Taiwan’s Lai Ching-te wins presidential vote, vows to defend island from China threats

Taiwan’s ruling party, the Democratic Progressive Party (DPP), secured a historic third term on Saturday as Vice President Lai Ching-te won the country’s widely watched presidential election with 40.05 percent of the vote. 

Lai, along with his running mate Hsiao Bi-khim – Taiwan’s former representative to the United States – won a total of more than 5.5 million votes.  

Taiwan’s electoral system is based on first-past-the-post voting, awarding the victory to the presidential-VP pairing with the highest percentage of votes. 

Turnout on the self-ruled island was put at more than 70 percent with some 19.5 million Taiwanese eligible to vote. 

A favourite to succeed incumbent President Tsai Ing-wen, who is due to step down at the end of her second consecutive term in May, Lai’s win was in line with previous forecasts. 

Lai ran against the main opposition party’s – the Kuomintang – candidate Hou Yu-ih , who came in a close second with 33.5 percent of the vote and the Taiwan People’s Party’s Ko Wen-Je who trailed both candidates with only 26.5 percent. 

Speaking as last results trickled in, Lai told a press conference that the election was a victory for Taiwan’s democracy. 

“We are telling the international community that between democracy and authoritarianism, we will stand on the side of democracy,” he said. 

In an election framed as a choice between “peace and war” by China, which deems the DPP’s governance as “incompatible” with cross-strait peace, Lai’s victory comes at a crucial moment amid rising tensions between Taipei and Beijing. 


Claiming the island as part of its territory, Beijing responded to the election results by saying that “reunification” with Taiwan is still “inevitable”. 

The vote “will not impede the inevitable trend of China’s reunification”, Beijing’s Taiwan Affairs Office spokesperson Chen Binhua said in a statement carried by state news agency Xinhua.

President Joe Biden reiterated that the US is “not supporting” Taiwan’s independence, after Taiwanese voters rebuffed China and gave the ruling party a third presidential term.

Heir apparent  

Lai was sworn in as vice president in 2020 when Tsai won the presidential election.   

Labelled a separatist by Beijing, the winner in Taiwan’s presidential race has promised to stick to Tsai’s policy of maintaining the status quo, which avoids open declarations of independence while rejecting China’s sovereignty claims.   

“As president, I have an important responsibility to maintain peace and stability in the Taiwan Strait,” Lai said. 

“I will act in accordance with our democratic and free constitutional order in a manner that is balanced and maintains the cross-strait status quo under the principles of dignity and parity,” he added. 

Lai has said he hopes for a reopening of dialogue between China and Taiwan following almost eight years of Beijing’s near-complete refusal to communicate with leaders of the self-governing island. 

But he also pledged to build up the island’s military defence, indicating that he harbours no illusions.   

“At the same time, we are also determined to safeguard Taiwan from continuing threats and intimidation from China,” he said.  

Lai told the press conference that the Taiwanese people have “successfully resisted efforts from external forces to influence this election”.

China relations 

Warning against continued DPP rule, China has upped the pressure on Taiwan ahead of elections by flying balloons in the Taiwan Strait and threatening trade measures against Taipei, which accused Bejing of “economic coercion”.  

“He [Lai] will carry on Tsai’s China approach: any dialogue with Beijing must be held with mutual respect and on an equal basis,” said Chang Chun-hao, professor of political science at Tunghai University in Taiwan.   

“The bottom line remains Taiwan’s sovereignty which they [Lai and the DPP] seek to guarantee by rejecting the 1992 consensus,” Chang said.    

The 1992 consensus refers to a tacit understanding between the Kuomintang (KMT) – which governed Taiwan at the time – and the Chinese Communist Party that both sides of the Taiwan Strait acknowledge that there is “one China”, with each side having its own interpretation of what “China” means. 

“Lai is looking to maintain the status quo … which [for the DPP] means China and Taiwan are two separate, sovereign nations,” said Chen Fang-yu, assistant professor of political science at Soochow University in Taiwan.    

