis,” and remained fixated on standard day-to-day government business as the pandemic began to rage.

She also lambasted the culture at the heart of government — arguing a “macho” and “toxic” environment fostered by a largely male leadership team hampered the broader response.

She said female experts were ignored, and senior women in government “looked over.” She pointed to a lack of consideration of childcare during school closures, and of the impact of lockdown restrictions upon victims of domestic violence, as examples of policy areas that suffered due to a lack of a “female perspective” inside government.

One result of that toxic environment saw MacNamara herself targeted by Cummings with misogynistic language in a WhatsApp message to a colleague revealed by the inquiry. She said she was “disappointed” Johnson didn’t do more to keep his top adviser in check.

Britain’s current top brass are pushing back, at least a little. Speaking Thursday, U.K. Science Secretary Michelle Donelan insisted she did not recognize MacNamara’s account of the culture inside government.

Cummings has argued — including in multiple tweets since his evidence session ended — that observers should focus on his arguments about the broader failures of the system.

But it is the failings of one particular individual, Johnson, who was ultimately responsible for directing the government, which will continue to be scrutinized in the months ahead.

“If the PM at the heart of this is not a functional entity, cannot make a decision, has fundamentally poor judgment or lack of attention, then it doesn’t matter if the system around him is brilliant or rubbish. Things will go awry when they reach his desk,” Wilkes told POLITICO.

“The central role of the PM, and his rubbishness, cannot be evaded.”

Johnson’s former Health Secretary Matt Hancock has also come under intense fire this week, for his role in the lack of apparent planning for a pandemic, his handling of testing targets, and the crisis in British care homes as COVID-19 hit.

Both MacNamara and Cummings accused Hancock of telling falsehoods during the pandemic — or, in MacNamara’s case, she agreed he had a habit of “regularly telling people things that they later discovered weren’t true.”

Johnson’s successor-but-one as prime minister, Rishi Sunak — who was U.K. chancellor during the pandemic — also has questions to answer. He will likely face particular scrutiny for his now-infamous “eat out to help out” scheme — a government-sponsored discount to encourage diners back into restaurants in the summer of 2020 — which some medical experts believe helped spread the virus.

Conveniently enough, all three men — Johnson, Sunak and Hancock — are slated to appear before the inquiry in the same week at the end of November, two people with knowledge of the inquiry told POLITICO.

All of Westminster is holding its breath.

The longer Israel thinks, the more time Washington has to calm its wrath

BEIRUT — “Once you break it, you are going to own it,” General Colin Powell warned former United States President George W. Bush when he was considering invading Iraq in the wake of 9/11.

And as the invasion plan came together, U.S. Defense Secretary Donald Rumsfeld blocked any serious postwar planning for how Iraq would be run once the country’s ruler Saddam Hussein had gone. As far as he was concerned, once “shock and awe” had smashed Iraq, others could pick up the pieces.

British generals fumed at this. And General Mike Jackson, head of the British army during the invasion, later described Rumsfeld’s approach as “intellectually bankrupt.”

That history is now worth recalling — and was likely on U.S. President Joe Biden’s mind when he urged the Israeli war cabinet last week not to “repeat mistakes” made by the U.S. after 9/11.

Despite Biden’s prompt, however, Israel still doesn’t appear to have a definitive plan for what to do with the Gaza Strip once it has pulverized the enclave and inflicted lasting damage on Hamas for the heinous October 7 attacks.

Setting aside just how difficult a military task Israel will face undertaking its avowed aim of ending Hamas as an organization — former U.S. General David Petraeus told POLITICO last week that a Gaza ground war could be “Mogadishu on steroids” — the lack of endgame here suggests a lack of intellectual rigor that disturbingly echoes Rumsfeld’s.

Israeli Defense Minister Yoav Gallant told lawmakers Friday that the country didn’t have plans to maintain control over Gaza after its war against Hamas had concluded, saying Israel would end its “responsibility for life in the Gaza Strip.” Among other minor matters, this raises the issue of where the coastal enclave of 2.3 million people will get life-sustaining energy and water, as Israel supplies most utility needs.

Israeli and Western officials say the most likely option would be to hand responsibility to the West Bank-based Palestinian National Authority, which oversaw the enclave until Hamas violently grabbed control in 2007. “I think in the end the best thing is that the Palestinian Authority goes back into Gaza,” Israeli opposition leader Yair Lapid said last week.

