How a wave of disinformation is endangering Rohingya refugees in Indonesia

Dozens of photos and videos that have been either “doctored” or taken out of context so as to negatively portray Rohingya refugees have been circulating on Indonesian social media. This wave of disinformation has become so intense that the United Nations is worried about the refugees’ safety – even in Aceh province, which has, historically, been considered very welcoming. Our Observer, an Indonesian journalist who specialises in fact-checking for a publication called Mafindo, has been looking at the rise in online hate speech and fake news targeting the Rohingya.

Hundreds of protesters forced a group of Rohingya refugees to leave their temporary shelter in a parking lot in Banda Aceh, the capital of the Indonesian province of Aceh, on December 27, 2023. This footage, which was widely circulated both on social media and by media outlets, has shocked the Rohingya community and its advocates. Each year, many Rohingya arrive in makeshift boats on the beaches of this province in the far northern part of Indonesia. Up until now, they were welcomed by locals. 

The Rohingya, a Muslim minority from Myanmar, have long faced persecution in their country, but more than 700,000 of them fled when the Myanmar military began a violent campaign of repression in August 2017. Many of them now live as refugees in Bangladesh, often in dire circumstances. Many Rohingya have been attempting to flee the terrible situations in both Myanmar and Bangladesh by boat. 

Many of these boats are bound for Malaysia. However, few reach their target destination, whether due to poor weather conditions, overcrowding or badly equipped boats.  

Many of the boats end up coming ashore in the Indonesian region of Aceh. More than 1,600 landed there in 2023, according to the UN High Commissioner for Refugees (UNHCR).

However, in recent months, it seems like the Rohingyas are no longer welcome in Aceh. A group of locals rejected a boat filled with more than 250 refugees back in November 2023, forcing them back to sea and, since then, there have been other cases of the same kind of response. There have also been other reports of locals physically and verbally threatening refugees. Locals have also accused workers with the UNHCR and the International Organization for Migration (IOM) of being part of a human trafficking network. 

The spike in anti-Rohinyga actions is occurring alongside a rise in online hate speech and disinformation about Rohingya on social media in Indonesia. 

The number of photos and videos taken out of context to feed into a negative narrative about Rohingya refugees has exploded on Instagram and TikTok in recent months.

For example, a video that claims to show Rohingya refugees burning down a warehouse has gone viral on TikTok. We did a reverse image search on the footage (click here to find out how) to figure out when this footage first appeared online. Turns out, it actually shows a fire that took place back in 2020 in Cimahi, a town in the Indonesian province of West Java.

Another video, which has garnered more than 11 million views on TikTok since December, shows an enormous boat filled with passengers. The caption on the video reads: “Rohingyas are once again being transported from Bangladesh to Indonesia.” In reality, the footage shows a boat that carries out internal voyages within Bangladesh. You can see the name of the boat in the footage and, from there, we were able to find out its itinerary. It turns out that some of the footage of this boat was taken from a Bangladeshi YouTube channel.

‘Fake information linked to hate speech targets people’s emotions’ 

The Indonesian platform Mafindo investigated these two videos and uncovered their origins. Aribowo Sasmito, a journalist with Mafindo, says that there has been a sharp rise in fake information about the Rohingyas online in recent months :

Everything began with a series of TikTok videos that were made to look like they were from the UNHCR. It became so intense that the UNHCR had to speak out to say that these weren’t their videos.


In this thread posted on X, the United Nations in Indonesia warned social media users about fake information about the Rohingya published by accounts pretending to be the UNHCR. These fake accounts claimed, for example, that the UNHCR in Bangladesh gave special passes to Rohingya.

 

There are also more and more videos on Instagram and TikTok that paint the Rohingyas as ungrateful. 

The problem with these videos is that people allow themselves to be influenced without verifying them, especially anything that reaffirms the narrative that the Rohingya are bad.

 

There are common themes that emerge in these fake news items. One portrays Rohingyas as ungrateful for the help offered by Indonesians. Another common narrative is that they are all part of a human trafficking network. Another is that they are “fake” Muslims.

