AWS digital sovereignty pledge: A new, independent sovereign cloud in Europe

From day one, Amazon Web Services (AWS) has believed it is essential that customers have control over their data, and choices for how they secure and manage that data in the cloud. Last year, we introduced the AWS Digital Sovereignty Pledge, our commitment to offering AWS customers the most advanced set of sovereignty controls and features available in the cloud.

AWS offers the largest and most comprehensive cloud infrastructure globally. Our approach from the beginning has been to make AWS sovereign-by-design. We built data protection features and controls in the AWS cloud with input from financial services, health care and government customers — who are among the most security- and data privacy-conscious organizations in the world. This has led to innovations like the AWS Nitro System, which powers all our modern Amazon Elastic Compute Cloud (Amazon EC2) instances and provides a strong physical and logical security boundary to enforce access restrictions so that nobody, including AWS employees, can access customer data running in Amazon EC2. The security design of the Nitro System has also been independently validated by the NCC Group in a public report.

With AWS, customers have always had control over the location of their data. In Europe, customers who need to comply with European data residency requirements have the choice to deploy their data to any of our eight existing AWS Regions (Ireland, Frankfurt, London, Paris, Stockholm, Milan, Zurich and Spain) to keep their data securely in Europe. To run their sensitive workloads, European customers can leverage the broadest and deepest portfolio of services, including AI, analytics, compute, database, internet of things, machine learning, mobile services and storage. To further support customers, we’ve innovated to offer more control and choice over their data. For example, we announced further transparency and assurances, and new dedicated infrastructure options with AWS ‘Dedicated Local Zones’.

To deliver enhanced operational resilience within the EU, only EU residents who are located in the EU will have control of the operations and support.

When we speak to public-sector and regulated-industry customers in Europe, they share how they are facing incredible complexity with an evolving sovereignty landscape. Customers tell us they want to adopt the cloud, but are facing increasing regulatory scrutiny over data location, European operational autonomy and resilience. We’ve learned that these customers are concerned that they will have to choose between the full power of AWS or feature-limited sovereign cloud solutions. We’ve had deep engagements with European regulators, national cybersecurity authorities, and customers to understand how the sovereignty needs of customers can vary based on multiple factors, like location, sensitivity of workloads, and industry. We recently announced our plans to launch the AWS European Sovereign Cloud, a new, independent cloud for Europe, designed to help public sector organizations and customers in highly-regulated industries meet their evolving sovereignty needs. We’re designing the AWS European Sovereign Cloud to be separate and independent from our existing ‘regions’, with infrastructure located wholly within the European Union, with the same security, availability and performance our customers get from existing regions today. To assure independent operation of the AWS European Sovereign Cloud, only personnel who are EU residents, located in the EU, will have control of day-to-day operations, including access to data centers, technical support and customer service.

Though separate, the AWS European Sovereign Cloud will offer the same industry-leading architecture built for security and availability as other AWS Regions. This will include multiple ‘Availability Zones’, infrastructure that is placed in separate and distinct geographic locations, with enough distance to significantly reduce the risk of a single event impacting customers’ business continuity.

The longer Israel thinks, the more time Washington has to calm its wrath

BEIRUT — “Once you break it, you are going to own it,” General Colin Powell warned former United States President George W. Bush when he was considering invading Iraq in the wake of 9/11.

And as the invasion plan came together, U.S. Defense Secretary Donald Rumsfeld blocked any serious postwar planning for how Iraq would be run once the country’s ruler Saddam Hussein had gone. As far as he was concerned, once “shock and awe” had smashed Iraq, others could pick up the pieces.

British generals fumed at this. And General Mike Jackson, head of the British army during the invasion, later described Rumsfeld’s approach as “intellectually bankrupt.”

That history is now worth recalling — and was likely on U.S. President Joe Biden’s mind when he urged the Israeli war cabinet last week not to “repeat mistakes” made by the U.S. after 9/11.

Despite Biden’s prompt, however, Israel still doesn’t appear to have a definitive plan for what to do with the Gaza Strip once it has pulverized the enclave and inflicted lasting damage on Hamas for the heinous October 7 attacks.

Setting aside just how difficult a military task Israel will face undertaking its avowed aim of ending Hamas as an organization — former U.S. General David Petraeus told POLITICO last week that a Gaza ground war could be “Mogadishu on steroids” — the lack of endgame here suggests a lack of intellectual rigor that disturbingly echoes Rumsfeld’s.

Israeli Defense Minister Yoav Gallant told lawmakers Friday that the country didn’t have plans to maintain control over Gaza after its war against Hamas had concluded, saying Israel would end its “responsibility for life in the Gaza Strip.” Among other minor matters, this raises the issue of where the coastal enclave of 2.3 million people will get life-sustaining energy and water, as Israel supplies most utility needs.

Israeli and Western officials say the most likely option would be to hand responsibility to the West Bank-based Palestinian National Authority, which oversaw the enclave until Hamas violently grabbed control in 2007. “I think in the end the best thing is that the Palestinian Authority goes back into Gaza,” Israeli opposition leader Yair Lapid said last week.

But it isn’t clear whether Mahmoud Abbas — the Palestinian Authority president and head of the Palestine Liberation Organization, which is dominated by his Fatah party — would want Gaza on those terms, or whether he has the power to do much of anything with the enclave in the first place.

Abbas is already struggling to maintain his authority over the West Bank. He’s an unpopular leader, and his government is seen to be not only appallingly venal, but is perceived by many as ceding to the demands of the Israeli authorities too easily. 

Israel now controls 60 percent of the West Bank, and its encroaching settlements in the area — which are illegal under international law — haven’t helped Abbas. Nor have Israeli efforts to hold back the West Bank from developing — a process dubbed “de-developing” by critics and aimed, they say, at restricting growth and strangling Palestinian self-determination.

In West Bank refugee camps, Abbas’ security forces have now lost authority to armed groups — including disgruntled Fatah fighters. “It is unclear whether Abbas would be prepared to play such an obvious role subcontracting for Israel in Gaza. This would further erode whatever domestic standing the PA has left,” assessed Hugh Lovatt, a Middle East analyst at the European Council on Foreign Relations.

But it isn’t only Gaza — or the West Bank — that risks breaking in the coming weeks.

Neighboring countries are watching events unfold with growing alarm, and they fear that if more thought isn’t given to Israel’s response to the savage Hamas attacks, and it isn’t developed in consultation with them, they’ll be crushed in the process. If Israel wants the support of these countries — or their help even — in calming the inevitable anger of their populations once a military campaign is launched, it needs their buy-in and agreement on the future of Gaza and Palestinians, and to stop using the language of collective punishment.

Lebanon, where the Iran-backed Hezbollah — Hamas’ ally — has been intensifying its skirmishes along the border with Israel, is currently the most vulnerable. And Lebanese politicians are complaining they’re being disregarded by all key protagonists — Israel, the U.S. and Iran — in a tragedy they wish to have no part in.