But it isn’t clear whether Mahmoud Abbas — the Palestinian Authority president and head of the Palestine Liberation Organization, which is dominated by his Fatah party — would want Gaza on those terms, or whether he has the power to do much of anything with the enclave in the first place.

Abbas is already struggling to maintain his authority over the West Bank. He’s an unpopular leader, and his government is seen to be not only appallingly venal, but is perceived by many as ceding to the demands of the Israeli authorities too easily. 

Israel now controls 60 percent of the West Bank, and its encroaching settlements in the area — which are illegal under international law — haven’t helped Abbas. Nor have Israeli efforts to hold back the West Bank from developing — a process dubbed “de-developing” by critics and aimed, they say, at restricting growth and strangling Palestinian self-determination.

In West Bank refugee camps, Abbas’ security forces have now lost authority to armed groups — including disgruntled Fatah fighters. “It is unclear whether Abbas would be prepared to play such an obvious role subcontracting for Israel in Gaza. This would further erode whatever domestic standing the PA has left,” assessed Hugh Lovatt, a Middle East analyst at the European Council on Foreign Relations.

But it isn’t only Gaza — or the West Bank — that risks breaking in the coming weeks.

Neighboring countries are watching events unfold with growing alarm, and they fear that if more thought isn’t given to Israel’s response to the savage Hamas attacks, and it isn’t developed in consultation with them, they’ll be crushed in the process. If Israel wants the support of these countries — or their help even — in calming the inevitable anger of their populations once a military campaign is launched, it needs their buy-in and agreement on the future of Gaza and Palestinians, and to stop using the language of collective punishment.

Lebanon, where the Iran-backed Hezbollah — Hamas’ ally — has been intensifying its skirmishes along the border with Israel, is currently the most vulnerable. And Lebanese politicians are complaining they’re being disregarded by all key protagonists — Israel, the U.S. and Iran — in a tragedy they wish to have no part in.

Already on its knees from an economic crisis that plunged an estimated 85 percent of its population into poverty, and with a barely functioning caretaker government, the Lebanese are desperate not to become the second front in Iran’s war with Israel. Lebanon “could fall apart completely,” Minister of Economy and Trade Amin Salam said.

But the leaders of Egypt and Jordan share Lebanon’s frustrations, arguing that the potential repercussions for them are being overlooked. This is why Egyptian leader Abdel Fattah el-Sisi called Saturday’s Cairo summit of regional and international leaders.

El-Sisi focused the conference on a longer-term political solution, hopefully a serious effort to make good on the 2007 Annapolis Conference’s resolution to set up a Palestinian state alongside Israel.

Egypt has much to lose if the war escalates — and the country’s officials are fuming at what they see as a careless attitude from Israel toward what happens to Gaza after Hamas is subjugated, potentially leaving a cash-strapped Egypt to pick up some of the pieces.

More than that, Egypt and Jordan harbor deep suspicions — as do many other Arab leaders and politicians — that as the conflict unfolds, Israel’s war aims will shift. They worry that under pressure from the country’s messianic hard-right parties, Israel will end up annexing north Gaza, or maybe all of Gaza, permanently uprooting a large proportion of its population, echoing past displacements of Palestinians — including the nakba (catastrophe), the flight and expulsion of an estimated 700,000 Palestinians in 1948.

This is why both el-Sisi and Jordan’s King Abdullah II are resisting the “humanitarian” calls for displaced Gazans to find refuge in their countries. They suspect it won’t be temporary and will add to their own security risks, as Gazans would likely have to be accommodated in the Sinai — where Egyptian security forces are already engaged in a long-standing counterinsurgency against Islamist militant groups.

And both countries do have grounds for concern about Israel’s intentions.

Some columnists for Israel Hayom —a newspaper owned by Israeli Prime Minister Benjamin Netanyahu’s close friend, American casino mogul Sheldon Adelson — are already calling for annexation. “My hope is that the enemy population residing there now will be expelled and that the Strip will be annexed and repopulated by Israel,” wrote Jonathan Pollard, a former U.S. intelligence analyst who served 30 years in prison for spying for Israel before emigrating.

And last week, Gideon Sa’ar, the newly appointed minister in Netanyahu’s wartime government, said that Gaza “must be smaller at the end of the war . . . Whoever starts a war against Israel must lose territory.”