Split parliament 

Meanwhile cross-strait relations would also depend on the government’s grip over parliament, which has greatly diminished with the election of numerous legislators from the KMT, Chang said. 

Taiwan’s legislative election was held simultaneously with the presidential vote with results showing a split parliament with no single majority.  

“The DPP performed quite badly in the legislative election, they’re going to meet heavy resistance from the blue party [KMT] in the next term of the Legislative Yuan,” Chang said. 

The KMT won 39 out of 113 seats in parliament compared to the DPP’s 38. 

“China, however, may find itself with new communication and exchange channels in Taiwan thanks to KMT legislators, which would help them in their goal of reunification,” he said 

“This [split parliament] also means uncertainty for domestic politics, which may increase the US’s doubts about Taiwan,” he added.  

While the tone for relations between Taiwan and China will partly be determined by Saturday’s outcome, the upcoming presidential election in the US will also play a huge role.  

“The 2024 US election is also crucial to cross-strait relations, whether it be Biden’s re-election or Trump’s return to power … this will play a big part in geopolitics between the US, China and Taiwan,” Chang said.

Taiwanese youth voice income, housing concerns ahead of crucial elections

While cross-strait relations remain an overarching theme in Taiwan’s presidential and legislative elections this weekend, many young voters are more concerned with domestic issues, such as low wages and housing, that preoccupy them as much as or even more than the threat of an invasion by the People’s Republic of China. FRANCE 24 met with several of them. 

Some 19.5 million Taiwanese are eligible to vote in the island’s presidential and legislative elections on Saturday, January 13. Some 2.8 million, or 15 percent, are aged between 20 and 29 years old. 

Voters will determine Taiwan’s next leader from among three candidates: the Democratic Progressive Party (DPP)’s Lai Ching-te, the Kuomintang (KMT)’s Hou Yu-ih and the Taiwan People’s Party (TPP)’s Ko Wen-je. 

Incumbent President Tsai Ing-wen from the pro-independence DPP is due to step down at the end of her second consecutive term in May.

Despite not being a large enough cohort to determine the outcome of an election, young people nevertheless represent a sizable chunk of Taiwan’s electorate capable of tipping the scales in a neck-and-neck race. 

With less than a day to go before the election, political groups have called on young people to return home and vote.  

Taiwan’s voting system relies on household registrations to determine voter eligibility. Despite moving to other cities for work and study, many young Taiwanese remain registered in their home town, so they must return in order to vote. 

While many have already bought tickets and packed their bags for the weekend, some remain uncertain whether they’ll cast their ballots on Saturday.  

Eligible youth participation in the past two elections ranged from 56.3 to 72.7 percent

Stagnant wages 

“I still haven’t decided yet if I’m going to vote … if I do, I’ll take the bus first thing tomorrow morning,” said Wang Miao, a 25-year-old woman working in Taipei’s IT sector.  

Wang’s hometown is in Kaohsiung, a southern port city over 400km from the capital. 

“The thing is, I don’t feel like the elections are going to change anything … Wages are low, and inflation is still high,” she said.

While median wages in Taiwan grew 2.37 percent in 2023, average consumer prices increased by 2.5 percent over the same period, outpacing wage growth.  

“My company gave us a 1.5 percent raise last year, which is ridiculous compared to inflation,” said Xu Jing-chen, a 29-year-old engineer working in Hsinchu, a city southwest of Taipei.  

On the way back home to the coastal city of Tainan, Xu said he feels frustrated at the current politics because the available options seem unlikely to resolve the issues that young people face. 

“They’re all talking about raising the minimum wage, but I don’t make the minimum, so how does that affect me? I’m only voting out of civil duty … As far as I can tell, none of the candidates are offering any concrete solutions to improve our lives,” he said. 