Already on its knees from an economic crisis that plunged an estimated 85 percent of its population into poverty, and with a barely functioning caretaker government, the Lebanese are desperate not to become the second front in Iran’s war with Israel. Lebanon “could fall apart completely,” Minister of Economy and Trade Amin Salam said.

But the leaders of Egypt and Jordan share Lebanon’s frustrations, arguing that the potential repercussions for them are being overlooked. This is why Egyptian leader Abdel Fattah el-Sisi called Saturday’s Cairo summit of regional and international leaders.

El-Sisi focused the conference on a longer-term political solution, hopefully a serious effort to make good on the 2007 Annapolis Conference’s resolution to set up a Palestinian state alongside Israel.

Egypt has much to lose if the war escalates — and the country’s officials are fuming at what they see as a careless attitude from Israel toward what happens to Gaza after Hamas is subjugated, potentially leaving a cash-strapped Egypt to pick up some of the pieces.

More than that, Egypt and Jordan harbor deep suspicions — as do many other Arab leaders and politicians — that as the conflict unfolds, Israel’s war aims will shift. They worry that under pressure from the country’s messianic hard-right parties, Israel will end up annexing north Gaza, or maybe all of Gaza, permanently uprooting a large proportion of its population, echoing past displacements of Palestinians — including the nakba (catastrophe), the flight and expulsion of an estimated 700,000 Palestinians in 1948.

This is why both el-Sisi and Jordan’s King Abdullah II are resisting the “humanitarian” calls for displaced Gazans to find refuge in their countries. They suspect it won’t be temporary and will add to their own security risks, as Gazans would likely have to be accommodated in the Sinai — where Egyptian security forces are already engaged in a long-standing counterinsurgency against Islamist militant groups.

And both countries do have grounds for concern about Israel’s intentions.

Some columnists for Israel Hayom —a newspaper owned by Israeli Prime Minister Benjamin Netanyahu’s close friend, American casino mogul Sheldon Adelson — are already calling for annexation. “My hope is that the enemy population residing there now will be expelled and that the Strip will be annexed and repopulated by Israel,” wrote Jonathan Pollard, a former U.S. intelligence analyst who served 30 years in prison for spying for Israel before emigrating.

And last week, Gideon Sa’ar, the newly appointed minister in Netanyahu’s wartime government, said that Gaza “must be smaller at the end of the war . . . Whoever starts a war against Israel must lose territory.”

Given all this, there are now signs the Biden administration is starting to take the risks of the Gaza crisis breaking things far and wide fully on board — despite widespread Arab fears that it still isn’t. By not being fast enough to express sympathy for ordinary Gazans’ suffering as Israel pummels the enclave, Biden’s aides initially fumbled. And while that can easily be blamed on Hamas, it needs to be expressed by American officials loudly and often.

In the meantime, the unexplained delay of Israel’s ground attack is being seen by some analysts as a sign that Washington is playing for time, hoping to persuade the country to rethink how it will go about attacking Hamas, prodding Israel to define a realistic endgame that can secure buy-in from Arab leaders and help combat the propaganda of Jew-hatred.

Meanwhile, hostage negotiations now appear to be progressing via Qatar, after two American captives were freed Friday. There have also been reports of top Biden aides back-channeling Iran via Oman.

So, despite Arab condemnation, the Biden administration’s approach may be more subtle than many realize — at least according to Michael Young, an analyst at the Carnegie Middle East Center. He said it was always inevitable that Washington would publicly back Israel but that a primary aim has been to “contain Israel’s reaction” to the Hamas attacks, while seemingly deferring to the country.

And time will help. The longer Israel thinks, the more opportunity Washington has to reason, to calm, and to explain the trail of cascading wreckage Israel risks leaving behind if it is unrestrained and fails to answer — as Biden put it — “very hard questions.”

But that might not be sufficient to prevent everything spinning out of control. Israel morally and legally has the right to defend itself from barbaric attacks that were more a pogrom, and it must ensure the safety of its citizens. There are also others — notably Iran — that want the destruction of the Jewish state, and even a scaled down response from Israel may trigger the escalation most in the region fear.

The dogs of war are howling in the Middle East

BEIRUT — Against a dawning day, just hours after the fatal Gaza hospital explosion that killed hundreds, Israel’s border with Lebanon crackled with shelling and fighter jet strikes as Israeli warplanes responded to an uptick in shelling from Hezbollah.

Regardless of who struck the al-Ahli Arab Hospital, the needle is now rapidly shifting in a dangerous direction. And hopes are being pinned on United States President Joe Biden and Egypt’s President Abdel Fattah El-Sisi, who is set to host an emergency summit in Cairo on Saturday. But the chances of a wider war engulfing Lebanon and the entire region being hurled into violent chaos once more are growing by the hour.

As Hezbollah announced “a day of rage” against Israel, protests have targeted U.S. missions in the region, more embassies in Beirut have started sending off non-essentials staff, and security teams are being flown in to protect diplomatic missions and European NGOs, preparing contingency plans for staff evacuation. An ever-growing sense of dread and foreboding is now gripping the Levant.

Currently, Israel insists the hospital explosion was caused by an errant rocket fired by Islamic Jihad — and the White House agrees. But the Palestinian militant group, which is aligned with Hamas, says this is a “lie and fabrication,” insisting Israel was responsible. Regardless of where the responsibility lies, however, the blast at the hospital — where hundreds of Palestinian civilians were sheltering from days of Israeli airstrikes on the coastal enclave of Gaza — is sending shock waves far and wide.

It has already blown Biden’s trip to the region off course, as his planned Wednesday meeting with Arab leaders in Jordan had to be axed. The meeting was meant to take place after his visit to Israel, where Biden had the tricky task of showing solidarity, while also pressing the country’s reluctant Prime Minister Benjamin Netanyahu to allow humanitarian aid into Gaza.

A statement from the White House said the the decision to cancel the meeting with Jordan’s King Abdullah II, Egypt’s El-Sisi and Palestinian Authority President Mahmoud Abbas had been jointly made in light of the hospital strike.

But Arab leaders have made clear they had no hope the meeting would be productive. Abbas pulled out first, before Jordan’s Foreign Minister Ayman Safadi suggested a meeting would be pointless. “There is no use in talking now about anything except stopping the war,” he said, referencing Israel’s near-constant bombardment of Gaza.

Scrapping the Jordan stop lost the U.S. leader a major face-to-face opportunity to navigate the crisis, leaving American efforts to stave off a wider conflict in disarray.

The U.S. was already facing tough criticism in the region for being too far in Israel’s corner and failing to condemn the country for civilian deaths in Gaza. Meanwhile, Arab leaders have shrugged off U.S. Secretary of State Antony Blinken’s efforts to get them to denounce Hamas — they refuse to label the organization as a terror group, seeing the October 7 attacks as the inevitable consequence of the failure to deliver a two-state solution for Palestinians and lift Israel’s 17-year blockade on Gaza.