Given all this, there are now signs the Biden administration is starting to take the risks of the Gaza crisis breaking things far and wide fully on board — despite widespread Arab fears that it still isn’t. By not being fast enough to express sympathy for ordinary Gazans’ suffering as Israel pummels the enclave, Biden’s aides initially fumbled. And while that can easily be blamed on Hamas, it needs to be expressed by American officials loudly and often.

In the meantime, the unexplained delay of Israel’s ground attack is being seen by some analysts as a sign that Washington is playing for time, hoping to persuade the country to rethink how it will go about attacking Hamas, prodding Israel to define a realistic endgame that can secure buy-in from Arab leaders and help combat the propaganda of Jew-hatred.

Meanwhile, hostage negotiations now appear to be progressing via Qatar, after two American captives were freed Friday. There have also been reports of top Biden aides back-channeling Iran via Oman.

So, despite Arab condemnation, the Biden administration’s approach may be more subtle than many realize — at least according to Michael Young, an analyst at the Carnegie Middle East Center. He said it was always inevitable that Washington would publicly back Israel but that a primary aim has been to “contain Israel’s reaction” to the Hamas attacks, while seemingly deferring to the country.

And time will help. The longer Israel thinks, the more opportunity Washington has to reason, to calm, and to explain the trail of cascading wreckage Israel risks leaving behind if it is unrestrained and fails to answer — as Biden put it — “very hard questions.”

But that might not be sufficient to prevent everything spinning out of control. Israel morally and legally has the right to defend itself from barbaric attacks that were more a pogrom, and it must ensure the safety of its citizens. There are also others — notably Iran — that want the destruction of the Jewish state, and even a scaled down response from Israel may trigger the escalation most in the region fear.

A perfect storm of rising investment costs, inflationary pressures, interest rate hikes and intensifying competition from adjacent industries is bearing down on telecoms businesses across Europe.

These are all outcomes and opportunities, depending on the continuous investment of telecoms’ private companies.

At the same time, operators also face the threat of billions of euros of extra, unforeseen costs as governments change their operating requirements in light of growing geopolitical concerns.

The signs of Europe’s decline are obvious for those willing to take a closer look. European countries are lagging behind in 5G mobile connectivity, while other parts of the world — including Thailand, India and the Philippines — race ahead. Independent research by OpenSignal shows that mobile users in South Korea have an active 5G connection three times more often than those in Germany, and more than 10 times their counterparts in Belgium.

Europe needs a joined-up regulatory, policy and investment approach that restores the failing investment climate and puts the telecoms sector back to stable footing.

Average 5G connectivity in Brazil is more than three times faster than in Czechia or Poland. A recent report from the European Commission — State of the Digital Decade (europa.eu) shows just how far Europe needs to go to reach the EU’s connectivity targets for 2030.

To arrest this decline, and successfully meet EU’s digital ambitions, something has got to give. Europe needs a joined-up regulatory, policy and investment approach that restores the failing investment climate and puts the telecoms sector back to stable footing.

Competition, innovation and efficient investment are the driving forces for the telecoms sector today. It’s time to unleash these powers — not blindly perpetuate old rules. We agree with Commissioner Breton’s recent assessment: Europe needs to redefine the DNA of its telecoms regulation. It needs a new rulebook that encourages innovation and investment, and embraces the logic of a true single market. It must reduce barriers to growth and scale in the sector and ensure spectrum — the lifeblood of our industry — is managed more efficiently. And it must find faster, futureproofed ways to level the playing field for all business operating in the wider digital sector.  

But Europe is already behind, and we are running out of time. It is critical that the EU finds a balance between urgent, short-term measures and longer-term reforms. It cannot wait until 2025 to implement change.

Nagorno-Karabakh evacuations begin as Armenia warns of ‘ethnic cleansing’

KORNIDZOR, Armenia — The first convoys of civilians have left Nagorno-Karabakh for Armenia following an Azerbaijani military offensive amid growing warnings that a mass exodus could be on the cards.

On Sunday, humanitarian organizations and the Armenian government said that dozens of people had been evacuated after Azerbaijan agreed to open the Lachin Corridor that links the breakaway territory to the country. According to the Ministry of Health, the Red Cross escorted 23 ambulances carrying “seriously and very seriously wounded citizens of Nagorno-Karabakh.”

