The oil boss, the islander, the ‘ecofeminist’: Five people to watch at COP28

World leaders, scientists and activists gather in Dubai this week for the latest UN-sponsored COP summit aimed at forging a global response to the climate emergency. From the controversial Emirati host Sultan al-Jaber to climate leader and Prime Minister Mia Mottley of Barbados, FRANCE 24 takes a look at some of the likely protagonists of the high-stakes gathering.  

The COP28 climate summit kicks off in the desert metropolis on Thursday, November 30, drawing representatives of almost 200 countries as well as a host of climate experts, activists and lobbyists. Some 70,000 delegates are expected to attend the 13-day gathering, which will be the largest – and, arguably, most controversial – COP to date.  

The high-stakes summit in the oil-rich United Arab Emirates will be closely scrutinised, with tough negotiations on fossil fuels and climate financing on the agenda. A number of high-profile figures will be in the spotlight, none more so than the event’s Emirati president and host, Sultan al-Jaber.

News that COP28 would be headed by the host country’s oil supremo immediately sparked a firestorm of criticism. At 50, the Emirati industry minister is an habitué of climate negotiations, having already led his country’s delegations at COP26 in Glasgow and the following gathering in Sharm el-Sheikh. The founder of renewable energies firm Masdar, he likes to tout his credentials as the face of clean energy in the UAE.  

But al-Jaber is also the chief executive of Adnoc, the country’s state oil company – a title many climate activists say disqualifies him from chairing a summit aimed at combating the global warming caused in large part by fossil fuels.   

The COP28 president bristles at accusations that he has a conflict of interest. “I’m someone who spent the majority of his career in sustainability, in sustainable economic development and project management, and renewable energy,” he told AFP in July.  

He has managed to soothe a number of sceptics in the build-up to the summit, including Harjeet Singh of the influential coalition Climate Action Network International, which brings together some 1,900 NGOs.  

“He’s very straightforward, he’s open to listening,” Singh told AFP this week, though cautioning that the pair “agree to disagree” on several issues.  


A first turning point came at a June conference in Bonn, Germany, when al-Jaber described the reduction of fossil fuels as “inevitable” – an unprecedented step for a Gulf official. The next month, the Adnoc CEO reiterated in a letter to COP28 parties that “phasing down demand for, and supply of, all fossil fuels is inevitable and essential”, setting out ambitious targets for renewable energies and climate financing.  

Just days before the summit’s opening, however, al-Jaber’s position was weakened by a BBC report revealing that the UAE planned to use its role as the host of UN climate talks as an opportunity to strike oil and gas deals – allegations he promptly denied.  

“This is exactly the kind of conflict of interest we feared when the CEO of an oil company was appointed to the role,” Greenpeace’s climate policy head Kaisa Kosonen wrote in a post on the social media network X.  

It remains to be seen whether al-Jaber will be able to influence/guide/lead the nearly 200 states taking part in the summit to broker an agreement on an ambitious text. Dozens of countries have already announced their intention to include an explicit call to reduce fossil fuels, something no COP has ever achieved.

Mia Mottley’s bold oratory and climate advocacy have catapulted the charismatic leader of tiny Barbados to the forefront of the battle against climate change, making her a champion of the ‘Global South’ nations most vulnerable to the effects of rising seas and global warming.  

A lawyer by training, the Caribbean island’s prime minister shot to prominence in 2021 with an impassioned speech to the UN General Assembly, in which she cited the Bob Marley hit “Get Up, Stand Up” to spur concrete action on climate change.  

“In the words of Robert Nesta Marley … who will get up and stand up for the rights of our people?” she asked.

“Who will stand up in the name of all those who have died because of the climate crisis or will stand up for the small island developing states who need [to keep global warming below] 1.5° Celsius to survive?”  


Her role at COP27 in Glasgow the following year cemented her standing as a world leader on climate change. She notably spearheaded successful efforts to establish a Loss and Damage Fund, designed to provide financial assistance to nations most vulnerable and impacted by the effects of climate change.   