Whether anyone can now stop a bigger war is highly uncertain. But there was one word that stood out in Biden’s immediate remarks after the Hamas attacks, and that was “don’t.” “To any country, any organization, anyone thinking of taking advantage of the situation, I have one word,” he said. “Don’t.”

However, this is now being drowned out by furious cries for revenge. Wrath has its grip on all parties in the region, as old hatreds and grievances play out and the tit-for-tat blows accelerate. Much like Mark Antony’s exhortation in Shakespeare’s “Julius Caesar,” “Cry ‘Havoc!’, and let slip the dogs of war” is now the sentiment being heard here, obscuring reason and leaving diplomacy struggling in its wake.

In the immediate aftermath of last week’s slaughter, righteous fury had understandably gripped Israelis. Netanyahu channeled that rage, vowing “mighty vengeance” against Hamas for the surprise attacks, pledging to destroy the Iran-backed Palestinian militant group. “Every Hamas terrorist is a dead man,” he said days later.

However, Israel hasn’t officially announced it will launch a ground mission — something it has refrained from doing in recent years due to the risk of losing a high number of soldiers. But it has massed troops and armor along the border, drafted 300,000 reservists — the biggest call-up in decades — and two days after the Hamas attacks, Netanyahu reportedly told Biden that Israel had no choice but to launch a ground operation. Publicly, he warned Israelis the country faced a “long and difficult war.”

The one hope that havoc won’t be unleashed in the region now rests partly — but largely — upon Israel reducing its military goals and deciding not to launch a ground offensive on Gaza, which would be the most likely trigger for Hezbollah and its allies to commence a full-scale attack, either across the southern border or on the Golan Heights.

That was certainly the message from Ahmed Abdul-Hadi, Hamas’ chief representative in Lebanon. He told POLITICO that an Israeli ground offensive in Gaza would be one of the key triggers that could bring Hezbollah fully into the conflict, and that Hamas and Hezbollah are now closely coordinating their responses.

“Hezbollah will pay no attention to threats from anyone against it entering the war; it will ignore warnings to stay out of it. The timing of when Hezbollah wants to enter the war or not will relate to Israeli escalation and incidents on the ground, and especially if Israel tries to enter Gaza on the ground,” he said.

Lebanese politicians are now pinning their hopes on Israel not opting to mount a ground offensive on the densely populated enclave — an operation that would almost certainly lead to a high number of civilian casualties and spark further Arab outrage, in addition to a likely Hezbollah intervention. They see some possibility in Biden’s warning that any move by Israel to reoccupy Gaza would be a “big mistake” — a belated sign that Washington is now trying to impose a limit on Israel’s actions in retaliation for the Hamas attacks.

And how that dovetails with Netanyahu’s stated aim to “demolish Hamas”and “defeat the bloodthirsty monsters who have risen against us to destroy us” is another one of the major uncertainties that will determine if the dogs of war will be fully unleashed.

At the moment, however, an apparent pause in Israeli ground operations is giving some a reason to hope. While assembled units are on standby and awaiting orders, on Tuesday an Israel military spokesman suggested a full-scale ground assault might not be what’s being prepared.

Michael Young, an analyst at the Carnegie Middle East Center in Beirut, suspects a “rethink” is underway, likely prompted by Israeli military chiefs’ realization that a ground offensive wouldn’t just be bloody, it wouldn’t rid Gaza of Hamas either. “When the PLO was forced out of Lebanon by Israel in 1982, it still was able to maintain a presence in the country and Yasser Arafat was back within a year in Lebanon,” he said.

Likewise, lawmaker Ashraf Rifi — a former director of Lebanon’s Internal Security Forces — told POLITICO he thinks Israeli generals are likely just as behind the apparent hold as their Western allies. “Military commanders are always less enthusiastic about going to war than politicians, and Israeli military commanders are always cautious,” he said.

“Let’s hope so, otherwise we will all be thrown into hell.”

Kosovo attack: Who benefits?

The European Union and the United States have been trying to persuade Serbia and Kosovo to end their enmity and normalize relations for more than a decade.

There were finally signs of promise in April, when Serbian President Aleksandar Vučić and Kosovo’s Prime Minister Albin Kurti finally gave tacit, if begrudging, approval to an EU-brokered plan that would see the two finally sprinkle some soil over the hatchet.

But despite all the cajoling and coaxing, it wasn’t to be.

U.S. and European officials have insinuated that Kurti was more to blame here, with EU foreign policy chief Josep Borrell drawing attention to the failure to establish an association of municipalities in northern Kosovo, which would have allowed Kosovo’s Serbs some autonomy in an enclave where they’re a majority.

Behind the scenes, U.S. and European officials have also quietly praised Vučić for a slow and halting tilt toward the West, secretly supplying some arms to Ukraine and moving to reduce Serbia’s dependency on Russian energy supplies.

This is why last week’s astonishing clash between armed Serbs and police in the village of Banjska, in northern Kosovo’s Zvečan municipality, is especially perplexing — and it’s worth asking whose interests it serves.

Kosovo’s leaders quickly blamed Vučić for the attack, which also involved a siege of an Orthodox monastery. A Kosovan policeman and three Serb gunmen were killed in the clash. And Kosovo’s President Vjosa Osmani said Friday that “the (armed) group simply exercised the intentions and the motives of Serbia as a country and Vučić as the leader.”

Osmani maintains Belgrade was trying to copy Moscow’s 2014 annexation of Crimea, which began with so-called little green men infiltrating the Ukrainian peninsula. “They are trying to carry out a Crimea model in the Republic of Kosovo, but we will absolutely not let that happen,” she added.

Kurti has called for sanctions to be imposed on Serbia for what he describes as a state-sponsored terrorist attack, warning that if the crime goes unpunished, Belgrade will repeat it. Vučić planned and ordered an attack in northern Kosovo “to destabilize” the country with the goal of starting a war, he said.

In response, Vučić has angrily denied these allegations but has noticeably hardened his rhetoric, possibly as a sop to Serbian ultra-nationalists. More alarmingly, however, Serbia has been building up its forces near the border with Kosovo since the deadly clashes, which the White House has described as “unprecedented.” And according to U.S. National Security Council spokesman John Kirby, on a phone call with Vučić, Secretary of State Antony Blinken urged an “immediate de-escalation and a return to dialogue.”

If Belgrade did have a hand in the attack, however, it would appear to pull against the caution Vučić has displayed since Russia’s invasion of Ukraine, hedging his bets between the West and Serbia’s traditional Slavic ally. Vučić didn’t join in on Western sanctions against Russia but has condemned the invasion, and says he’s keen to pursue Serbia’s bid for EU membership.