While Lai proposes to increase the monthly minimum wage of publicly traded companies’ employees to 30,000 New Taiwan Dollars (NTD) (or €880.40), Hou proposes a general hike of minimum wage to NTD 33,000 (€968.70) from the current NTD 27,470 (€806.37). Both are significantly lower than the NTD 43,166 (€1265.13) median wage in Taiwan. 

“The only option for me, if I want to increase my salary, is to move abroad, maybe to the US. But my parents are here, my home is here,” Xu said.  

Hoping to start a family with his girlfriend, Xu said he has been looking to purchase an apartment in Hsinchu. 

Unaffordable housing 

“The market is crazy. A simple two-bedroom can cost over NTD 10 million (around €292,000), and that is without a parking space!” Xu said. 

Due to low interest rates, tax cuts and market speculation, housing in Taiwan is notoriously unaffordable, with an average unit costing over 9 times the median annual wage, far exceeding the price-to-income ratio of 3 times the annual wage recommended by the UN.  

Other young Taiwanese also talk about housing concerns. 

Wu Qian-hue, a 26-year-old graduate student working part-time and living with her parents in the suburbs of Taichung, a bustling city in central Taiwan, said soaring rents have prevented her from moving out. 

“What’s the point? I can barely pay for my daily expenses and that’s it. I barely have any savings, everything I make goes to pay my bills. There’s nothing left at the end of the month. Living with my family helps me avoid getting into debt,” she said. 

“One day I’d like to have a place of my own, but for now it’s a dream,” Wu said, lamenting her city’s high housing costs.  

“Everything’s more expensive now … House prices in Taipei are crazy. For now, I can only afford to rent. I’m glad [that] I receive a subsidy for it,” said Pheonix Hung, a 27-year-old artist working in Taipei.  

Hung added that she plans to vote for Lai in the upcoming presidential election because of his party’s policies on housing, which introduced rent subsidies for single people and households with young children in 2019.

Computer science student and first-time voter Sung Zhi-ming, 22, said he chose to remain in accommodations provided by his university, where he shares a room with three other students, because of high rents. 

“I don’t really have a choice. It’s either this or back home, which is too far to commute every day,” said Sung, who comes from Hualian, a city on Taiwan’s east coast. 

Sung said he plans to vote for the Taiwan People’s Party’s Ko Wen-je, a candidate popular among younger generations for his outspoken manner and focus on domestic issues. 

Both Ko and Lai propose to tax vacant properties to encourage owners to put them on the rental market.  

Cross-strait relations 

But Taiwan’s relations with its giant neighbour remain at the forefront of some young people’s minds. 

Sung, who finished his military service last year, said he’s worried about a potential Chinese invasion

Taiwan requires all male citizens of military age to serve for four months in the national army, a period that was extended to one year starting in 2024. 

“I know we hear about it all the time, Chinese drills, Chinese balloons and Chinese ships in the Taiwan Strait, and we’re all kind of numb, by the end of the day … but at the same time, you can’t not think about it,” he said.

Sung said he plans to vote for the KMT, a party that favours closer ties with Beijing, in Saturday’s legislative election. 

“My parents have always voted for the KMT. … We feel like they are more capable of making peace with China. We don’t want a war,” he said.  

While echoing Sung’s sentiments, Wu said she prefers to vote for the DPP. 

Although both parties aim to maintain the status quo, the DPP differs from the KMT ideologically in that it rejects the “One China” principle. The “One China” principle is a diplomatic consensus between mainland China and the KMT that only one “China” exists, without the sides agreeing about which country is the “real” China. 

“They’ve [the DPP] managed to safeguard Taiwan’s independence, despite the pressure from China … We can’t appease China forever; we have to stand up for ourselves,” she said.  

“Of course, I worry about war, but what can you do? It’s not really up to us whether China will invade or not, is it?” Wu said.  

“At the end of the day, you just have to live with it and carry on,” Wang said. 

“The threat of invasion isn’t going to go away any time soon, but that doesn’t mean we can’t care for other issues. We have all sorts of problems, and China is not the biggest one,” she said.