Meanwhile, other civilians say they had begged the Russian peacekeepers to take them across, after Karabakh Armenian leaders on Tuesday accepted a surrender agreement following just 24 hours of fierce fighting and shelling.

At a checkpoint near the village of Kornidzor, on the border with Azerbaijan, a steady stream of civilian cars is now crossing over — many laden down with bags or filled with loose bedding and other possessions.

At the border, POLITICO spoke to Artur, a Karabakh Armenian who had been stranded by the 9-month-long effective blockade of the region. Awaiting news of his relatives after Azerbaijani forces launched their offensive, he received a call from his sister to say she had been evacuated with the Russian peacekeepers.

After an hour of waiting anxiously, he was reunited with 27-year-old Rima. Sitting in the back of an SUV, she cried as her two children — aged three and one — unwrapped bars of chocolate, a luxury they have done without amid severe shortages of food and other essentials. “We’ve arrived,” she said.

Marut Vanyan, a local blogger, said many others were planning to follow suit. “People right now say everyone is leaving. In Stepanakert, there is no second opinion, everyone is trying to find a few liters of petrol and be ready any time, any second, for when we are going,” Vanyan said, speaking after being able to charge his telephone at a Red Cross station in Stepanakert, Nagorno-Karabakh’s de facto capital.

At a Red Cross emergency aid point, one elderly man asked the camera crews and journalists why they had only taken an interest once the situation reached crisis point. “Where were you when we were in Karabakh? You want to film? Here are my legs,” he said angrily, raising the ends of his trousers to reveal bandaged, bruised shins.

Meanwhile, Armenia’s prime minister warned that, despite assurances from Russia, “the Armenians of Nagorno-Karabakh still face the danger of ethnic cleansing.”

“If the needs of the Armenians of Nagorno-Karabakh are not met [so that they are able to stay] in their homes, and effective mechanisms of protection against ethnic cleansing not put in place, then the likelihood is increasing that the Armenians of Nagorno-Karabakh will see expulsion from their homeland as the only way out,” Prime Minister Nikol Pashinyan predicted.

At the same time, Pashinyan said Armenia would welcome its “brothers” from the exclave — inside Azerbaijan’s internationally recognized borders but held by Nagorno-Karabakh’s ethnic Armenian population since a war that followed the fall of the Soviet Union.

The prime minister’s stark warning comes just two days after Pashinyan said he “assumed” Russia had taken responsibility for the fate of the population, after Karabakh Armenian leaders accepted a Moscow-brokered surrender agreement following almost 24 hours of fierce fighting with Azerbaijani forces. The embattled prime minister, however, said he believed there was a genuine hope that locals would be able to continue living in Nagorno-Karabakh.

Shortly after Pashinyan’s address, the official information center for the unrecognized Nagorno-Karabakh Republic issued a statement saying “the families of those left homeless as a result of recent military action and who expressed a desire to leave the republic will be transferred to Armenia accompanied by Russian peacekeepers.” Officials will provide information “about the relocation of other population groups in the near future,” according to the statement.

According to Azerbaijan’s foreign policy adviser, Hikmet Hajiyev, the government will “also respect the individual choices of residents.”

“It once again shows that allegations as if Azerbaijan blocked the roads for passage are not true,” Hajiyev told POLITICO. “They are enabled to use their private vehicles.”

Dozens of trucks carrying 150 tons of humanitarian aid, organized by the The International Committee of the Red Cross (ICRC) and the Russian Red Cross, gained rare access to the region via a road controlled by Azerbaijani troops on Saturday. Speaking to POLITICO, Azerbaijani President Ilham Aliyev’s foreign policy adviser, Hikmet Hajiyev, said the guarantee for humanitarian aid access “once again shows the good intentions and seriousness of the Azerbaijan government to meet the needs and requirements of Armenian residents and also to ensure a safe and decent reintegration process.”

Azerbaijan has said the Karabakh Armenians can continue to live in the region if they lay down their weapons and accept being governed as part of the country.

However, in an interview with Reuters on Sunday, David Babayan, an adviser to the Karabakh Armenian leadership, said that “our people do not want to live as part of Azerbaijan. 99.9% [would] prefer to leave our historic lands.”