Mottley, 58, also played a key part in a summit held in Paris last June for a new global financial pact. The gathering hosted by French President Emmanuel Macron aimed to achieve greater climate justice by writing off the debt of less-developed countries, setting up a guarantee fund backed by development banks and the International Monetary Fund and taxing the profits of fossil fuel companies.  

Her inspirational advocacy earned her a place on TIME magazine’s list of The 100 Most Influential People of 2022. Writing in the magazine, Ngozi Okonjo-Iweala, director-general of the World Trade Organization, said Mia Mottley “is an embodiment of our conscience, reminding us all to treat our planet and therefore one another with love, dignity, and care”.

Such is Mottley’s rising fame and prestige that her name has reportedly been floated among possible candidates to head the United Nations after Secretary-General Antonio Guterres, whose mandate will come to an end in 2026.  

  • Xie Zhenhua, China’s veteran climate negotiator

Known as China’s “Mr Climate”, Xie Zhenhua has represented the world’s top CO2 emitter at every COP since 2007, making him a centrepiece of all recent climate negotiations. He was notably involved in hammering out the landmark Paris climate agreement in 2015.  

An engineer by training, the 74-year-old official has been at the head of the State Environmental Protection Administration since 1993 and is known for his diplomatic skills. In recent years, he has succeeded in forging a close relationship with his American counterpart John Kerry, the US climate envoy, despite the wider context of tense relations between the two superpowers.  

The personal rapport between Xie and Kerry will be all the more important in the absence of the two countries’ presidents, the White House having confirmed on Monday that President Joe Biden will not attend COP28.  

“Xie Zhenhua is a model for future climate diplomats,” former Greenpeace activist Li Shuo, now a researcher at the Asia Society Policy Institute, told AFP. “He is deeply committed to climate action and shows a willingness and ability to bridge the gap between China and the global community.”

A former presidential candidate, Brazil’s Environment Minister Marina Silva is an emblematic figure of the fight against deforestation in the Amazon. After four years of unprecedented destruction of the world’s largest rainforest under former president Jair Bolsonaro, she has made it her mission to save the so-called “lungs of the planet”.  

Silva served as environment minister during President Luiz Inacio Lula da Silva’s first term in office, between 2003 and 2008. She was reappointed to the job in January, following Lula’s defeat of his right-wing predecessor Jair Bolsonaro. Since then, she has secured a European Union commitment to invest €260 million in an Amazon Fund that Bolsonaro’s government had suspended.   

She is expected to push further at COP28, accompanied by Lula, with a proposal to set up a new fund to preserve tropical rainforests in some 80 countries. Speaking at a seminar in the run-up to the summit, Silva said the initiative would involve “a mechanism of payment per standing tree and per hectare of land” to help countries preserve their forests.  

  • Inez Umuhoza Grace, the voice of ‘ecofeminism’

Aside from the official country delegations, COP28 will draw a host of civil-society activists determined to weigh on the discussions. They include Ineza Umuhoza Grace, founder of Rwandan NGO The Green Protector, a women-led non-profit that aims to foster environmental awareness among youths. 

Umuhoza Grace, 27, is global coordinator for the Loss and Damage Youth Coalition, which brings together young people from the global South and North to demand action on helping countries most vulnerable to climate change.   

In an interview with the NGO Global Impact, Umuhoza Grace recalled how she first experienced the effects of the climate crisis at an early age when her family home in Rwanda was destroyed due to intensive rainfall and wind. It was only years later that she was able to link this formative experience to the changing climate. 

“I was watching the news one evening and then I saw on the television a particular area in my country where the community was being forced to move because of flooding and erosion,” she said. “On the television you could see that most of the people who were being displaced were women and children. And that reminded me of the powerless feeling that I had back then.”  

Umuhoza Grace studied environmental engineering at the University of Rwanda and describes herself as an “ecofeminist”. Her work focuses on advocacy and training, both petitioning global leaders at international events and sharing the science of climate change at the grassroots level.

“Everyone, everywhere is exposed (to the climate crisis),” she told Global Impact. “Everyone is vulnerable, but the level of vulnerability depends on the level of infrastructure already in place, the educational system, the funds and finance.” 