Micron Probe May Hurt China’s Efforts To Attract Foreign Investment

Beijing today wound down its latest large-scale military exercises in the waters around Taiwan but overall tension between the U.S. and China remains high. China’s moves followed a high-profile meeting last week between U.S. House Speaker Kevin McCarthy and Taiwan President Tsai Ing-wen in Los Angeles criticized by mainland leaders that claim sovereignty over self-governing Taiwan.

On the commercial front, the semiconductor industry remains an elevated point of stress. Beijing earlier this month announced a cybersecurity review of U.S. chipmaker Micron aimed, it said, at protecting the country’s information infrastructure and national security. The probe comes at a time when China has been seeking to boost foreign investment to accelerate its economic recovery from “zero-Covid” policies that slowed growth.

What’s next for U.S.-China ties and also for the CHIPS Act, the U.S. law enacted last year aimed at reversing the declining American share of global semiconductor production?

To learn more, I spoke on Saturday in the Philadelphia area with Terry Cooke, a senior fellow at the Foreign Policy Research Institute, a think tank focused on U.S. national security and foreign policy. Cooke, a former career U.S. senior foreign commercial service officer with postings in Shanghai, Taipei, Tokyo and Berlin, currently leads ReGen250, a non-profit that focuses on U.S.-China green energy collaboration as well as environmental regeneration initiatives in the tri-state Greater Philadelphia region.

Cooke believes China’s move against Micron will have “a chilling effect for potential foreign investors — definitely on the U.S. business community” at a time when it is trying to win new foreign investments following the end of “zero-Covid” policies at the end of last year that had harmed economic growth. Beijing high-profile efforts to pressure Taiwan militarily may also be counterproductive if Taipei successful builds itself up as “an important force” in a larger, more influential network of democracies. Edited excerpts follow.

Flannery: What do you make of the military exercises around Taiwan this month?

Cooke: There are two ways of looking it. One is that going into the Tsai-McCarthy meeting, the decision had already been made (in Beijing) that this is the new normal, that whenever there is an uncomfortably high-level contact between the U.S. government and the Taiwanese government, we (the Chinese government) are just going to keep demonstrating our ability to militarily squeeze Taiwan through maneuvers of this sort.

There is, however, another way of thinking about it: the way the McCarthy-Tsai meeting was conducted may, in fact, have been the determinant of the maneuvers. Beijing may have been in a wait-and-see mode. They of course issued their standard and predictable verbal denunciations in advance of Tsai’s transit stops.

I think they were waiting to see how low-key the meeting in L.A. with McCarthy would prove to be. The entry through New York was very low-key. The State Department utterances for most of the trip also kept things low-key. And there was ample precedent for this given Tsai’s previous six transit visits to the U.S. so the State Department position was that there was no reason for Beijing to make an issue out of it.

But the optics of McCarthy meeting – with all the diplomatic trappings of a government-to-government meeting save for flags set up on the table – made it look very much like an official meeting. And I don’t think that went over well in Beijing. That could have triggered the decision to trot out the military.

Flannery: So what’s next?

Cooke: Just as the U.S. is maybe on its back foot with the new realities in the Middle East, I think China may be on its back foot in terms of the game of diplomatic recognition when it comes to Taiwan. Yes, Taiwan just lost Honduras on the eve of Tsai’s U.S. trip. Now, Taiwan is down from 14 to 13 countries that it has diplomatic recognition with.

But I think there’s really a more important game in town now than adding up the number of formal diplomatic allies. This new game in town probably started around February 2020 with the Biden administration moving into the White House. To many people’s and particularly Beijing’s surprise, Biden kept Trump’s tough China policy. He also introduced into his speeches and policies a clear and consistent autocracy-vs-democracy contrast.

Within the context of this U.S.-led “reframing” of the global picture, Taiwan now has the opportunity to reposition itself within the team democracy global network of supporters in a way that it’s not strictly about formal recognition and UN membership. It’s about being recognized, and in some ways, held up as an important force in this network of democracies.