Accusing the international community of abandoning the estimated 100,000 residents of the besieged territory, Babayan declared that “the fate of our poor people will go down in history as a disgrace and a shame for the Armenian people and for the whole civilized world. Those responsible for our fate will one day have to answer before God for their sins,” he said.

Pashinyan has accused citizens with close ties to the Nagorno-Karabakh leadership of fomenting unrest in the country, with protesters clashing with police in the capital of Yerevan as criticism of his handling of the crisis grows.

Decline, fear and the AfD in Germany

In Germany today, the right-wing populist Alternative for Germany (AfD) is maintaining a stable 20 percent in opinion polls — coming in two to four points ahead of the ruling center-left Social Democratic Party (SPD) and running hard on the heels of the center-right Christian Democratic Union (CDU).

In some federal states, the AfD is already the strongest party. In Thuringia, for example, it has reached 34 percent, meaning the party has three times as many supporters there as the SPD. And in some administrative districts, around half of those eligible to vote are leaning toward the AfD. According to one Forsa survey in June, the AfD is currently the strongest party in the east of Germany — a worrying trend with elections due this year in Bavaria and Hesse, and next year in Thuringia, Saxony and Brandenburg. And, of course, there are also the European Union elections in 2024.

However, this rapid rise should come as no surprise. The writing has been on the wall for a long time. And more than anything else, the party’s recent advances are a result of an increasing sense among broad swathes of the population that they aren’t being represented by traditional political and media elites.

This disconnect was first accelerated by the refugee crisis of 2015, then increased during the pandemic, and has since escalated in response to the increasing high-handedness of the “woke movement” and climate politics. Just a few weeks ago, a survey by the German Civil Service Association revealed trust in the government’s ability to do its job is at an all-time low, with 69 percent saying it is deeply out of its depth.

Meanwhile, opinion polls show the government fares particularly badly in Germany’s east. A rising number of people — including the otherwise stable but also staid middle classes — now feel enough is enough, and no other party is as good at exploiting this feeling as the AfD.

The problem, however, is the AfD isn’t a normal democratic party.

The regional offices of Germany’s domestic intelligence services in the federal states of Brandenburg, Saxony-Anhalt, Saxony, Lower Saxony and Baden-Württemberg have all classified their local AfD associations as “organizations of interest.”

And the same applies at the federal level. The national office of the domestic intelligence service, the remit of which includes protecting the German constitution, has also classified the national party of the AfD as “of interest.”

These concerns about the party’s commitment to the constitution aren’t unjustified. In a 2018 speech at the national conference of the party’s youth section, Junge Alternative, former AfD chairman Alexander Gauland said that “Hitler and the Nazis are just a speck of bird shit in a thousand years of successful German history.”

When speaking about the Holocaust Memorial in Berlin, Björn Höcke, group chairman of the AfD in Thuringia, said on 2017 that “We Germans — and I’m not talking about you patriots who have gathered here today. We Germans, our people, are the only people in the world to place a monument of shame in the heart of our capital city.”

And in a speech in the Bundestag in 2018, party boss Alice Weidel bandied about terms like “headscarf girls” and “knife-wielding men,” while her co-chairman Tino Chrupalla speaks of an “Umvolkung” — that is, an “ethnicity inversion” — which comes straight out of Nazi ideology.

This small sample of public statements leaves no doubt that such utterings aren’t slips of the tongue — they reflect these leaders’ core beliefs.

And while many vote for the AfD out of protest, more than anything else, the party feeds off resentment and fear, exploiting and fueling anger, hate and envy, pushing conspiracy theories to hit out at “those at the top,” as well as foreigners, Jews, the LGTBQ+ community or just about anyone who might be deemed different. And the party leaders’ blatant admiration for Russian President Vladimir Putin exposes their reverence for autocracy.

Failure to prevent the AfD’s rise could potentially first corrode, then shatter democracy and rule of law in Germany.

But how can a party like this, which is getting stronger in the polls, be dealt with? Is a ban the right way to go? They are always difficult to deal with, and it isn’t even an option at this stage. What about joining the AfD to form a coalition and temper the party? That is even more difficult, as it is unreasonable to argue that the AfD should be treated like other parties. The Nazis and Adolf Hitler had also been democratically elected when they seized power in 1933.

So, what options remain? Many politicians and journalists say we need to confront the AfD with critical arguments. Sounds good on the face of it. But people have already been doing that for a decade — with scant success.