 

Because most Indonesians are very religious, faith is one of the main themes exploited by disinformation and hate speech. 

It is very difficult to dismantle fake information based on hate speech, because it targets people’s emotions. The easiest way to spread disinformation in a religious and family-orientated society like Indonesia is to integrate religion and racism into it.

 

Some posts compare the Rohingya refugees arriving in Indonesia with the situation in Israel and Gaza – but, in these posts, the Rohingya are portrayed as spoiling the land belonging to Indonesians. 

A fake UNHCR account, for example, seemed to claim that it was going to give the Rohingya an “empty island”. Another fake news item that is supposed to show boats filled with Rohingya refugees is captioned: “The situation in Israel is happening again here.” In actuality, however, the boats shown are Chinese fishing boats.

Some local NGOs are actually starting to believe this negative discourse about the Rohingya. Some of their members believe the narrative that the refugees are ungrateful and badly behaved.  

One reason for the increasingly negative view of the Rohingya in Aceh is an incident that took place in 2021 – three fishermen were imprisoned after they helped 99 Rohingya refugees trapped on a sinking boat. They were sentenced to five years in prison on human trafficking charges. There remains a sense of in injustice in Aceh and sometimes the Rohingya are blamed for this. 

In this impoverished region, the image of the refugees being “ungrateful” has spread quickly, explains journalist Sasmito :

 

The few isolated cases where a Rohingya refugee has been badly behaved end up being applied to the whole population. When people already have an aversion to another group, then they can be easily incited to share false information that reaffirms their beliefs.

There are also external factions that feed into this narrative, like when Indonesian president Joko Widodo said [in December 2023] that the number of Rohingya in the country had increased because of human trafficking.

 

In early January, a video clip that was shared more than 200,000 times made it look like the Indonesian president wanted to deport the Rohingya. But in the full speech, which was obtained by fact-checking outlet AFP factuel, Widodo doesn’t talk about deportation. He says that he wants to end human trafficking and that he is committed to providing temporary aid to the Rohingya “while prioritizing the interests of the local community”. 

‘The Rohingya have become scapegoats’  

The anti-Rohingya sentiment is also growing amid a backdrop of heightened nationalism and patriotism, with elections having been held on February 14. Chris Lewa, the president of the Arakan Project, an association dedicated to Rohingya rights, has kept a close eye on the evolution of this anti-Rohingya discourse online: 

 

When the first boat was prevented from landing [in November], the spokesperson for the Ministry of Foreign Affairs made a statement underscoring that Indonesia didn’t sign the 1951 Refugee Convention, which meant that they were under no international obligation to receive the Rohingya. His words have often been cited in anti-Rohingya discourse. 

However, the country does need to respect national laws [Editor’s note: which require the country to accept refugees, including a presidential decree from 2016].

Against the backdrop of presidential elections, the Rohingya have become scapegoats. 

[Faced with the rising tensions] the government said that they want to work with the UNHCR and the IOM but, in this climate, it hasn’t changed anything. Locals keep displacing the Rohingya and some of the Indonesian members of my association don’t want to go into the camps anymore. Some have even faced physical threat. It isn’t like that everywhere though, thankfully, and some villagers are still showing their support to the Rohingya refugees. 

 

Some journalists and analysts are speaking about what looks like a coordinated “campaign” of disinformation, but have, so far, been unable to determine who might be behind this.

Sheikh Hasina | The rebel who became the ruler

On April 30, 1991, a cyclone hit the coastal Bangladesh with monstrous ferocity. Storm surges drove sea water deep inland. At the end of the nearly seven-hour-long cyclone, at least 140,000 people were left dead. Sheikh Hasina, then the leader of the principal opposition Awami League, reached the affected areas near Chittagong before the Government of the Bangladesh Nationalist Party (BNP) could muster any response. Prime Minister Khaleda Zia should take moral responsibility for failing to provide timely assistance to the people and resign immediately, Ms. Hasina demanded. The images of Ms. Hasina walking in the devastated landmass of coastal Bangladesh drove her into the centre of a grieving nation. The BNP sensed a growing threat, and violent attacks targeted Ms. Hasina in the following months.