Marko Đurić, the Serbian ambassador to the U.S., echoes Vučić’s argument that planning or approving an attack in Kosovo at this juncture would make no sense and potentially ruin Belgrade’s improving relations with the West. “We have a lot to lose by any kind of escalation in Kosovo,” he told POLITICO — including harming the country commercially.

Đurić also said the attack has complicated the country’s domestic politics, noting that “the far right in Serbia is going to try and exploit this to the greatest extent possible.”

But Kosovo’s leaders have a case against Belgrade that needs answering.

To support the allegation that Vučić endorsed the attack, they highlight the role of Milan Radoičić, the deputy leader of the Serb List — a party that dominates Serb politics in northern Kosovo and has close links with Vučić’s Serbian Progressive Party.

Nicknamed the “boss of the north,” Radoičić admitted to organizing and leading the attack in a statement issued by his lawyer, saying he was solely responsible. “I didn’t inform anyone from the government structures of the Republic of Serbia about this, nor from the local political structures from the north of Kosovo and Metohija, nor did I get any help from them, because we already had had different views on the previous methods of resisting Kurti’s terror,” he said.

But Kurti dismisses the idea that Radoičić would have gone ahead without Vučić’s approval. “I have no doubt that Radiočić was only the executor. The one who planned and ordered this terrorist, criminal attack on our state, in order to violate our territorial integrity, national safety and state security, is none other than President Vučić,” he told reporters.

Other officials in Pristina also say it would be stretching credulity to think Aleksandar Vulin, the head of Serbia’s BIA intelligence agency, would have been unaware of a planned attack.

Bojan Pajtić, a Serbian law professor and former president of the autonomous province of Vojvodina within Serbia, agrees the Banjska provocation wouldn’t have gone ahead without the security agency’s knowledge, saying it is improbable that the BIA would have failed to notice an operation being prepared by a heavily armed formation consisting of dozens of people in such a small area. “The BIA normally knows who drank coffee with whom yesterday in Zvečan,” he said.

“When an incident occurs that is not accidental, but the result of someone’s efforts, you always wonder whose interests it is in,” Paltić said. “In this case, it is certainly not in the interest of Aleksandar Vučić, because after the last attempt at dialogue in Brussels, in the eyes of the West, in relation to Kurti, he still looked like a constructive partner.”

Pajtić isn’t alone in querying who’s interest the attack was in, and so far, both Washington and Brussels have been extremely cautious in their comments. European Commission spokesperson Peter Stano said the EU will wait for the completion of the investigation before coming to any conclusions on what he described as a terrorist attack. Washington, careful to keep its language neutral, hasn’t been specific about who it blames either.

This, of course, stands in sharp contrast to Moscow, which predictably grandstanded as Serbia’s traditional protector, accusing Pristina of ethnic cleansing in northern Kosovo — the very same lie used to try to justify Russian President Vladimir Putin’s full-scale invasion of Ukraine.

“This incident, the most serious example of violence in Kosovo for years, turned the tables on Vučić,” said Dimitar Bechev, a visiting scholar at Carnegie Europe. And he, too, questioned whether the attack was a rogue operation by Serbian ultra-nationalists and Kosovo’s Serb leaders.

“Should the story of Radoičić freelancing be corroborated, it would appear that Vučić has lost control over his erstwhile proxies,” he said.

Armenians find themselves pushed aside yet again

Last week, U.N. Secretary-General António Guterres warned that the world is “inching ever closer to a great fracture in economic and financial systems and trade relations.”

That may be so, but not when it comes to Azerbaijan.

A country a third of the size of Britain and with a population of about 10 million, Azerbaijan has faced few problems in bridging geopolitical divisions. And recently, Baku has been offering a masterclass in how to exploit geography and geology to considerable advantage.

From Washington to Brussels, Moscow to Beijing, seemingly no one wants to fall out with Azerbaijan; everyone wants to be a friend. Even now, as Armenia has turned to the world for help, accusing Baku of attempted ethnic cleansing in disputed Nagorno-Karabakh — the land-locked and long-contested Armenian enclave in Azerbaijan.

Warning signs had been mounting in recent weeks that Baku might be planning a major offensive, which it dubbed an “anti-terrorist operation,” and Armenia had been sending up distress flares. But not only were these largely overlooked, Baku has since faced muted criticism for its assault as well.

Western reaction could change, though, if Azerbaijan were to now engage in mass ethnic cleansing — but Baku is canny enough to know that.

Since Russia invaded Ukraine, Azerbaijan has been courted by all sides, becoming one of the war’s beneficiaries.

On a visit to Baku last year, European Commission President Ursula von der Leyen had only warm words for the country’s autocratic leader Ilham Aliyev, saying she saw him as a reliable and trustworthy energy partner for the European Union.

Then, just a few weeks later, Alexander Lukashenko — Russian President Vladimir Putin’s satrap in Belarus — had no hesitation in describing Aliyev as “absolutely our man.”

Is there any other national leader who can be a pal of von der Leyen and Lukashenko at the same time?

Aliyev is also a friend of Turkey; Baku and Beijing count each other as strategic partners, with Azerbaijan participating in China’s Belt and Road Initiative; and the country has been working on expanding military cooperation with Israel as well. In 2020 — during the last big flare-up in this intractable conflict — Israel had supplied Azerbaijan with drones, alongside Turkey.

That’s an impressive list of mutually exclusive friends and suitors — and location and energy explain much.

Upon her arrival in Azerbaijan’s capital last year, von der Leyen wasn’t shy about highlighting Europe’s need to “diversify away from Russia” for its energy needs, announcing a deal with Baku to increase supplies from the southern gas corridor — the 3,500-kilometer pipeline bringing gas from the Caspian Sea to Europe.

She also noted that Azerbaijan “has a tremendous potential in renewable energy” in offshore wind and green hydrogen, enthusing that “gradually, Azerbaijan will evolve from being a fossil fuel supplier to becoming a very reliable and prominent renewable energy partner to the European Union.”

There was no mention of Azerbaijan’s poor human rights record, rampant corruption or any call for the scores of political prisoners to be released.

Azerbaijan uses oil and gas “to silence the EU on fundamental rights issues,” Philippe Dam of Human Rights Watch complained at the time. “The EU should not say a country is reliable when it is restricting the activities of civil society groups and crushing political dissent,” he added.

Eve Geddie, director of Amnesty International’s Brussels office, warned: “Ukraine serves as a reminder that repressive and unaccountable regimes are rarely reliable partners and that privileging short-term objectives at the expense of human rights is a recipe for disaster.”

But von der Leyen isn’t the first top EU official to speak of Azerbaijan as such a partner. In 2019, then EU Council President Donald Tusk also praised Azerbaijan for its reliability.

Since Russia invaded Ukraine, however, the EU’s courting has become even more determined — and, of course, the bloc isn’t alone. Rich in oil and gas and located between Russia, Iran, Armenia, Georgia and the Caspian Sea, Azerbaijan is a strategic prize, sitting “on the crossroads of former major empires, civilizations and regional and global powerhouses,” according to Fariz Ismailzade of ADA University in Baku.