Flannery: How will Taiwan’s presidential elections next year affect these three-way ties?

Cooke: From the U.S. governmental standpoint, the outcome – whether it is a victory for Tsai’s Democratic Progressive Party or the opposition KMT party – will change hardly at all. This is because the U.S. government’s official position – whether it involves the outcome of an election in Taiwan or changes to the cross-strait status quo initiated by China – is that what the 24 million people of Taiwan choose for themselves is what the U.S. government will support. I don’t think our basic diplomatic posture and our support for Taiwan would change unless there was some evidence — which I would not expect at all — of some malfeasance happening with the election.

Flannery: What do you make of China’s probe into Micron?

Cooke: We can dissect it into several elements. One is a desire for reciprocity and being seen on an equal plane. And so with Biden’s CHIPS Act, and the singling out of TikTok and a lot of different Chinese companies in U.S. security investigations, it’s to be expected that there is going to be some reciprocal action that China is going to want to take to be seen as for purposes of a peer power demanding reciprocity.

That diplomatic posturing is understandable but it does have a chilling effect for potential foreign investors — definitely on the U.S. business community. Close allies in Europe and elsewhere notice it, and it doesn’t help China’s post-pandemic effort to show a welcoming face to foreign investment.

I think there is also a third element of it that is interesting: perhaps as another data-point showing a lack of coordination in Chinese policy and messaging that we see from time to time. And we’re living in a world where nobody is a paragon and the U.S. has its own challenges with coordinating its message. But in China, as we saw recently with ‘wolf-diplomacy’ and the balloon incident, people lower in the governmental hierarchy vie to please their superiors, and end up getting out in front of the intended policy and in front of what would be an optimal coordinated policy for China. And I’m wondering personally whether Micron might be an instance of that.

Flannery: Speaking about both semiconductors and Taiwan, does the U.S. rely on Taiwan too much for chips?

Cooke: It’s actually in almost everyone’s interest at this point to have a greater degree of global diversification. It’s outright dangerous to have close to 90% of production of the most advanced semiconductors taking place only 90 miles away from the Chinese mainland.

Flannery: Does the CHIPS Act go far enough in striking a new balance?

Cooke: Before the CHIPS Act, TSMC was already taking steps (to diversify from Taiwan). There are currently moves afoot in Germany for automotive chip production — not the most advanced chips in the world — but also with Japan for consumer electronics and with Arizona for an advanced generation of chips. (See related post here.) For the foreseeable future, production of ultra-advanced chips will stay in Taiwan. But I think a lot of production capacity for quite advanced chips is being pushed out of Taiwan to these other global nodes.

The CHIPS Act is to my mind pretty fascinating. As a response to China’s Made-In-China-2025 ambitions and its military upgrading, it’s a bulls-eye in my view. But, as a policy undertaking in the U.S. domestic context, it is something of a potential third rail in the sense that just as a country, we’ve never been comfortable or particularly skilled at industrial policy. And it is clearly industrial policy.

Interestingly, I think there is enough bipartisan support right now that the industrial policy-political debate on Capitol Hill is not the traditional debate of “no industrial policy” versus, let’s say, the Clinton era’s “auto industrial policy for Japan.” Nobody at this point seems to be openly challenging the need for an industrial policy response to China’s advantaged technology challenge.

So the debate currently is one about “clean” industrial policy versus industrial policy with a lot of social agenda items folded into it, like childcare support for workers. (Either way) it is important as a signal to the market about us government resolve.

Flannery: Is it enough? And if it’s not enough, what’s the next step?

Cooke: If in version one, the sum had been significantly higher than $52 billion, it would have been almost setting itself up for failure, because there are so many things that can go wrong in operationalizing and implementing something like this.