Earlier, on November 10, 1987, the police of military ruler Mohammed Ershad had targeted her, which killed three of her young colleagues from the student wing of the Awami League. Sensing that a deeply unpopular and confused military dictator was failing in governance, Ms. Hasina and Ms. Zia came together in 1987. The two were known to be opposed to each other. Yet, they formed an alliance, asking for genuine democracy. In the winter of 1990, the Hasina-Zia duo mobilised lakhs of people in Dhaka, shaking the foundations of Ershad’s regime. Ershad responded by declaring emergency, but in the face of mounting pressure, he resigned on December 4. In the February 1991 election, the BNP came to power, and Ms. Hasina emerged as the main opposition leader. The cyclone of April that year gave Ms. Hasina the rebirth that she wanted.

Long before the 1991 cyclone, the coastal part of the country was devastated in the winter of 1970 by cyclone ‘Bhola’. For days, the government of Yahya Khan, sitting in a distant Islamabad, did not know the scale of the devastation. The apathy of the Yahya Khan government was matched by the brutality of Operation Searchlight that was launched by the Pakistani military to crush the democratic aspirations of the winner of general election — the Awami League, under Sheikh Mujib. The Awami League, which took power after the birth of Bangladesh following the India-Pakistan war of 1971, represented the young and restless youth of East Pakistan.

When Mujib was assassinated on August 15, 1975, Ms. Hasina was in West Germany. She and her sister Rehana survived the massacre that wiped out their entire family, including their five-year-old brother Sheikh Russell. After the killings, Ms. Hasina took refuge in India for six years. This was the formative period of the future Prime Minister. In this phase, Ms. Hasina struck a friendship with Congress leader Pranab Mukherjee and the Gandhis of India.

On May 17, 1981, Ms. Hasina returned to Bangladesh. By then, the Awami League had elected her in absentia as its General Secretary. The battle against the Ershad regime was tough and the battle against the Zia government was no less. Ms. Zia, widow of former military ruler Zia-ur Rahman who founded the BNP, tried to corner Ms. Hasina as attacks continued. But the Zia government could not recover from the blow of the cyclone and the BNP was defeated in the election of 1996, paving the way for the first term of Prime Minister Sheikh Hasina. The rebel became the ruler.

Agreement with India

In 1997, Ms. Hasina concluded the 30-year Ganga Water Sharing Agreement with India that was to last till 2026. She also announced the plan for building the ambitious bridge across the Padma in this tenure. She reached out to the Chakmas in the Chittagong Hill Tract and concluded a peace treaty on December 2, 1997 with the Parbattyo Chattogram Jana Samhati Samiti. Despite striking several right notes, Ms. Hasina lost the 2001 election that was held under a caretaker government, to a four-party alliance led by the BNP, Jamaat-e-Islami, Jatiya Party (Manju) and Islamic Oikyo Jote.

The BNP-led government became known subsequently for the alleged support that it provided to the secessionist forces like the ULFA and other groups in India’s Northeast. Rampant corruption and public protests crippled the country.

A new Caretaker Government came in January 2007 with support from the military, which imposed emergency and postponed the elections. During this time, Ms. Hasina was jailed on corruption charges which helped her gain public sympathy. The election held in December 29, 2008 returned her to power. This time, she returned to take advantage of her partnership with India and reached an in-principle agreement on Teesta water sharing and started negotiation and survey for the historic Land Boundary Agreement (LBA) with India.

In February 2013, the trial of Abdul Quader Mollah reignited the painful memories of the genocide committed during March-December 1971 under the supervision of the Pakistani military. The powerful Shahbag movement that started in February 2013 demanded death sentence for Mollah, who had earlier got a life sentence. In December that year, Mollah was hanged. Ms. Hasina returned to power in 2014 in an election that was boycotted by the BNP. Unfazed, Ms. Hasina next year sealed the LBA with India.