This is why the only remaining option is to attempt what neither the AfD nor many politicians from established parties have been able to do: Start taking voters’ most important concerns and issues seriously, and seek to find solutions.

The fears that have allowed the AfD to become as big as it is today are clearly identifiable. When a recent survey by Infratest Dimap asked “What topics most influence your decision to vote for the AfD at the moment?” 65 percent said immigration, 47 percent said energy policies and 43 percent named the economy.

And in their handling of all three of these key issues, the older parties have demonstrated moral cowardice and a lack of honesty.

This is especially apparent when it comes to immigration.

Why is it so hard for centrist politicians to just come out and say a few simple truths? Germany is a land of immigration, and it must remain so if it wants to be economically successful. And modern migration policy needs a healthy balance between altruism and self-interest.

According to economists’ most recent estimations, Germany needs to bring in 1 to 1.5 million skilled individuals per year from abroad. What we need is an immigration of excellence and qualified workers. People from war zones and crisis regions should obviously be taken in. But beyond that, we can only take the migrants we need, the ones who will benefit us.

This means the social welfare benefits for immigrants require critical rethinking, with the goal of creating a situation where every immigrant would be able to and would have to actually start working immediately. Then add to this factors that are a matter of course in countries with a successful history of integration: learning the local language and respecting the constitution and the laws. And anyone who doesn’t must leave — and fast.

Germany’s current immigration policy is dysfunctional. Most politicians and journalists are fully aware of this, but they just won’t say it out loud. And all this does is strengthen the AfD, as well as other groups on the left and right that have no true respect for democracy.

Not speaking out about the problem is the biggest problem. Indeed, when issues are taboo, it doesn’t make the issues any smaller, just the demagogues stronger.

We’re seeing the same with energy policy. Everyone knows that in the short term, our energy needs can’t be met by wind and solar power alone. Anyone interested in reality knows decarbonization without nuclear power isn’t going to be feasible any time soon. And they know heat pumps and cutting vacation flights won’t solve the global carbon challenge — it will, however, weaken the German economy.

We need only look at one example: While just over 2 percent of global carbon emissions come from aviation, almost a third are caused by China — an increasing amount of which comes from coal-fired power stations. Ordinary Germans are very much aware the sacrifices they’re being asked to make, and the costs being piled on them, make no sense in the broader scheme of things, and they’re understandably upset.

In some cases, this makes them more likely to vote for the AfD.

This brings us to the third and final reason why people are so agitated. The EU, and above all Germany, has broken its promise about advancing prosperity and growth. Fewer young people now see a future for themselves in Germany; more and more service providers and companies are leaving; and the increasing number of immigrants without means is reducing the average GNP per capita. Germans aren’t becoming more prosperous — they’re becoming poorer.

Traditional politicians and political parties unable to offer change are thus on very shaky ground. They have disconnected themselves from their voters, and they are paving the way for populists who use bogeyman tactics and offer simplistic solutions that solve nothing.

Meet the New Conservatives giving Rishi Sunak a migration headache

LONDON — Watch out Rishi Sunak, there’s a new right-wing Tory pressure group in town.

The New Conservatives — a group of 25 MPs from the 2017 and 2019 parliamentary intakes — launched Monday with a headline-grabbing call for the Tory prime minister to do more to cut migration.

They’re urging Sunak — already under pressure over the issue — to focus on meeting his predecessor-but-one Boris Johnson’s 2019 manifesto pledge to get net numbers to below 226,000. So who are the New Conservatives? And what exactly do they want?

The new group is run by Danny Kruger, a former aide to Johnson, and Miriam Cates, a backer of Home Secretary Suella Braverman when she ran for the Tory leadership last year.

Other members of the group include backbenchers Tom Hunt, Jonathan Gullis, Gareth Bacon, Duncan Kaker, Paul Bristow, Brendan Clarke-Smith, James Daly, Anna Firth, Nick Fletcher, Chris Green, Eddie Hughes, Mark Jenkinson, Andrew Lewer, Marco Longhi, Robin Millar, and Lia Nici.

Lee Anderson, the pugnacious former Labour aide turned Tory deputy chairman, was conspicuously absent from the event — and all literature — despite being part of the group and billed to speak right up until late last night. Stand-in Kruger insisted “he’s unwell in bed” but also “doesn’t officially endorse policy proposals” due to his party role.