And Azerbaijan’s growing importance in the latest great game in Central Asia is reflected in the increase in foreign diplomatic missions located in its capital — in 2005 there were just two dozen, now there are 85.

For Ankara, and Beijing — eager to expand their influence across Central Asia — Azerbaijan is a key player in regional energy projects, as well as the development of new regional railways and planned infrastructure and connectivity projects.

Thanks to strong linguistic, religious and cultural ties, Turkey has been Azerbaijan’s main regional ally since it gained independence. But Baku has been adept at making sure it keeps in with all its suitors. It realizes they all offer opportunities but could also be dangerous, should relations take a dive.

And this holds for all the key players in the region, whether it be the EU, Turkey, China or Russia. The reason Baku can get on with a highly diverse set of nations — and why there likely won’t be many serious repercussions for Baku with this latest military foray — is that no one wants to give geopolitical rivals an edge and upset the fragile equilibrium in Central Asia. That includes its traditional foe Iran – Baku and Tehran have in recent months been trying to build a détente after years of hostility.

For the Armenians, so often finding themselves wronged by history, this is highly unfortunate. They might have been better advised to follow Azerbaijan’s example and try to be everyone’s friend, instead of initially depending on Russia, then pivoting West — a pirouette that’s lost them any sympathy in Moscow.

But then again, Armenia hasn’t been blessed with proven reserves of oil or natural gas like its neighbor.

Poland turns toward bets on offshore wind

The development of offshore wind farms in Poland has never before taken place on such a large scale. The PGE Group is the biggest investor in offshore wind farms in the Polish part of the Baltic Sea in terms of wind turbine capacity. As part of its offshore program, the PGE Group is currently implementing three offshore wind farm projects.

Two of them are the offshore wind power plants Baltica 2 and Baltica 3, which comprise the Baltica Offshore Wind Farm with a total capacity of 2.5GW. PGE is implementing this project together with the Danish partner Ørsted. Both phases of the Baltica offshore wind farm have location decisions, environmental decisions, and grid connection agreements with the operator, and have been granted the right to a Contract for Difference (CfD).

As part of its offshore program, the PGE Group is currently implementing three offshore wind farm projects.

Last April, PGE and Ørsted took a major step in the Baltica 2 project. They signed the first of the contracts for the supply of wind turbines. Subsequently, they also signed a contract for the supply of offshore substations in June. Baltica 2 is expected to start producing green energy in 2027, while the entire Baltica Offshore Wind Farm will be completed within this decade.

Independently of the Baltica Offshore Wind Farm, the PGE Group is developing a third project, Baltica 1. Commissioning is scheduled after 2030 and its capacity will be approximately 0.9GW. The project already has a location permit and a connection agreement. In May 2022, wind measurement studies for this project started, followed by environmental studies in autumn 2022. The energy produced by all three farms will supply nearly 5.5 million households in Poland.  This means that more than a third of all Polish households will be provided with energy from wind power.

Baltica 2 is expected to start producing green energy in 2027, while the entire Baltica Offshore Wind Farm will be completed within this decade.

At the same time, the PGE Group has received final decisions on new permits for the construction of artificial islands for five new areas to be developed in the Baltic Sea, which will enable the construction of further offshore wind power plants in the future. The total capacity potential from the new areas provides PGE with more than 3.9GW. Considering the projects currently under development (Baltica 2, Baltica 3 and Baltica 1) with a total capacity of approximately 3.4GW, PGE Capital Group’s offshore wind portfolio may increase to over 7.3GW by 2040.

Offshore wind — a new chapter for the Polish economy

A long-term vision for the development of the Polish offshore wind sector, based on the carefully assessed potential of this technology, will support the development of the energy sector in Poland. The benefits of offshore wind development in Poland should be considered in several aspects — first and foremost, due to their total capacity, offshore wind farms will become a very important new source of clean, green energy for Poland in just a few years.

“Offshore wind energy will make a significant contribution to Poland’s energy mix. The three projects currently under construction by the PGE Group, with a total capacity of almost 3.5GW, will generate electricity for almost 5.5 million households. All the investments planned for the Baltic Sea are crucial for strengthening Poland’s energy security. Regarding the Polish economy, in particular the economy of the entire Pomerania region, the construction of offshore wind farms will provide a strong development stimulus. This is not only about businesses closely related to wind energy, such as companies supplying components for offshore wind power plants. Jobs will also be created by businesses willing to join the development of this new sector and take advantage of the opportunities it brings,” said Wojciech Dąbrowski, president of the management board of PGE Polska Grupa Energetyczna S.A.

All the investments planned for the Baltic Sea are crucial for strengthening Poland’s energy security.

The construction of offshore wind farms will ensure Poland’s energy security

The development of offshore wind is also crucial to Poland’s energy security and independence. Thanks to the production of energy from renewable sources, there is no need to import fossil fuels from abroad or rely on dwindling domestic coal resources.

This means that Poland will not be dependent on external fuel suppliers or various international developments. The ability to generate electricity independently contributes to strengthening the country’s energy sovereignty.

Energy, environmental and social benefits

Poland has ambitions and capabilities to become one of the leaders in offshore wind energy development in the Baltic Sea and even in Europe. We have plenty of resources for the development of offshore wind farms because of our favorable geographical location and natural conditions — strong, stable winds and the relatively shallow considerable area of the Baltic Sea, located in the exclusive economic zone. The Baltic Sea has some of the best wind conditions not only in Europe but also in the world, which are comparable to those in the North Sea.

Offshore wind energy is a key element of sustainable development. For Poland, green wind energy means savings, security and energy independence at the same time. Electricity from renewable sources is less expensive than that generated from fossil fuels. By choosing green energy, consumers can save on their electricity bills while at the same time supporting the development of a green energy sector. As a zero-emission energy source, it contributes to achieving climate policy goals and minimizing negative environmental impact. It is a huge step towards reducing greenhouse gas emissions. The creation of an infrastructure for the construction of alternative energy sources with wind farms will ensure the diversification of energy sources.

Knowledge gaps for perishable liquid food packs threaten Green Deal

Policymakers are currently deliberating on packaging reuse targets in the proposed EU Packaging and Packaging Waste Regulation (PPWR). But do they have the necessary evidence to make those decisions for all packaged products? A systematic review of 159 relevant scientific studies on packaging alternatives for perishable liquid foods[1] — milk, juices, nectars and plant-based drinks — suggests there is a clear gap in holistic impact assessment knowledge.

Packaging of perishable liquid foods exists in various forms such as aseptic paper-based beverage cartons or non-aseptic solutions such as plastic or glass bottles. Each packaging solution has an impact on the quality, safety and shelf life of the food it contains. In assessing packaging solutions, efforts should be made to understand the wider context of reuse targets for perishable liquid foods, with consideration for packaging types, food security, food safety, food waste and environmental impacts.