Continuing with the Shahbag spirit, her government kept up the heat on the collaborators in the genocide and hanged a number of leaders, including Motiur Rahman Nizami and Mir Quasem Ali of Jamaat-e-Islami in 2016. That year, extremism posed the toughest challenge to Hasina with the Islamic State attack on the Holey Artisan Bakery of Dhaka. She vowed to continue her campaign against terrorists which became synonymous with her rule. A tough fighter who had taken on a military dictator in the 1980s, she had by now become a grandmother and acquired a front rank as one of the longest ruling female leaders in the world.

Election controversy

There has been no indications from the party so far about who might succeed Ms. Hasina. Her son Sajeeb Wazed Joy, an entrepreneur, and daughter Saima Wazed, have both hit the headlines. Ms. Saima recently became the South East Asia Regional Director of the World Health Organization, prompting criticism of nepotism. However, for the veteran leader, succession is not yet a priority. The coming election is already in international focus as the BNP has planned to boycott the polls once again. Ms. Hasina has maintained that there will not be the repeat of the past caretaker governments as that provision in the Constitution has been removed. The BNP, however, demands a “neutral government” before polling.

As global pressure mounts on her, Bangladesh is all set to hold the election on January 7. Ms. Hasina has sent emissaries abroad to invite observers and diplomats and promised a fair contest. Despite her assurances, around 14 parties, including the BNP, are boycotting the election. With the completed Padma bridge, and a series of new airports and roadways, Ms. Hasina showcases her achievements while seeking re-election, though there is economic stress and criticism of a widening crackdown on the opposition. It remains to be seen if Ms. Hasina, the former rebel, would be willing to test her popularity in the ring of a truly “free and fair election” and convince the opposition to join the race at the last moment.

As in 1971, India should support democracy in Bangladesh: senior Bangladesh National Party leader

India should extend unambiguous support to the democratic aspirations of the people of Bangladesh, a top leader of the Opposition Bangladesh Nationalist Party (BNP) said here on Wednesday. 

In an exclusive interview with The Hindu, Iqbal Hasan Mahmud, a member of the BNP’s standing committee, the party’s highest decision-making body, reiterated his party’s decision to boycott the upcoming election in Bangladesh if it was held without a neutral caretaker government, and accused his country’s government agencies of being behind the violence that rocked Dhaka on October 28, and prompted a crackdown against the Opposition by the Awami League government

“India should support the people of Bangladesh in the same way that it supported us in 1971. Today, the people of Bangladesh are living without their right to a transparent election. As a citizen of my country, I hope India will not stay silent in the face of erosion of democracy in Bangladesh,” Mr. Mahmud said, adding, “So far, we have not seen any comment from India which can prompt Prime Minister Sheikh Hasina to have a free and fair election.”

The BNP standing committee member, who was in India for a brief tour and visited the shrine in Ajmer Sharif, painted a grim picture of the democratic scenario in Bangladesh. Mr. Mahmud said he was one of the few standing committee members of his party who had so far remained out of jail, though he too had been sentenced in a corruption case, which had forced him to live in exile over the past six months.

Mr. Mahmud, who served as the Power and Agriculture Minister in the previous BNP government in 2001-06, welcomed the demand for free and fair elections in his country from the U.S. government, and urged India to do the same. “U.S. has spoken in support of free and fair poll. We have welcomed that and we hope, as the largest democracy of the world, India too would speak in support of democracy in Bangladesh,” Mr. Mahmud said.