Eagle-eyed readers will note that this list does not tot up to the advertised 25.

When asked about this at the press conference, Hunt said there were a “wide group of MPs who are supportive of our work,” but that those listed are the ones specifically endorsing the migration policies presented today.

So what do they want?

Cates kicked off the group’s launch event in Westminster by making it pretty clear that the group’s immediate focus is on migration — though there’s clearly plenty more to come.

Her message to Sunak? “The choice is this: cut immigration, keep our promise to voters, and restore democratic, cultural and economic security, or kick the can down the road, lose the next election, and resign ourselves to a low growth, low-wage, labor-intensive service economy with a population forecast to rise by another 20 million in the next 25 years.”

The New Conservatives outlined a 12-point-plan Monday that they claim will do just that. But some of its key recommendations are likely to prove contentious.

Perhaps the most headline-grabbing point is a call to scrap Health and Care Visas, launched to fill gaps in the health and social care sector with overseas workers. The group says this will cut the number of new visas issued by 117,000 and reduce long-term international migration by 82,000.

But big questions remain over exactly how the resultant gaps in the health and social care workforce would be filled with British recruits. UNISON general secretary Christina McAnea said the government has “done nothing to solve the growing crisis in care. Now a group of its MPs want ministers to make things a whole lot worse.”

Beyond that pledge, the New Conservatives also want to reserve university study visas for only the “brightest” international students; stop overseas graduates staying for up to two years in the U.K. without a job; and place stricter limits on social housing being allocated to migrants.

They also want to “rapidly implement” the government’s Illegal Migration Bill, which — given its mauling in the House of Lords Monday — may be a tough ask.

Are they rivals to Rishi?

The group sternly rejects the notion that they’re here to cause trouble for the prime minister, with Daly telling assembled journalists Monday that he’s “depressed” by questions of rivalry.

Just to hammer the point home, Daly added that “every single person here today supports the prime minister.”

But they’re undoubtedly a thorn in Sunak’s side as the next election looms.

The prime minister’s official spokesperson insisted Monday that the government’s plans on migration don’t need toughening up. “We have to strike the right balance between tackling net migration and taking the people we need,” the spokesperson said, adding “we believe they strike the right balance currently. We keep our migration policies under review.”

Is this just about migration?

So far — but expect to hear plenty more from the group in the coming months.

Speaking to POLITICO, Hunt said he sees the group focusing on three main issues: migration; law and order; and what they see as the threat to Britain from “woke” ideas.

Hunt stressed that he wants the outfit to be “dipping their toes” into anti-woke issues “generally as a push-back, rather than waking up every morning and thinking ‘right, what’s our next big culture war wedge issue?’” So expect some anti-woke seasoning sprinkled on the New Conservatives’ main course.

Hunt says he’s animated by what he sees as “wokeness” in schools, and a preponderance of “self-loathing in this country.”

“I get concerned when I see the odd poll that says the majority of 18-25-year-olds see Churchill as a villain rather than a hero,” he said. That doesn’t mean the group will call for Britain to start “glossing over the past and saying we’ve always got it right,” he added — but recognizing that “in a struggle of Russia and China, we’re a damn sight better than them.”

So will this agenda help the Tories win in 2024 — or recover afterwards?

Polls suggest the Tories are on course to lose the next election, and badly. The New Conservatives want their ideas featured in the 2024 election manifesto, and believe they have the agenda to connect with working-class voters in the so-called Red Wall seats Johnson snatched from Labour in 2019 and which now look vulnerable.

Cates told the audience gathered in Westminster Monday that: “We want to win, of course we do, but it’s more than that. It’s because we believe that we still have, despite everything, the best chance of delivering for the British people.” She said of the party’s 2019 platform: “The demand for that offer is still there. We want to fulfill it.”

Not all Tories are convinced. Conservative commentator John Oxley argued that the New Conservatives’ impact may be short-lived.

It is, he said, “dominated by the sort of 2019, Red Wall MPs who are very likely to lose their seats next time around. They may be trying to sway the manifesto in a way that helps them, or mark themselves out as immigration hardliners to try and buck the national trend, but it seems unlikely to have much sway with Rishi Sunak.”

And he warned: “Equally, it seems unlikely this group will have much impact on the future of the Conservative Party, as so many of them will be out of parliament when that discussion begins after the election.”