Consequently, policymakers served only with evidence of packaging impacts could be misled and make inaccurate decisions when discussing the measures included in the proposed EU Packaging and Packaging Waste Regulation (PPWR). This risks undermining the EU’s Green Deal ambitions.

The importance of the analysis

One of the primary objectives of the proposed PPWR is to ensure that “all packaging in the EU is reusable or recyclable in an economically viable way by 2030”, in line with the EU Green Deal and the EU Circular Economy Action Plan. Setting reusable packaging targets was always likely to spark a robust debate with the food industry. The European food system uses a large amount of packaging and the use of single-use packaging in particular has grown significantly in the past decades. For perishable liquid foods, producers today prefer recyclable single-use packaging — such as aseptic beverage cartons — for the sale of 75 percent of milk, 59 percent of juices and a major share of plant-based drinks in the EU[2].

We undertook a comprehensive and systematic analysis of all identifiable studies on single-use versus reusable packaging for perishable liquid foods.

With a specific focus on the 154 billion liters of perishable liquid foods produced in the EU each year[3], a more fundamental question occurred to the Packaging Logistics division in the Faculty of Engineering at Lund University. We wondered if a sufficient body of evidence existed to help policymakers make packaging reuse decisions, so we undertook a comprehensive and systematic analysis of all identifiable studies on single-use versus reusable packaging for perishable liquid foods.

The scale of the knowledge gap that we uncovered was eye-opening.

Findings from the study

Based on an analysis of 159 identified scientific papers, we came to three main conclusions.

First, the research and knowledge of food waste for single-use packaging compared to reusable packaging alternatives for perishable liquid foods was clearly insufficient. No studies were found that evaluated reusable packaging for such foods in relation to food waste, consequently no studies were found comparing single-use packaging with reusable packaging in this regard. A few studies were found that evaluated different single-use packaging alternatives in terms of the packaging and the liquid food being contained, finding that multilayer carton packages had the lowest environmental impact. Most environmentally-focused studies on food packaging did not consider the food saved or wasted.

The research and knowledge of food waste for single-use packaging compared to reusable packaging alternatives for perishable liquid foods was clearly insufficient.

Second, there were few studies comparing reusable and single-use packaging for perishable liquid foods in terms of food safety and quality. Instead, the majority of sampled papers simply provided insights and evidence for critical factors to be considered in food production and supply chain handling to keep liquid foods safe and of sufficient quality. This analysis surfaced several challenges related to reusable packaging, some related to food safety and others to quality limitations. For example, some studies pointed out quality-related challenges from plastic refillable bottles, such as the absorption of chemicals from previous use.

Finally, while there were many papers addressing shelf life as a critical aspect for perishable liquid foods — and many that empirically provided evidence of lower food waste in retail and at the consumer stage when shelf life is prolonged — there were still sizable knowledge gaps. No studies were found that compared the shelf life of single-use versus reusable packaging for perishable liquid foods. None were found that evaluated the shelf life of reusable packaging for such foods in relation to food waste, and none were found that clarified what optimal shelf life is for different products.

In our view, the key knowledge gaps at this time are: evidence of food waste impacts for reusable alternatives, so that a comparison with recyclable single-use packaging is possible; comparative studies on food safety and quality impacts through using single-use and reusable alternatives; shelf life comparisons; impact assessments that also take into account climate and land-use impacts; and, most importantly, food packaging studies that take into account the product that the packaging contains and protects. 

Key knowledge gaps need to be addressed

Policymakers should be insisting on accessing a more holistic knowledge base built on assessment of impact, before they finalize reusable packaging targets in the PPWR. 

The evidence we have today suggests that greater food safety, food security and food quality could be achieved by increasing the use of recyclable single-use packaging.

A more holistic perspective is crucial to help policymakers avoid measures that might miss higher environmental gains, compromise consumers’ health and wellbeing, and reconfigure the packaging industry. Further knowledge might indicate that reusable packaging for perishable liquid foods is feasible under specific circumstances. However, the evidence we have today suggests that greater food safety, food security and food quality could be achieved by increasing the use of recyclable single-use packaging. Support for that choice is already demonstrated today through the packaging chosen by the majority of European milk, juice and plant-based drink producers.

Vienna seeks to calm Selmayr ‘blood money’ furor

Austrian Foreign Minister Alexander Schallenberg signaled his government was de-escalating a row with the EU’s senior representative in the country, Martin Selmayr, who last week accused Vienna of paying “blood money” to Moscow by continuing to purchase large quantities of Russian gas.

“Everything has already been said about this,” Schallenberg said over the weekend in a written response to questions from POLITICO on the affair. “We are working hard to drastically reduce our energy dependency on Russia and we will continue to do so.”

Austrian officials insist that the country’s continued reliance on Russian gas is only temporary and that it will wean itself off by 2027 (over the past 18 months, the share of Russian gas in Austria has dropped from 80 percent to an average of 56 percent).

Some experts question the viability of that plan, considering that OMV, the country’s dominant oil and gas company, signed a long-term supply deal with Gazprom under former Chancellor Sebastian Kurz that company executives say is virtually impossible to withdraw from.

Those complications are likely one reason why Vienna — even as its officials point out that Austria is far from the only EU member to continue to rely on Russian gas — doesn’t want to dwell on the substance of Selmayr’s criticism.

“We should rather focus on maintaining our unity and cohesion within the European Union in dealing with Russia’s war of aggression on Ukraine,” Schallenberg told POLITICO. “We can only overcome the challenges ahead of us in a united effort.”

Schallenberg’s remarks follow a decision by the European Commission on Friday to summon Selmayr to Brussels to answer for his actions. A spokesman for the EU executive on Friday characterized the envoy’s comments as “not only unnecessary, but also inappropriate.”

Given that the Austrian government is led by a center-right party, which is allied with European Commission President Ursula von der Leyen’s European People’s Party bloc, the sharp reaction from Brussels is not surprising. An official close to the Austrian government said Vienna had not demanded Selmayr’s removal.

Selmayr made the “blood money” comment, by his own account, while defending the Commission chief. He told an Austrian newspaper that he made the remark during a public discussion in Vienna on Wednesday in response to an audience member who accused von der Leyen of “warmongering” in Ukraine and having “blood on her hands.”

“This surprises me, because blood money is sent to Russia every day with the gas bill,” Selmayr told the audience.

Selmayr expressed surprise that there wasn’t more public outcry in Austria over the country’s continued reliance on Russian natural gas, which has accounted for about 56 percent of its purchases so far this year. (A review of a transcript of the event by Austrian daily Die Presse found no mention of the comments Selmayr attributed to the audience member, however.)

Austria’s deep relationship to Russia, which has continued unabated since Moscow’s full-scale invasion of Ukraine, has prompted regular criticism from its European peers.

Even so, the EU envoy’s unvarnished assessment caused an immediate uproar in the neutral country, especially on the populist far right, whose leaders called for Selmayr’s immediate dismissal.