By analogy in the military sphere, we have put in a very robust sanctions regime against Russia following the invasion of Ukraine. But it was kind of uncharted territory. There’s been a lot of analysis about what’s been working and what hasn’t been working. We’re groping our way forward and want to keep some powder dry.

The CHIPS Act is similar in the commercial sphere — kind of uncharted territory. One of the things it is going for is that Commerce Secretary Gina Raimondo is an astute leader of the process. In the current political environment, any sign of dropping the ball would be pounced on. What is actually more important than the amount of money is the fact that it has happened in an initial iteration. There can be subsequent iterations, but it’s important to operationalize the first iteration as well as possible and to learn from that process to inform a potential second iteration.

Flannery: There is controversy about social goals being attached to it.

Cooke: The Act was passed by Congress last year, and it went into a kind of holding period where no one knew what the process was going to be for a company to apply. When the guidelines were only recently announced, it became clear that there was quite a lot of conditionality put to the ability of a company to apply. One set of conditions has to do with an applicant limiting its China business for a 10-year period. Another quite different set has to do with an awarded company providing childcare for its employees.

I think the criticism about these conditions is a fairly predictable output from the Washington DC political meat grinder. Because these are tax-payer dollars, the back-and-forth is highly political. Placing limitations on future China business for awardees makes sense to the average American voter. However, those limitations raise serious concerns for the CEO of a sizable company that doesn’t want to decouple from the China market, but does want to accessing CHIPS Act support. On the separate issue of childcare, this requirement is meant as an incentive to help overcome the problem of a shortage of chip production workers in the U.S but it obviously becomes a red meat talking point for politicians who position themselves as anit-woke in U.S. culture wars skirmishing.

This goes back to what we were talking about before with Micron. China is currently unable to respond in a meaningfully reciprocal way when the U.S. does things like put Chinese billionaires onto an entities list. They just don’t have a global finance tool that is anywhere near as sharp and strong as is found in the U.S. Treasury toolkit. For the U.S., putting companies on an entities list works— it catches the attention of targeted individuals and there is an important and broad public messaging dimension to it as well. Of course, to make sanctions really bite, there’s a lot of operationalization that needs to happen, but frequently doesn’t happen.

What I personally believe is: China’s main effort now is to try to knock the dollar off its post-World War II throne. Others have tried and failed and it will be a hard thing for China to pull off. But I believe that’s this the main thrust of their effort and the primary aim of a long-term, patient strategy.

One Of These Seven People Is Likely To Win Taiwan’s High-Stakes Presidential Vote In 2024, Gallup Pollster Says

Gallup Market Research Taiwan pollster Tim Ting had a smile on his face and newspaper clippings spread across a conference room table next to his Taipei polling operation of 30 people on Friday. He predicted the Taipei mayor elections on Nov. 26 correctly; a rival Liberty Times poll was wrong on a number of counts, and the news reports prove it.

“I would quit if I had been that wrong,” the 68-year-old who has tracked Taiwan elections for three decades said in an interview. In closely watched local elections in one of the world’s top geopolitical hot spots and tech hubs, Taiwan’s ruling Democratic Progressive Party (DPP) won only five mayoral or county magistrate seats, compared with the previous seven, due to weak candidates and the wrong strategy, Ting said. The main opposition Chinese Nationalist Party, or Kuomintang (KMT), by contrast won 13 of 21 races.

Next up: Presidential elections in January 2024. Incumbent President Tsai Ing-wen, who ranked No. 17 on the latest Forbes list of the World’s 100 Most Powerful Women unveiled this month, can’t run again due to rules that limit her to two four-year terms.

What will likely be the big issues? China — though the differences among the candidates could be more perceived than real, Ting said. The DPP will play up its willingness to stand up against maland bullying; its economic policies would create more business distance between the two sides, Ting said. The KMT, though founded on the mainland in 1919, isn’t likely to promote a change in the status quo in the self-governing democracy of 24 million that Beijing claims sovereignty over. The KMT is strong in northern Taiwan, where many mainland families settled in the late 1940s after then KMT leader Chiang Kai-Shek lost a civil war to the Communist Party’s Mao Zedong and moved its capital to Taipei.