The BNP had called for a “maha rally” on October 28 in Dhaka but the political gathering turned into a pitched battle with law enforcement officials, leading to the death of one policeman. Ms. Hasina’s government launched a countrywide move to nab leaders of the Opposition, which led to the arrest of the BNP’s general secretary Mirza Fakhrul Islam Alamgir, standing committee member Amir Khosru Mahmud Chowdhury, and several others. Mr. Mahmud said that the senior leaders of the BNP were over 70 years of age and had several health issues. They required urgent medical support that was being denied to them by the Awami League government, he said. “Most of the leaders jailed are above 70 and are in frail health. There is no place left in our jails. Our party workers are hiding in paddy and jute fields. Such is the situation in Bangladesh,” Mr. Mahmud said before leaving India on Wednesday.

The October 28 protest was attributed to the BNP’s consistent demand for holding the upcoming election under a caretaker government, which Ms. Hasina has so far rejected. In the meantime, there were also indications that there could be an interim government. Mr. Mahmud argued an interim government would not work if it was led by Ms. Hasina. “PM Hasina came to power in 1996 by demanding a caretaker government. At that time, our leader Begum Khaleda Zia was the PM, but she allowed the caretaker government to conduct election because of her faith in democratic spirit. Having secured passage to power through caretaker government, PM Hasina is denying the same to the political parties of Bangladesh,” he said.

Mr. Mahmud argued that the BNP is a secular political party that opposed the use of “political Islam”, and indicated the Hasina government was going soft on Islamists. “BNP is a liberal democratic party. At one point, we had an alliance with the Jamaat just the way political coalitions take place in democracies like India. That is now in the past. The question is for PM Hasina. She should answer why she didn’t ban the Jamaat,” Mr. Mahmud said.

He also accused the Awami League government of being corrupt. “They used the energy sector as a tool for profit, and as a result there is widespread disruption in the supply of coal, and people are suffering from load shedding,” Mr. Mahmud said.

What is the current political situation in Bangladesh?


A country that jails its Opposition leaders cannot be in a good condition. After the BNP rally of October 28, several leaders who are in their 70s and are in a fragile health have been arrested. They are being forced to sleep on the floor of jail cells. Mirza Fakhrul Islam Alamgir, Amir Khosru Mahmud Chowdhury, Mirza Abbas, Vice Chairman barrister Shajahan Omar Bir Uttam, and former Air Force chief Air Marshal Altaf Hosain Chowdhury have all been arrested.


The accusation against the BNP is that they instigated violence.


Our intention was to unite people and launch our new programmes. But the government agencies disrupted our meeting and created violence. There are videos in social media to show that agencies were indulging in violence, which was blamed . They have arrested, young and old. Our workers are hiding in paddy and jute fields. We are worried about the health condition of the jailed leaders as they are senior citizens who have several health issues.


The Awami League has accused the Opposition of being anti-Liberation War and that your party has ties with Islamist.


We all fought for the country’s Independence. I am a freedom fighter like the founder of BNP Ziaur Rahman. It was Major Zia who had announced the Independence of Bangladesh over radio in 1971. Sheikh Mujib had created the BaKSHAL front and established single party system in Bangladesh. After his unfortunate assassination, the single party rule ended. It was then that Ziaur Rahman re-established multi-party system. Awami League has no monopoly on democracy. They have been spreading lies about us for years. We had an electoral alliance with the Jamaat. Political coalitions are created in election time in democracies. In India too there have been many coalitions even between the BJP and the Left parties at one point. BNP is a liberal democratic party and we do not believe in political Islam. That coalition with Jamaat is now a matter of the past. The question is for PM Hasina. She should answer why she didn’t ban Jamaat in the years that she has been in power.


Will BNP participate in election if Sheikh Hasina calls for polls without a caretaker government?


We cannot go for election under her. The previous two elections of 2014 and 2018 were a sham. If she is so confident of victory then why is she not handing over power to a caretaker government? It is she who demanded caretaker government in 1996 and at that time our PM Begum Khaleda Zia agreed to that demand as she behaved in the true democratic spirit. She lost the election and Sheikh Hasina became PM for the first time. It was alright for us as we respected people’s will.


If not a caretaker government, will BNP agree to an interim government? 