Schallenberg’s ministry summoned Selmayr on Thursday to answer for his comments and the country’s Europe Minister, Karoline Edtstadler, called the remarks “dubious and counterproductive.” Some in Vienna also questioned whether Selmayr, who as a senior Commission official helped Germany navigate the shoals of EU bureaucracy to push through the controversial Nord Stream 2 pipeline — thus increasing Europe’s dependency on Russian gas — was really in a position to criticize Austria.

Nonetheless, Selmayr’s opinion carries considerable weight in Austria, given his history as the Commission’s most senior civil servant and right-hand man to former Commission President Jean-Claude Juncker.

Though Selmayr, who is German, has a record of living up to his country’s reputation for directness and sharp elbows, even his enemies consider him to be one of the EU’s best minds.

His rhetorical gifts have made him a considerable force in Austria, where he arrived in 2019 (after stepping down under a cloud in Brussels). He is a regular presence on television and in print media, weighing in on everything from the euro common currency to security policy.

After Austrian Chancellor Karl Nehammer recently pledged to anchor a right to pay with euro bills and coins in cash-crazed Austria’s constitution, for example, Selmayr reminded his host country that that right already existed under EU law. What’s more, he wrote, Austrians had agreed to hand control of the common currency to the EU when they voted to join the bloc in 1994.

A few weeks later, he interjected himself into the country’s security debate, arguing that “Europe’s army is NATO,” an unwelcome take in a country clinging on to its neutrality.

Though Selmayr’s interventions tend to rub Austria’s government the wrong way, they’ve generally hit the mark.

The latest controversy and Selmayr’s general approach to the job point to a fundamental divide in the EU over the role of the European Commission’s local representatives. Most governments want the envoys to serve like traditional ambassadors and to carry out their duties, as one Austria official put it to POLITICO recently, “without making noise.”

Yet Selmayr’s tenure suggests that the role is often most effective when structured as a corrective, or reality check, by viewing national political debates through the lens of the broader EU.  

In Austria, where the anti-EU Freedom Party is leading the polls by a comfortable margin ahead of next year’s general election, that perspective is arguably more necessary than ever.

How has INTERPOL’s role in the fight against organised crime evolved?

As INTERPOL celebrates its 100th birthday, Euronews sat down with Secretary General Jürgen Stock to see how the global policing organisation adapts, reacts and keeps its guard in a world of ever-evolving forms of organised crime.

Since international organised crime became global, it has been increasingly merging with world politics and world economics. 

This means new challenges are ahead for international organisations and law enforcement agents. Euronews’ Sergio Cantone spoke to the Secretary General of INTERPOL, Jürgen Stock, outside their HQ in Lyon, France, about this topic.

Sergio Cantone, Euronews (SC): How has the cooperation among police forces and the exchange of information been working since the beginning of the war in Ukraine?

Jürgen Stock, Secretary General of INTERPOL (JS): INTERPOL’s mandate is that despite political circumstances, despite the difficult situation, we try to facilitate at least a minimum level or the best possible level of international police cooperation. So, if it is a political conflict, of course, we have to avoid that our tools and services are being abused for political purposes, and we are taking that role very seriously, on the one hand. On the other hand, we say we keep the channels of international police cooperation open because, again, criminals exploit any kind of crisis we are having. In particular, to the conflict between Russia and Ukraine, we are very concerned about the weapons that are being delivered and that as soon as the weapons are silent might end up in other theatres around the world. We have seen that in the Balkans. There are many examples. We have seen that criminals try to exploit desperate victims of this conflict who try to leave the country looking for shelter: for example women, and children.

SC: Can you count on the full cooperation, for instance, of the Russian police and security services when it comes to access to databases and full cooperation in terms of providing you names or even evidence of these criminal activities?

JS: INTERPOL is providing a platform for international police cooperation. And what we see is, in regard to this conflict, that there is still some, if I may say, traffic going on, some exchange of information in regards to what we call ordinary law crime. So, not politically motivated crime, this is where INTERPOL has to stay away because we are not a political organization.

SC: Yes, Article three of the statute [constitution].

JS: Article three, is for us of utmost importance. And the Constitution says we have to strictly apply that rule. But there’s ordinary law crime. They are simply criminals who try to exploit that crisis and we are working hard to connect our member countries in the region, all countries.

SC: Even because criminal organisations were already active well before the war. You have already mentioned the ‘Ndrangheta, for instance, from Italy, they had very developed networks both in Ukraine and in Russia. And it’s very difficult to think that now, because of the war, this network has been cut.

JS: Now, you are right. We have to understand the flexibility of transnational organized crime. They are permanently looking for new opportunities to make money. We have seen that during the pandemic, a kind of parallel pandemic of cyber-enabled crime, for instance, where the criminals very quickly shifted to the new vulnerabilities. And again, vulnerabilities in today’s world, unfortunately, we have a lot around the world, are being considered opportunities for criminals. Our databases are being searched statistically every second as we speak here. More than 280 times. Because you cannot capture the complexity of today’s crime if you are not using such a centralized platform where you collect all the information. And, our ambition is to give the information back enriched. So, helping connect the dots.

SC: Can you rely on your Russian colleagues?

JS: I mean, important is that we are not rubber stamping any information that is coming from our member countries. That applies to all member countries that I have been setting up a huge apparatus here in the Secretariat 2016 and in the following years to check every piece of information. For instance, a request to publish a Red notice which is this famous, very successful tool that helps every year arresting thousands of criminals around the world. But to ensure that this instrument and other instruments are not being used, abused, or misused for political purposes, for military purposes.

SC: There are crimes that are being perpetrated by organized crime that are inherently related to military aspects, for instance, arms trafficking. So how do you deal with this?

JS: 5% of the information requires an in-depth scrutiny process. And again, I’ve been developing a complex process here and a big team of experts who are doing it. If we have serious doubts that a request is not in line with our Constitution, we decline the request.

SC: There are cases of violations of human rights, child abuse, and human trafficking that are also taking place. But many of these crimes are part of what is being considered as war crimes. How do you deal with that?

JS: It’s a case-by-case consideration. As you said, there was no black and white. It requires a good team that is assessing a case from different directions. It requires us also to collect information from various sources, not just the requesting country, but other countries who might have information on a person, whether this person, for instance, has been granted protective status, or refugee status. This is the reason for us to not take any action and to decline any request, for instance, for a red notice.

SC: The AI is strongly related to the virtual world of the Internet, and it’s already in an extra-legal world and many crimes are taking place there. So what are you asking to the, say, state actors, world leaders, or international institutions?