Taiwan has come a long way since, becoming the world’s No. 22 economy and a vital source of semiconductors. Local chip industry leader TSMC just last week said it would boost investment in Arizona to $40 billion — one of the largest outlays by a foreign company in U.S. history — in a ceremony attended by U.S. President Joe Biden. Politically, Taiwan has become a spirited democracy with a free press that contrasts starkly with the mainland. Biden has said the U.S. will aid Taiwan if Beijing attacks; Washington allies have also spoken up for Taipei since Beijing launched military exercises around the island after a visit by U.S. House of Representatives Speaker Nancy Pelosi in August.

Who’s in the mix of possible presidential candidates in 2024? It’s a far-flung group that includes one of Asia’s richest billionaires, two physicians, a popular talk show host, a long-time law enforcer, a former teacher at City University of New York, and a former human rights lawyer for Taiwan’s political opposition during the martial law era that ended in 1987. Here are seven likely contenders (in alphabetical order) named by Ting.

Eric Chu: Long-time KMT politician holds a PhD in accounting from New York University. Once taught at City University of New York, before returning to Taiwan to teach at National Taiwan University; later entered politics. Ran for president against Tsai Ing-wen in 2016 and didn’t come close. Chu is currently the KMT’s chairman, a good launching pad for a presidential run.

Terry Gou: Rags-to-riches, 72-year-old electronics billionaire worth $6.3 billion on the Forbes Real-Time Rich List ran for president in 2019, citing a message from sea goddess Matsu. Lost in the KMT primary. Image as a business success has recently been damaged by labor woes at his flagship Hon Hai Precision’s huge iPhone factory in China.

Hou You-yi: Top vote-getter on Nov. 26 triumphed as the KMT candidate in race for mayor of New Taipei City. Long career in law enforcement has bought success in high-profile cases. “I just always happened to be in the right place at the right time and did what I was supposed to do,” 65-year-old Hou has been quoted as saying. “That is all.” Pollster Ting, who holds a PhD in sociology from the University of Michigan, says the downside of Hou’s background could be a negative association with police that dates back to the days of Japanese colonial rule in 1895-1945.

Jaw Shao-kong: Popular talk show host at age 72 and former legislator with a graduate degree from Clemson University in mechanical engineering switched from KMT to China-friendly New Party in the 1990s; now with the KMT again. Could win party’s presidential primary with 30% to 40% of the votes if the rest of the field is divided, Ting said. He once led Taiwan’s Environmental Protection Agency.

Ko Wen-je: Holder of a PhD in clinical medicine from Taiwan’s prestigious National Taiwan University worked as a researcher in the surgery department at the University of Minnesota early in his career. Elected Taipei mayor in 2014 and 2018, has hit his term limits and couldn’t seek reelection last month. He formed and currently chairs the new Taiwan People’s Party, but it won only 1.5% of the city and county council seats up for grabs on Nov. 26. Media suggests he’s aligned with Gou.

Lai Ching-te: Lai, Taiwan’s current vice president, “has the best chance to win” the presidential election, Ting said. The son of a coal miner turned physician holds a master’s in public health from Harvard. Lai was premier before he joined the winning presidential ticket with incumbent Tsai in 2019, and is likely able to mobilize the DPP grassroots for a presidential run, Ting said. Lai announced his candidacy for DPP chairmanship on Dec. 8 after Tsai said she’d resign from that post to take responsibility for the party’s Nov. 26 election loss.

Su Tseng-chang: Party co-founder and former DPP chairman was a lawyer for opposition activists in Taiwan’s martial law era. Currently premier, 75-year-old Su offered to resign after the DPP’s defeat on Nov. 26. Safe though aging as a possible DPP presidential flag-bearer, Su hasn’t announced plans to run for president.