An interim government under Sheikh Hasina’s leadership is not acceptable to us. She will not allow a free and fair election. Remember, please, that the people of Bangladesh were denied political rights during the past two elections. If one more election is conducted in this manner, there will be no democracy left in my country.


You came to India at a time when Bangladesh is headed towards election. Have you met political leaders during your stay here?


I have family connections with India as my grandfather’s grave is in Kolkata and we have to visit annually to pay our respect at the grave. I belong to one of the oldest political families of Bangladesh that goes back to the British era. This time, I came to visit Ajmer Sharif and did not hold any political meetings but I acknowledge the support that India has always provided me, which has facilitated this visit.


India has said that a caretaker government is not part of the Bangladeshi polity as the Constitution of Bangladesh doesn’t have the relevant provision.


Constitution is not a religious text. It can be amended just in the way Khaleda Zia as Prime Minister had amended it in 1996 and brought the provision of the caretaker government. Now, the public wants a caretaker government and therefore, a similar amendment can be done for the sake of ensuring people’s voting rights. India should support the people of Bangladesh in the same way that it supported us in 1971. Today, the people of Bangladesh are living without their right to a transparent election. As a citizen of my country, I hope India will not stay silent in the face of erosion of democracy in Bangladesh. So far, we have not seen any comment from India which can prompt PM Hasina to have a free and fair election.

Cricket World Cup 2023: Semi-Final Qualification Scenario For All 10 Teams Explained | Cricket News

The ICC Cricket World Cup 2023 has reached a critical juncture in the group stage, wherein teams have three games left to secure a berth in the semi-finals. A total of 9 teams are still in contention for one of the semi-final spots, with Bangladesh being the only one to be knocked out. No team, yet, has confirmed their progress or been knocked out of contention for the semis. Host nation India is in pole position to make the World Cup 2023 semi-finals as they are atop the standings with six wins in six matches. South Africa, who have won five of six games, along with New Zealand and Australia currently complete the top four.

India

India, currently on 12 points, need only one more point to secure a semi-final berth in the World Cup 2023. A win or a tie or a no result in either of their final three games will be enough to ensure their progress as all other teams outside the current top four can only get to a maximum of 12 points.

India face Sri Lanka next at the Wankhede Stadium in Mumbai on November 2. It is followed by South Africa on November 5 and their final group-stage match against the Netherlands on November 12.

In case India lose all three matches, an Afghanistan defeat in their next match will seal India’s semi-final berth.

South Africa

The Temba Bavuma-led South African team need three more points to guarantee a place in the semi-finals. However, they play top-four rivals New Zealand and India, followed by challengers Afghanistan in their final three group games.

Meanwhile, only one win could also be enough for the Proteas to make the knockouts, depending on the results of the teams currently placed between 5th and 10th positions on the points table.

New Zealand

New Zealand began the tournament with four wins on the bounce but lost to India and Australia thereafter. The Blackcaps will need at least two victories from their remaining three matches to advance into the semi-finals.

New Zealand will take on South Africa in Pune on November 1. A win for the Kiwis will help them strengthen their chances of making it to the next round while also potentially opening it to a three-way battle for the second spot in the points table.

On the other hand, the Blackcaps can also go through to the semis despite a defeat to the Proteas by beating Sri Lanka and Pakistan in their other two matches, which would also dent the qualification hopes for those two teams.

Australia

Australia are in a similar situation as their trans-Tasman rivals New Zealand. Pat Cummins and Co. need two wins in three games to strengthen their chances of a spot in the ICC Cricket World Cup 2023 semi-finals.

After defeats in their opening two games, Australia are on a four-match winning streak while boosting their net run rate after a 309-run success against the Netherlands. The five-time ODI World Cup winners will take on reigning champions England next.

A win against England will put them one win away from the next round. However, if they lose to the Three Lions, Australia can still progress with victories against Afghanistan and Bangladesh.

Two defeats, meanwhile, would not necessarily be the end of the road for Australia, courtesy of their net run rate. But they will have to depend on other results to advance to the semis.