JS: I mean, first of all, everybody has to understand the complexity and the threat that these types of crime are posing for national security. We are contributing, for instance, to artificial intelligence in a product that we have been distributing very recently, a toolkit for national law enforcement, for the responsible use of artificial intelligence. We cannot tell our member countries what they have to do, but at least we want to provide guidance to use these tools because they must be used. Otherwise, we cannot deal with these big data, the mass availability of information we can. And that helps INTERPOL, for instance, with our database online of child sexual exploitation, which we have been rescuing since the creation, more than 30,000 victims of sexual abuse. And every photo, every image is a crime scene.

SC: Don’t you think that there is a shortcoming at the base because the Internet lobby in the United States has a strong grip on the federal government?

JS: It’s not only about particular countries. This is a global threat of course, a little bit different because it has a global dimension.

SC: But most of these companies are coming from the US

JS: Of course. Yeah, but we have to we have that discussion for quite a while, maybe ten or 15 years about it: security regulation that perhaps is required. So, we are telling lawmakers, look, the situation is very serious. These are issues that concern the national security all over the world. It’s not up to INTERPOL to decide what kind of political consequences are being drawn, but could you imagine that INTERPOL would not exist? 100 years after its creation, a platform where member countries could share information despite political turbulences even if diplomatic ties do not exist or countries are in conflict? And it’s INTERPOL that is telling member countries to which extent a transnational organised club has been spreading its tentacles to different continents. And that is the real dimension of the organised crime today. It’s not just international crossing borders, crossing continents. It’s like a criminal global enterprise.

Putin’s media machine turns on ‘traitor’ Prigozhin

From national hero to drug-addled, bewigged zero: the Kremlin’s propaganda machine has turned against Wagner Group founder Yevgeny Prigozhin.

In a sensational report on state-run Rossiya-1’s “60 Minutes” program on Wednesday evening, the Kremlin’s propaganda attack dogs played footage of what they claimed was a raid of Prigozhin’s mansion and offices, showing cash, guns, drugs, a helicopter, multiple (Russian) passports — and a closet full of terrible wigs.

“The investigation is continuing,” said pundit Eduard Petrov at the top of the program, referring to the probe into the mutiny led by Prigozhin last month, during which the leader of the Wagner Group of mercenaries marched his men to within 200 kilometers of Moscow in a bid to oust the country’s military leadership. “In reality, no one planned to close this case,” he added.

It was an open declaration of war on Prigozhin, and came after Russian President Vladimir Putin and his aides issued improbable assurances that the criminal case into those who had organized the mutiny would be dropped if the warlord and his Wagnerites agreed to either disarm, sign contracts with the Russian defense ministry, or leave for Belarus. On Thursday morning, Belarusian President Alexander Lukashenko, who ostensibly negotiated the exile agreement with Prigozhin and Putin, told state media the warlord was not in the country.

“We need to figure out who was on whose side,” Petrov pronounced on “60 Minutes.” “Who was on the mutineers’ side? They should be punished and brought to criminal justice. So the nation understands that if a person acts against their government, they will be punished very, very harshly. Not ‘see you later, I’m going out.’”

“Tomes” of evidence is being combed over by Russian authorities, a gloating Petrov told the audience of the evening show. “Very soon, very very soon, we will hear what stage the criminal case is at.”

Cue: Footage — obtained from unnamed siloviki (a term used to describe members of the military or security services) — of Russia’s special forces raiding what Petrov described as Prigozhin’s “nest” — aka the offices of his now-shuttered Patriot Media company, and his palatial home.

“I believe the image of Yevgeny Prigozhin as a champion of the people was entirely created by Yevgeny Prigozhin’s well-fed media empire,” Petrov said contemptuously and seemingly unironically — never mind that Rossiya-1 itself portrayed Prigozhin as a hero mere weeks ago.

Remaking a murder

Until recently, the Kremlin’s propagandists painted Prigozhin, a 62-year-old one-time caterer and convicted felon, as a macho hero, a Russian Rambo decapitating traitors with sledgehammers on the front line.

Things got complicated when Prigozhin began publicly railing against Russia’s Defense Minister Sergei Shoigu and Chief of the General Staff Valery Gerasimov, ranting and raging to his growing cadre of devoted fans on social media.

Still, Prigozhin never criticized Putin, and Putin allowed Prigozhin to continue building his brand, so long as his men kept holding down the fort in the most brutal battles in the war on Ukraine. Then Prigozhin crossed the line by marching his men on Moscow.

Putin’s retribution was always going to be brutal — first, though, he’s destroying Prigozhin’s image and undermining his reputation.

Back to Wednesday night’s “60 Minutes.”

“Why did we forget about Prigozhin’s past?” an impassioned Petrov asked. “Everyone knew about it. Everyone talked about it. Spoke about the fact that he has been on trial twice. His criminal past.”

Showing footage of what he said was Prigozhin’s 600 million ruble (€6 million) mansion, Petrov crowed: “Let’s see how this champion of the truth lived — a twice-convicted champion — a champion who spoke about how everyone around him is stealing.

“Inside Yevgeny Prigozhin’s little house there’s currency lying around like this, in a box, held together by rubber bands,” Petrov continued. “Now let’s see the palace of the fighter of corruption and criminality, Yevgeny Prigozhin. Here’s his palace. Here’s his house. His daughter sometimes posts videos from here, by the way — and she’s not always in good condition.”

Then, the pièce de résistance of the video: a closet full of bad wigs.

“Oh!” exclaimed Petrov as the footage rolled. “This is a closet full of Yevgeny Prigozhin’s secrets — wigs! Why does he need wigs at his house?”

It wasn’t long until Telegram, the social media platform popular among Russians, was flooded with photos of Prigozhin in a variety of wigs and disguises. (Though intriguingly, the photos appeared to come from a Prigozhin-friendly account called “Release the Kraken,” which said it had sourced them from the Patriot Media archive.)

The program also aired footage of what Petrov speculated were drugs found in Prigozhin’s mansion. A Prigozhin-friendly Telegram account which has previously featured voice messages from the warlord himself denied the house in the video belonged to Prigozhin, and claimed the “drugs” were actually laundry detergent.

Divide and conquer

Wednesday night’s program was also designed to reassure Russians that not all Wagner fighters were traitors and mutineers — with his war effort stuttering, Putin can’t afford to lose tens of thousands of men from the front.

“There were worthy people in Wagner,” Petrov insisted — moments after a diatribe about Prigozhin recruiting some of Russia’s worst criminals into the mercenary army’s ranks.

“The majority!” cut in “60 Minutes” host Yevgeny Popov. “The majority of people acted heroically, took cities, served in good faith … and bought their freedom with blood.”

“What’s absolutely clear: Prigozhin is a traitor,” Popov continued. “But Wagnerites — the majority of them are heroic people who with guns in hand defended our motherland. And many of them were lied to.”

Referring to Prigozhin’s Concord catering company and other businesses that Putin admitted were fully funded by the Russian state, Popov said the warlord had received “billions in contracts.”

And seeking to cleave Prigozhin’s men from their exiled boss, Petrov said: “The question is whether this money reached the fighters and heroes of Wagner!”