Her youth coalition plans to present 10 demands at COP28, including the full implementation of the Loss and Damage Fund that Barbados PM Mia Mottley successful pushed for at the COP27 gathering last year.

UK’s 2022 migration levels revised to a record-breaking high

The figures will likely be an embarrassment for Rishi Sunak’s Conservative government who consistently pledge to bring the levels down.

Net migration in the United Kingdom hit a record-breaking 745,000 in 2022, according to revised figures which also revealed some 672,000 people came to the UK in the 12 months to June 2023.

The numbers released by the Office for National Statistics (ONS) had previously been put at 606,000, which was deemed then to be a record high.

It’s a significant embarrassment for the country’s Conservative government, who have continuously insisted that it remains committed to reducing migration.

Led by Rishi Sunak, the party has already introduced measures to try to reduce the figure.

Among their initiatives was a plan to stop international students bringing their families with them when they study in the UK – except under very specific circumstances.

Even more controversially, Sunak’s plan to send asylum seekers to Rwanda was ruled unlawful by the Supreme Court earlier in November.

It was part of his attempt to stop small boats crossing the English Channel and a policy supported by many, including the New Conservatives group on the right of the party.

They have repeatedly called for ministers to close temporary visa schemes for care workers and to cap the number of refugees resettling in the UK at 20,000 – with the aim of reducing net migration to 226,000 by the time of the election, which is likely to be held next year.

It is now certain that these efforts have not come to fruition for the Conservatives as they had hoped.

The ONS release of the statistic – some 140,000 higher than first thought – has caused criticism from all parts of the political spectrum.

The Conservatives themselves have hit out at the numbers – with former cabinet minister Simon Clarke saying having legal migration at such a level was “unsustainable both economically and socially”.

MP Jonathan Gullis went one step further, calling the figures “completely unacceptable to the majority of the British people”, and suggesting that “drastic action” is needed.

The newly-installed Home Secretary James Cleverly has all but dismissed the figures – and the impact they’re likely to have – instead insisting that the government remained “completely committed to reducing levels of legal migration” and would also be “focusing relentlessly” on tackling illegal migration.

On the other side of the political fence, the Labour Party have been using the findings as a way to attack the Conservatives and their apparent failures.

Labour’s shadow home secretary, Yvette Cooper, says she and the party believe the statistics show “the scale of utter Tory failure on immigration, asylum, and the economy”.

It’s an interesting time for Sunak’s government – and its newest, surprise hire David Cameron.

In 2010, the then-prime minister – who is now Foreign Secretary Lord Cameron – pledged to bring net migration down to the “tens of thousands”.

Successive Tory governments have sought to move away from exact targets for reasons exactly like we are seeing now.

Sunak is under increasing pressure from the right of his party to reduce net migration, especially in light of the 2019 Tory manifesto – when Boris Johnson was in charge. It promised to bring the “overall number down”.

Home Secretary James Cleverly insists that he and the cabinet are “working across government on further measures to prevent exploitation and manipulation of our visa system, including clamping down on those that take advantage of the flexibility of the immigration system”.

Do the figures work both ways?

According to the ONS, most people arriving in the UK in the year to June 2023 were non-EU nationals.

They made up a total of 968,000 immigrants, followed by 129,000 EU citizens.

At the same time, both EU nationals and Britons were leaving the country in greater numbers.

Some 10,000 more EU nationals left than arrived in the UK and 86,000 more British nationals were seen to be leaving than arriving.

The net figure for non-EU people overall, though, was 768,000 more arriving than leaving.

Work was discovered to be the largest reason people from outside the EU migrated to the UK.

That figure was at 278,000 – and the first time employment was the most popular reason.

Against the Conservatives’ wishes, more foreign students were seen to be staying for longer – and bringing dependents or family members with them.

For those coming to the UK out of desperation, the number remained relatively stable.

Around 88,000 people were granted asylum, up from 73,000 in the year to June 2022 – when ongoing COVID-19 restrictions were still having more of an impact.