Afghanistan

Afghanistan bolstered their chances of making the World Cup semi-finals for the first time after beating Sri Lanka by seven wickets on October 30. They can achieve a maximum of 12 points, considering they beat the Netherlands, Australia and South Africa.

However, Afghanistan will need either Australia or New Zealand to lose at least one match by a massive margin or lose two while winning all three of their upcoming encounters in the tournament to stand a chance of progressing to the next stage.

Sri Lanka

The 1996 World Cup champions Sri Lanka, too, are not mathematically ruled out of semi-final qualification in this edition. They currently have four points and with three matches to go, the Lankans can score a maximum of 10 points.

Firstly, Sri Lanka would need to win all their remaining three games, which includes beating two of the current top four teams, India and New Zealand. Sri Lanka will also need at least two of the five teams currently above them to not notch more than 10 points. They would also need to hope that those teams end up with an inferior net run rate compared to them.

Pakistan

Alike Sri Lanka, Pakistan can also notch a maximum of 10 points in the group stage.

The Babar Azam-led outfit defeated Bangladesh to keep their campaign alive, but also need to win against New Zealand and England in their two remaining matches while also hoping that the current top four teams – India, Australia, New Zealand and South Africa – lose their remaining matches to stand a chance to qualify.

However, even one defeat could end the road for the 1992 World Cup winners if Australia and New Zealand win one of their remaining three matches.

Netherlands

The Netherlands, too, are on four points with three matches to go, wherein they will take on Afghanistan, England and India. The Dutch need to win all three games with a massive victory margin, to stand a chance of making it to their first-ever World Cup semi-finals.

At the same time, they will also hope that no more than three teams finish the group stage with 10 points or more as the Netherlands can score a maximum of 10 themselves.

Bangladesh

The defeat against Pakistan knocked Bangladesh out of the World Cup semi-finals race. Even mathematical permutations and combinations can’t see them secure a top 4 spot now.

England

The defending champions England are all but out of semi-final contention in the ICC Cricket World Cup 2023, although they can mathematically still qualify. The Englishmen would need to beat Australia, the Netherlands and Pakistan by massive margins and similar to Bangladesh, hope that only three teams finish with more than eight points in the standings.

However, a defeat in either of the three matches would see them exit the tournament in the group stage itself.

A new wave of violence rocks Rohingya camps

In a brazen, daylight attack earlier this month, a group of assailants knifed a Rohingya community leader to death in Cox’s Bazar and fled. The death of Mohammad Ebadullah, 35, sent a shockwave through the Kutupalong block where he had provided community service. It all played out when a delegation of the International Criminal Court (ICC), led by Prosecutor Karim A. A. Khan, a British lawyer, was interviewing refugees in another block of the camp.

The murder of Ebadullah is part of a long list of killings by armed groups that stalk the world’s largest refugee camp in southeastern Bangladesh. Armed groups killed over 40 Rohingya refugees in the camps in 2022, while at least 48 refugees were killed in the first half of 2023. Seven refugees, including a camp community leader and alleged members of militant groups, died in three incidents on July 6 and 7, according to Human Rights Watch (HRW).

The rights group documented 26 cases of violence against Rohingya, including murder, kidnapping, torture, rape and sexual assault, and forced marriage, drawing on interviews with 45 Rohingya refugees between January and April 2023.

“Many of those killed have been Rohingya community leaders or their family members. Scores of refugees have been abducted for ransom and threatened or tortured. Several Rohingya reported the involvement of armed groups in sexual assault, forced marriage, and child recruitment,” Human Rights Watch said in a report released on July 13.

Escalating fear

Refugees describe an environment of escalating brutality and fear, with growing concerns of being targeted by criminal gangs and claimed affiliates of Islamist armed groups.

Over a million Rohingya refugees, a stateless Muslim minority, have fled violence in Myanmar in successive waves of displacement since the early 1990s. The latest exodus began in August 2017, when violence broke out in Myanmar’s Rakhine State, driving more than 742,000 to seek refuge in Bangladesh. Most arrived in the first three months of the crisis.

Bangladesh opened its borders to the refugees, earning global plaudits for its generosity, but the host country is now seemingly unhappy with the international community for not putting enough pressure on the military junta in Myanmar to make conditions safe for the voluntary return of the refugees. The government clearly did not anticipate that the Rohingya will remain for so long. Now the camps have turned into breeding grounds for crimes, partly because the Rohingya do not have access to education and livelihoods.

“If opportunities don’t exist, it becomes a problem. Then there is the risk of recruitment by these criminal groups. There is the risk of rising criminality for livelihood issues. And I think a large part of that is now, unfortunately, playing out in the camps,” Meenakshi Ganguly, deputy Asia director at Human Rights Watch, said in an interview.

Killing of a rights campaigner

The existence of armed groups in Rohingya camps came to the fore after the killing of 48-year-old Mohammad Mohibullah in the Kutupalong camp in 2021. He was one of the most prominent advocates for the persecuted Rohingya Muslim minority. He represented the Rohingya community at the UN Human Rights Council in 2019. Prior to his death, he had been serving as chairman of the Arakan Rohingya Society for Peace and Human Rights. The group was founded in 2017 to document atrocities against Rohingya in their native Myanmar and give them a voice in international forums about their future.

Many Rohingya refugees are caught in the conflict’s crosshairs. Armed groups demand that the refugees be loyal to them and the security forces demand that they must identify the criminals.

“People are caught in the middle, they’re squeezed on both sides. And that is a really untenable situation for the people already in the worst circumstances in their lives,” Ms. Ganguly said.

Providing security is almost always the function of the state and it is for the state to determine how many troops they need and where they should be deployed to create a robust security mechanism, not only for the Rohingya but also for their own national interest, she added.

Armed groups in the camps have been increasingly kidnapping Rohingya refugees for ransom, forced recruitment, or human trafficking. There are numerous people that are roaming around identifying themselves as members of these groups only to extort the camp residents, creating a sense of fear and intimidation. Extortion can range from cash to the daughters of the house.

HRW documented 10 cases of abduction. Six victims described being tortured during their abductions. “I was fed only bread and water,” a teenage boy who was kidnapped in February and held for a week, until his family paid ransom, told the rights agency. “They beat me with thick electric wire. They tried to kill me and threatened they were going to. I was so scared. One of them tried to rape me. I still feel so worried when I think about that.”

Security measures

The rights group said the Bangladesh authorities failed to provide adequate security measures to protect people from surging violence by armed groups and criminal gangs. It urged the authorities to assist refugees by establishing accessible systems to report crimes and promptly investigate complaints.

Security risks are compounded by desperation in the camps. The World Food Programme reduced monthly food vouchers for Rohingya refugees in June, the second time in three months — a 33% reduction in the daily ration, citing the shortage of lifesaving assistance. With the food voucher valued at as little as $8 per person per month — that’s less than 10 cents per meal — the refugees face grim choices to make ends meet.

“Parents are already eating less and skipping meals so that their children can eat. The rations cuts affect approximately one million refugees who remain dependent on aid with no possibility of employment to sustain their livelihood,” the UN in Bangladesh said in a statement last month.

At the beginning of the year, refugees were receiving a ration from the UN food agency of $12 per person per month, just enough to meet their daily needs. In March, the ration was reduced to $10 in March due to lack of funding. Now, the ration will only have a value of $8 per person. Ms. Ganguly has called for more commitment from the international community to protect the rights of the Rohingya, acknowledging that the attention to the Rohingya issue has waned because the same resources have gone towards other security challenges, particularly in Ukraine after the start of Russia’s war.

That concurs with ICC Prosecutor Karim A. A. Khan’s tweeted message after his visit to Rohingya camps this month: “Amidst crises around the world, we must not forget the #Rohingya. The incredible hope they still have in justice is something we must protect & vindicate.”