The ONS suggests that net migration has “increased sharply” since 2021 due to a rise in immigration from non-EU countries.

They include thousands of individuals arriving via humanitarian routes from the likes of Ukraine and Hong Kong.

The ONS figures show that the asylum backlog has fallen slightly.

At the end of June 2023, there were 175,457 people waiting for a decision on their asylum claim; that number dropped to 165,411 by the end of September.

But, that’s not as positive as it might seem, Sile Reynolds, Head of Asylum Advocacy at Freedom from Torture tells Euronews.

“The UK Government’s own data on asylum disproves the toxic and divisive narrative that has guided its punitive approach to refugees. These statistics leave no doubt that most people reaching our shores need sanctuary – men, women and children who have fled the most unimaginable horrors like torture and war, in places like Afghanistan, Syria and Iran,” Reynolds explains.

The charity also hit out at the government’s treatment of so-called “legacy backlog” cases.

They are, in simple terms, claims made before the end of June 2022, which are being cleared by the Conservatives at significant speed, with 28,202 cases taken care of in the last three months.

“The phenomenal rate at which ‘legacy’ claims are being decided – at nearly 8,000 per month – demonstrates what they can do when they want to deal with a problem”, Reynolds tells Euronews.

“This data disguises the catastrophic backlog of new asylum claims growing as a direct result of a flawed policy of deterrence. As a result, thousands of refugees, including survivors of torture, are condemned to languish in limbo and unsafe accommodation, unable to recover or rebuild their lives,” he adds.

All change for asylum rules?

Sunak’s Rwanda policy was targeted at people arriving in the UK by ‘unauthorised means’, including frequent Channel crossings.

They would have been deported to the African nation and made to claim asylum there and not in the UK.

In its landmark ruling, though, the Supreme Court said that those sent to Rwanda would be at “real risk” of being sent back to their country of origin regardless of whether their asylum claim was justified or not.

That, they say, is something which would breach international laws on human rights.

Sunak called the ruling “frustrating” and promised to double down on the policy, saying he would “change laws and revisit… international relationships”.

That is not a popular plan with many.

“These statistics show that cruel deterrents, like the Rwanda plan so recently declared unlawful by the highest court in the land, will not stop people risking their lives trying to reach sanctuary here in the UK,” Reynolds says, adding, “Rather than punishing refugees, this Government should reverse the cruel asylum ban, urgently refocus their efforts into rebuilding a fair and compassionate asylum system and restore and expand safe routes to protection.”

Zipline unveils P2 delivery drones that dock and recharge autonomously

Logistics startup Zipline has flown more than 38 million miles with its autonomous electric delivery drones since the company was founded in 2014. Zipline put its first fleet to work in Rwanda, delivering blood and other health supplies to clinics and hospitals. Since then, the Silicon Valley startup has expanded its service in six other countries, with limited delivery service and distribution centers in three states.

On Wednesday, Zipline showed off its next-generation aircraft, which it hopes will make rapid aerial deliveries an everyday convenience for customers throughout the U.S., even in densely populated urban areas.

Zipline’s new drone, dubbed the Platform 2 or P2 Zip, is capable of carrying up to eight pounds worth of cargo within a ten-mile radius, and can land a package on a space as small as a table or doorstep.

“The reason that number is important,” says Zipline CEO and co-founder Keller Rinaudo Cliffton, “is that when you look at e-commerce in the US, a vast majority of packages weigh five pounds or less.”

The P2 Zip can travel ten miles in ten minutes, and the company can make a delivery approximately seven times faster than any typical service you may order from today, the CEO said. Rapid deliveries by drone may put an end to “porch pirates,” Rinaudo Cliffton said, referring to the theft of packages left on a doorstep while the customer is away from home.

While Zipline’s original drone, the P1 Zip, features a fixed wing or glider-like design, the P2 employs both lift and cruise propellers and a fixed wing. These help it maneuver precisely and quietly, even in rainy or windy weather.

To deliver cargo to a customer’s door, the P2 Zip hovers around 300 feet above ground level and dispatches a kind of mini-aircraft and container called the “droid.” The droid descends on a long thin tether, and maneuvers quietly into place with fan-like thrusters before setting down for package retrieval.

Zipline’s original P1 drones will remain in production and in wide use, says Rinaudo Cliffton. The P1 Zip can fly a longer distance, delivering up to five pounds of cargo within a 60-mile radius, but it requires a larger space for take off, landings and “the drop.”

The P1 Zip lets cargo down with a parachute attached, so its payload lands within a space about the size of two car parking spots. After a P1 Zip returns to base, an employee needs to disassemble it, then set up a new one, dropping in a freshly charged battery for the next flight.

Zipline’s new P2 Zip can dock and power up autonomously at a charging station that looks something like a street lamp with an arm and a large disc attached to that arm:

Zipline docks can be installed in a single parking spot or alongside a building depending on zoning and permits. Zipline envisions the docks set up by restaurants in a downtown shopping district, or alongside the outer wall of a hospital, where the droid can be inserted into a window or dumbwaiter, retrieved, and reloaded by healthcare workers indoors.

Setting up one of these docks takes about as much work as installing an electric vehicle charger, Rinaudo Cliffton said.

Before developing the P2 Zip, Zipline had established logistics networks in Cote d’Ivoire, Ghana, Japan, Kenya, Nigeria and Rwanda already. It is operating some drone delivery networks in the US, in North Carolina, Arkansas and Utah — but the P2 will help it expand that network.

Partners who plan to test deliveries via P2 Zip include the healthy fast-casual restaurant Sweetgreen, Intermountain Health in Salt Lake City, Michigan Medicine, Multicare Healthcare System in Tacoma, Wash., and the government of Rwanda.

Zipline is not alone in its ambitions. Zipline is part of a program with other startups like DroneUp and Flytrex to make deliveries for Walmart. Amazon, meanwhile, has been working on making drone deliveries a reality here for nearly a decade, although that business has struggled to overcome a thicket of regulation and low demand from test customers.

Quiet and green is the goal

Zipline head of engineering Jo Mardall told CNBC the company focused much of its engineering on making sure the drones were not just safe and energy-efficient, but also quiet enough that residents would embrace their use. 

“People are worried about noise, rightly. I’m worried about noise. I don’t want to live in a world where there’s a bunch of loud aircraft flying above my house,” he said. “Success for us looks like being in the background, being barely audible.” That means something closer to rustling leaves than a car driving by. 

The droid component of the P2 Zip is designed to enter distribution centers through a small portal, where it’s loaded up with goods for delivery.

The P2 Zips have a unique propeller design that makes this possible, Mardall explained, adding, “The fact that the Zip delivers from from 300 feet up really helps a lot.”

Mardall and Rinaudo Cliffton emphasized that Zipline aims to have a net-beneficial impact on the environment while giving business a better way to move everything from hot meals to refrigerated vaccines just in time to customers. 

Unmanned aerial vehicles, they explained, avoid worsening traffic congestion by going overhead. And since Zipline’s drones are electric, they can be powered with renewable or clean energy, without the emissions from burning jet fuel, gasoline, or diesel.

But most importantly, the CEO said, Zipline’s drone delivery allows companies to “centralize more inventory,” and “dramatically reduce waste.”

A study published by Lancet found that hospitals using Zipline services were able to reduce their total annual blood supply waste rate by 67%, the CEO boasted.

“That is a mind-blowing statistic, and a really big deal. It saves health systems millions of dollars, by reducing inventory at the last mile and only sending it when it’s needed.”

Zipline is aiming to bring that efficiency to every corner of commerce, the CEO said. It’s also aiming to keep the cost of drone delivery competitive with existing services, like FedEx and UPS, or food delivery apps like Uber Eats and Instacart.

But first, the startup plans to conduct more than 10,000 test flights using about 100 new P2 Zips this year. With its existing P1 drones, Zipline is already on track to complete about 1 million deliveries by the end of 2023, and by 2025 it expects to operate more flights annually than most commercial airlines.
